Rampart Melee: RV 10 Coordination: RV 30 Brawn: RV 6 Fortitude: RV 10 Intellect: RV 20 Awareness: RV 10 Willpower: RV 10 Health: 56 Fortune: 40 Lifestyle: RV 20 Repute: RV 0 Origin: Like almost all of his fellow GI Joes, Rampart is a normal human - albeit a highly trained one. He has no super-human powers to speak of, relying solely on his natural and trained skills, not to mention a whole lot of firepower, to get the job done. Known Powers: (none) Limitations / Enhancements: (none) Equipment: Knife: a backup should he run out of ammunition, Rampart carries a knife on him at all times. Made from m.v. 40 materials, Rampart can use this tool to cut through items of like m.v., or instead inflict Slashing damage on living, breathing targets. Machine Gun: his secondary armament, Rampart wields this weapon with a stabilizing arm attached to his belt. It inflicts rank value 20 Piercing damage when firing a small burst of lead, or rank value 30 Piercing damage when firing a magazine-burning, fully automatic spread. Rocket Launcher: his primary combat implement, this weapon allows Rampart to shoot down incoming missiles (or aircraft) from an earth-based position. Rampart's launcher fires air defense artillery missiles (ground to air weapons), projectiles possessing these vehicular statistics: Handling RV 30 Velocity RV 50 Durability RV 10 Protection RV 30 Slashing (fragmentary) Quirks: Rank Value Boost / Coordination: assisting him in both his duties as an ADA missile specialist and his favorite past-time (video games), this quirk demonstrates Rampart's uncannily accurate and fast reflexes. It grants him a permanent +1 RS to his Coordination (already applied above). Skills: Guns: thanks to his uncanny hand-eye coordination and reflexes, it didn't take much training to make Rampart proficient with firearms. When firing standard, semi-automatic, or fully automatic rifles or pistols, Rampart may do so as though his Coordination was +1 RS higher in value. Marksman: his specialty, this skill describes Rampart's talent with line-of-sight and line-of-sight weapon systems. Whether firing a mortar, a light anti-tank weapon, or controlling a wire-guided surface-to-air missile, Rampart may do so at a +1 RS to the Coordination value listed above. Martial Arts style B: while his main skills lie in computerized attack systems, Rampart can nonetheless defend himself unarmed. Thanks to his Basic training, Rampart may attempt any unarmed attack maneuver as though his Melee score was +1 RS higher than indicated above. Military / Unites States: the source of all his practical combat talents, this skill serves as an 'origin' of sorts for Rampart. Thanks to his intense Navy training, Rampart has an inherent understanding of military protocols and procedures (you know, the SOP). Contacts: Part of the GI Joe team since 1990, Rampart may count the members of that organization for aid under any reasonable circumstances. After all, the Joes take care of each other, being fully aware what their fellows are capable of... as well as what they've faced together in the past. Costume: While working with the Joes, Rampart wears a somewhat heavy outfit (good for keeping warm). It consists of a large, dark brown leather jacket, khakis colored trousers, black leather gloves, black and green camo leather boots, a blue visor, a khakis cap, and a khakis hood. Personality: Dwayne is a gamer at heart, and spends all his spare time mastering video games as they are released. He's not quite the shut-in you'd expect however; he seems to enjoy working with others towards a common goal - especially if said goal involves blowing up enemy equipment! Real Name: Dwayne A. Felix, Grade E-4 Occupation: shoreline defender, air defense artillery missile specialist Legal Status: citizen of the United States with no known criminal record, deceased in the Devil's Due continuity branch Marital Status: single Alias(es), if any: none Group Affiliation: GI Joe Height: 5' 10" Hair: unrevealed Eyes: brown Weight: 155 lbs. Other Distinguishing Characteristics: none. Story: Rampart was born with abnormally acute reflexes and reaction speed. Nothing quite superhuman, just exceptional talent in these areas. This lended itself to a youth spent with a joystick in hand, and there wasn't a day that went by where you wouldn't find Rampart in an arcade. Upon graduating college, Rampart found himself lacking reliable income, much less a real challenge - he'd beat every video game published to date. As it turned out, he found a way to feed his need for high intensity computerized action with a steady job. He joined the Navy! Specializing in Air Defense Artillery, Rampart grew to notoriety after attaining the highest combat success ratio in the 7th fleet for 'splashing' enemy aircraft. He found that he got the ultimate rush from smashing enemy missiles just feet from their target with his own. Combining his job and his passion thus, it was only a matter of time before the GI Joe recruiters decided he'd make a perfect addition to their group. Thinking this yet another step up the thrill ride of his military career thus far, Rampart cheerfully joined GI Joe! He definitely didn't swipe that codename from the game of the same name, though. No sir! After surviving the truly brutal GI Joe entry exam, Rampart was quickly put to use, his first documented action with the team being a mission into the Middle Eastern nation of Benzheen, performing backup with Backblast for a stealth mission flown by Ghost Rider and Slipstream. The rest of Rampart's missions with Joes have been similarly classified, 'special missions', the details of which have yet to be revealed to the general public. It is known that Rampart was a member of the GI Joe team until it was deactivated by the powers that be in late 1994, however. (Historical Divergence) It is unknown if Rampart retired from the military at this time or returned to the Navy, though a majority of the Joes seemed to have reassumed conventional postings after the team was disbanded. That is, until the team was reactivated anew but a few years later! This time around, though, the team had a different structure. It primarily consisted of a small company of 'greenshirt' Joes led by a couple of veterans from the old team. As things went, Rampart was not brought in to this second incarnation of the GI Joe team at first. He was was eventually 'invited' back to the team for an assault on Cobra Island and its then-current occupants, the Coil. Rampart continued his second stint with the Joes after this operation, though things went bad on a mission in Brazil with Glenda and Hardball. Looking in on a suspected Cobra base, the trio found their targets dead, just in time to become, themselves, the focus of a hit squad operated by another terrorist outfit, the Red Shadows. Poor Rampart and his fellow Joes never even saw what hit them! * 2018 VARIATIONS * Costume: Rampart's second GI Joe field uniform is quite like his first, comprised of a black leather jacket over a white T-shirt, khakis trousers, black and green leather boots and gloves, a black leather belt, black web gear, and a khakis hood and cap beneath a blue-lensed visor.
