Equipment:

Gas Mask (s): useful when setting fires or attempting to put them out, this unit helps Jeffrey to function normally when near (or in the midst of) fire. It acts to filter particulate matter with intensity 10 ability, and cools incoming air to a normalized temperature, too.

Heat Sensors (w): Jeffrey's suit is equipped with rather rugged thermal sensors in his arm, which he can point at a given area (or blaze) in order to determine the temperature of just what or where he's about to jump into. These sensors work with intensity 10 accuracy.

Knife (s): as do most of the Joes, Jeffrey carries a blade on him while in the field, for you never know when you're going to need to cut something - or someone. This blade is made from m.s. 12 materials, and can be used to inflict +2 lethal damage in melee.

Rocket Launcher / Flamethrower Combo (i): his principal Mega-Marine weapon, this hard core ordnance is a rocket launcher with a flamethrower welded on beneath. The flamethrower can inflict intensity 12 fiery damage per burst, the rockets it fires inflicting intensity 10 damage at L.O.S.

Thermal Body Suit (s): 'bullet proof' and thermally repellent, and equipped with additional coolant systems, this advanced combat armor is especially built for Jeffrey and his unique combat role. It provides him +2 body armor against physical attack, +4 versus fire and heat.

Video Equipment (i): Jeffrey carries a compact, micro-miniaturized video recording system on his headset, which captures everything he sees (while it's active) in order to document whatever he's doing on a mission - especially useful for proving the existence of Cobra's various 'monsters'.

X-66 'Sure Shot' Pistol (a): in the event that he doesn't necessarily want to burn someone to the ground, Jeffrey also carries a standard-issue, Mega-Marine semi-automatic machine gun into battle. He can use this to inflict +4 lethal damage with a single round, +5 in a short burst.

Skills:

Artillery (a): supplementing his skill with various firearms, Jeffrey has been trained in the use of more... serious weapons, such as mortars and rocket launchers, and even the proper use of a flamethrower. As a result, Jeffrey may use most L.O.S. and area-effect weapons at a reduced difficulty.

Boxing (s): basic military combat training coupled with his extant ability to hold his own in a fight, Jeffrey can easily defend himself should he find himself disarmed. He may divide his pre-card play action score between two melee attacks, the last of which occurs as a contingent action.

Marksmanship (a): as are all military men in the United States, Jeffrey has been well trained in the use of various standard issue and oddball firearms. Whether he's wielding a standard, semi-automatic or fully automatic rifle or pistol, or even a shotgun, he may do so at one difficulty level lower than is usually necessary.

Military / United States (w): the source of his above skills, Jeffrey has been trained in the proper combat arts by the United States military. While he was downright tough before enlisting, Army training has only made him better at what he does, whether he's fighting fires or terrorists.

Wrestling (s): in addition to his basic boxing skill, Jeffrey has the ability to wrestle with competence. With an average Strength (strength) action, Jeffrey can put a foe in a hold, and for every exchange he can pass an additional action, he can inflict like damage to his unfortunate opponent.

Calling:

Protector: it takes a special mindset to become a fire fighter. Putting your own life at risk to protect the life and property of others, no matter who they are - and keeping in top physical and mental shape all the while. Jeffrey takes his role as a fire fighter very seriously.

Costume:

Jeffrey's GI Joe uniform consists of his fire repellant, 'bullet proof' body armor. It includes a red helmet, red boots and gloves, black 'trousers', black wrist bracers for his thermal sensors, a blue jacket with a black and red vest on top, and various cooling tubes and units throughout.

Personality:

Jeffrey is if anything a very driven man. He has absolutely no problem risking his own life to save the lives and property of others, which made him an excellent fire fighter - and of course, an excellent Joe as well. Mind you, his sheer delight in burning things down helps in this regard also.

Story:

Jeffrey had earned some renown for himself well before joining the military. He had made a name for himself as the single best fire fighter the state of Missouri had ever known, managing to single-handedly extinguish a forest fire after smoke inhalation and exhaustion had incapacitated his fellows.

Having heard of his unmitigated tenaciousness, those who keep an eye out for the 'best of the best' took note of Jeffrey's incredible feat, and in time an offer was made. Giving him an opportunity to use his skills to help not just a few people but the entire country, Jeffrey couldn't refuse - it was the offer of a lifetime!

Getting through his basic training with ease, Jeffrey was given extensive education in the use of flamethrowers, and when he was combat ready he was put through the GI Joe training program - a truly gruesome physical and mental screening process that weeds out all but the very best the military has to offer.

Getting through this on sheer stubborn spite, Jeffrey earned his spot on the team, and was immediately put to work in one of the team's current 'difficult' jobs - he was assigned to Gung-Ho's Mega-Marines. This particularly small and dangerous unit had a very curious mission.

It was the Mega-Marines' lot to control Cobra's use of genetically altered soldiers they'd dubbed Mega-Monsters, horrifying entities that were created by Dr. Mindbender to wreck havoc on an entirely new level than ordinary Cobra goons were capable of. It's a good thing they're all vulnerable to fire.

Of course Jeffrey had signed up with the GI Joe team just a year before the battle with Cobra would be deemed one to be handled by conventional military forces; in 1994 the team was deactivated. Though the threat Cobra posed to the world was supposedly eliminated shortly thereafter, it persisted nonetheless.

As such, when the team was reactivated a scant few years later, most - if not all - of the previous Joes volunteered to serve once again, though a smaller roster was chosen overall to fight Cobra and other various, unconventional terrorist organizations. Jeffrey was not included in the new roster.

It is assumed he returned to standard fire fighting at this point, possibly waiting for an opportunity to deep-fry some bad guys instead of 'merely' putting out fires. He's usually called in when the Joes need 'everybody' on hand to deal with a critical Cobra mess, such as World War III, however.
