Harvey Luntz thinks he's an ordinary fellow who happened upon a magic tool box at his local Sears store. Of course, he's actually a mutant with the power to produce, with his mind, any device he can think of - he just focuses this power through a tool box - any tool box.

Powers:

Device Generation (i): Harvey's sole mutant power, this ability allows him to generate items based on either designs he's memorized or things he's dreamed up on the spot. While the former may be highly detailed and intricate, the latter are generally corny and cartoon-like in appearance.

Using this intensity 14 power, Harvey can dream up something, and then pull it forth from his tool box; this is an unconscious limitation on his power, since he thinks that he himself is perfectly normal. The trick, though, is that this power works somewhat differently for Harvey.

You see, this power normally costs its wielder 1 point of Health per forty pounds of material made, but Harvey doesn't have this limit. On the other hand, he can only have any one item extant at a time; to create another item, he must put the first back in his tool box.

Tool Box / Belt / Vest (s): Harvey carries all kinds of tools and such on his person, on either his tool belt, on his tool vest, or inside his 'magic' tool box. All of this gear is mundane in nature, and adds to his 'look'. He doesn't need the gear, per se, but it comes in handy at times.

Skills:

Engineering (i): to an extent, Harvey is somewhat competent in the construction of most structures, ranging from houses to skyscrapers. He isn't good at designing them, per se, but can build them to code with competence, and should do so at a reduced difficulty level.

Contacts:

Most of Harvey's contacts have since been incarcerated or eliminated, so those in his past are probably considered unreliable. However, he's since joined the new Boogie Brigade, and as such can likely rely upon those villains as helpful allies should he need to.

Calling:

Greed: though he's got a rather high opinion of himself, the sad truth is that Harvey is a small-minded little man. While Harvey likes to see himself as a king among men, he's petty and greedy, using his power to gratify his considerable lust for material things.

Costume:

Harvey wears a construction worker motif when breaking the law.

His costume includes a worn pair of blue jeans, a stained-up tank top, oversized yellow rubber boots with steel-tipped toes, a yellow safety helmet, a brown tool vest, and a brown tool belt literally overflowing with tools and other accessories.

Personality:

Harvey isn't all that bright, but he's somewhat creative, which allows him to use his power in new and interesting ways. This helps him to project his air of superiority, the one that led him to believe he was meant for greater things, and is the sole reason he has any self-confidence.

Story:

Harvey was an ordinary construction worker who kept finding odd tools in his tool box one day - tools he knows he didn't buy, but nonetheless appeared in his tool box after wishing he had them. Finding increasingly bizarre and expensive tools in his box, Harvey decided it was... special.

Experimenting with this in his off hours, Harvey found that he could pull most anything out of his tool box, as long as it was inanimate. Hammers, laser guns, anything he could imagine into existence could come out of his tool box, though Harvey could only draw forth one item at a time.

Regardless, Harvey decided this was his ticket to infamy, and started a crime spree in Duluth. However, his gimmicky bank robbing spree quickly attracted the attention of the Bureau of Ascendant Humans, a quasi-government super-hero police agency and legal system combined.

They collected Harvey while he perpetrated his fifth bank robbery, and that was pretty much the last the world heard of Harvey... for a time. Though placed in cryogenic storage by BAH, Harvey was let loose by the criminal mastermind Disco Head, who'd managed to escape.

Needing flunkies to deal with his arch-nemesis, Gerald R. Ford, Disco Head grabbed Harvey and several other villains, forming them into a new Boogie Brigade. As payment for freeing him from the tender mercies of BAH, Harvey was happy to help - he wanted some payback himself.

So, he joined this second incarnation of the Boogie Brigade in their assault on Ford's California home, and indeed abducted him. However, a group of vigilantes accompanied by BAH leader Captain Cocksure managed to take the Brigade apart.

After this, Harvey was collected by BAH operatives, alongside most of his allies, and presumably returned to his cryogenic imprisonment. Unless of course he managed to get released in the wake of BAH's existence becoming a matter of public record.

Whether the world will see Harvey again remains to be seen. Not that he's all that effective a criminal to begin with.
