Origin:
As are most members of the GI Joe team, Rampage is naught but a normal human. While he may seem like a demon behind the wheel of his weaponized pickup truck, the Split Fire, Rampage has no super-human abilities of any stripe, regardless of their origins.

Commando Knife: when using guns would be impractical in the field, Rampage normally dispatch his opponents with a serrated blade. Made from Incredible (40) m.s. materials, Rampage can cut through items of like m.s., or inflict Edged Attack damage, with this knife.
Grenades: Rampage almost always carries grenades on his person, in the event that he can't blast a foe with his other gear. These explosives inflict Remarkable (30) Edged Attack damage (fragmentary) to whoever Rampage chucks 'em at, as well as everyone else in their target area.
Sidearm: his primary piece, this weapon is deadly in Rampage's hands, and a bit more subtle than taking a machine gun to somebody. He can fire one round from this hand cannon to inflict Typical (6) Shooting damage, or a three-round burst to inflict Good (10) Shooting damage.
the Split Fire: a weaponized pick-up truck, the Split Fire is murder on wheels. This thing has more weapons crammed into it than you'd expect from something its size and appearance - many of which are even hidden! The Split Fire has its own vehicular description.

Talents:
Driving: while most Americans can operate a variety of motor vehicles, Rampage is a professional-grade driver. He should receive a +1 CS on any Control FEAT attempted behind the wheel of almost any ground-based vehicle, from motorcycles to tanks.
Guns: one of those skills inherent to military training, this talent represents Rampage's competence with all kinds of firearms. Whether he's using a standard, semi-automatic, or fully automatic rifle or pistol, Rampage may do so as though his Agility was +1 CS higher in rank.
Martial Arts type B: highly skilled in various survival skills, Rampage can even fight well when completely unarmed. He should receive a +1 CS on any unarmed melee assault he attempts in combat, whether it involves punching, kicking, or even biting a foe.
Military / United States: the source of all Rampage's other skills, this 'origin' talent also has its practical uses. It describes Rampage's inherent understanding of military protocols and procedures, and gives him the skills necessary to lead fighting men into battle if he must.
Survival: a qualified Ranger, Rampage has this skill as a general matter of course. He can basically get by in almost any environment with little (if any) tools, and knows how to scrape up enough food, water, and shelter to survive indefinitely (assuming an earth-based terrain).
Vehicular Combat: though it's not either of his military specialties, Rampage has definitely demonstrated his offensive driving skills, both before and after he joined the GI Joe team. He should receive a +1 CS on any vehicle-based combat action he attempts.
Contacts:
As a member of the GI Joe team, Rampage can easily rely upon his fellow Joes for aid in almost anything he could ask for - the group takes care of its own. He also has further contacts in the Army Rangers, particularly his close buddy Beach Head, who he went to Basic with.
Costume:
Rampage wears a utilitarian uniform while in the field. It consists of a brown turtleneck sweater under black web gear, olive drab trousers, black leather boots and gloves, a black leather belt and sidearm holster, and his trademark brown balaclava.
Personality:
Walter is a stickler for precision and doing things right - why waste time by doing things wrong and having to fix them later? He's also something of an offensive driver, a keen survivalist, and of course an avid comic book reader - who always bags his books immediately.

Story:
Walter A. McDaniel got his nickname of 'Rampage' in action both in Afghanistan and in Bosnia - he's been in the service a very long time. During his many tours, Rampage has hunted insurgents, terrorists, and genocidal maniacs behind the wheel of many a trusted Army ride.
But that's not the only reason that Rampage was selected to join the GI Joe team as one of its specialist vehicle drivers. No, while Rampage has an excellent military record, the final straw in his getting a GI Joe invite was the fact that he's old friends with Beach Head.
You see, the two were in Basic together, and both served in the same Ranger detachment. They've spent plenty of time together, both on and off the field, and this is what Beach Head remembered when he recommended Rampage as the driver of GI Joe's new Split Fire vehicle.
Sure, he liked the guy and all, but Beach Head didn't try to recruit Rampage to hang out and chat about the good old days. No, he keenly remembered Rampage's decidedly offensive driving style, and how the man could hunt down anyone in any terrain - even while driving!
This seemed like a perfect fit for the three ton, weaponized pick-up truck that is the Split Fire. And once he made it onto the Joe team, Rampage proved time and time again just how dangerous he can be behind the wheel of just about anything with an internal combustion engine.

As the fortunes of the GI Joe team have waxed and waned over the years, Rampage's membership on the team has come and gone. But now that the Joes helped the planet win World War III, a conflict ignited by Cobra, Rampage is guaranteed a job with the Joes for as long as he wants it.
At long last, their funding isn't subject to the interference of a petty General or Senator here and there!
