the Forsaken
Ostensibly assembled to serve as a community for outcasts cursed with abnormality by either the White Event or the Black Event, the Forsaken quickly devolved into a criminal organization headed by its founder, Judge Mental. They were active throughout the country, an underground of sorts that ultimately had its Terminus in Coney Island once the park was mostly deserted after the Pitt disaster.
Though there are some seemingly ordinary-looking paranormals in their midst, the majority of the Forsaken appear to be the those they refer to as parabnormals, individuals who were drastically changed in appearance after the Events got done with them. Often having nowhere else to go, these paranormals were easy prey for the Judge's recruitment efforts, ultimately being roped into his criminal conspiracy.
Once the group crossed paths with the government, things quickly changed for the Forsaken. Determining that the antihero known as Justice would be his greatest foe, Judge Mental arrayed the Forsaken against him and his allies in the National Security Council, though this seemingly got him and his lieutenant, Seraph, killed. Whether he actually died or not, the Judge lost control of the Forsaken at this point.
Taking action once the leadership of the Forsaken was wiped out, Justice left government service and stayed on as the group's lawgiver, not running the underground so much as helping it to act more peacefully in relation to its own membership and to its normal human neighbors. This became especially important after World War III, when all of the world's weapons were neutralized by the actions of the so-called Star Child.
The more notorious members of the Forsaken, those with more exposure or that have revealed more about themselves, are covered elsewhere. Here, on the other hand, are several Forsaken whose existence has been revealed, though not a lot is really known about them. What details are currently known about these Forsaken are provided, however, allowing players to flesh them out as they wish:

Origin:
Augur is a paranormal, one of the special few on her world that was granted super-human powers as a result of the paradoxical energies of either the White Event or the Black Event. Luckier than most of her fellow Forsaken, gaining powers didn't hideously deform Augur.
Known Powers:
Precognition: unlike most of the Forsaken, Augur's parability isn't physical in nature. It allows her to divine the future, after a fashion, though it requires she read the entrails of freshly dead animals to do so. She can wield this power with Excellent (20) ability.

Dagger: more of an occupational tool than a personal weapon, Augur carries a dagger with which to kill the creatures she must slay to read the future. Of course, she can use it to attack others if necessary, causing her Strength rank in Edged Attack damage with each assault.

Like most members of the Forsaken, Augur is on relatively good terms with her compatriots. Augur in particular is valued by the group's leadership, her powers of prognostication being incredibly valuable, so she can presumably consider the entire group a reliable contact.
Costume:
Augur generally wears an enssemble that evokes a romanticized ideal of ancient Roman, well, augurs. She wears a short white dress with a single strap, one reminiscent of a toga, golden bands over her upper arms, and sandals whose white straps rise up to her calves.
Personality:
Augur comes across as a wise, reserved woman. Part of that may be her inherent nature, while another may be her staying in character after a fashion, and part of it may be due to the nature of her power. It works, and works well, but it always comes with a cost to something.

Forever changed by the Black Event or the White Event, the Dog O' War is a paranormal. His physiology twisted by the paradoxical energies of one or both of these phenomenon, Dog O' War developed numerous canine characteristics, which forever marked him a parabnormal.
Known Powers:
Fangs: one of Dog O' War's numerous canine features are his pronounced, well, canine teeth. Thanks to these inherent weapons, he can easily rend meat and other soft tissues, and is capable of inflicting Edged Attack damage in melee combat with them.
Resistance to Cold Attacks: his entire body covered in a layer of short brown fur, the Dog O' War can function just fine, even in cold conditions. Thanks to this anatomical feature, Dog O' War technically possesses this power at Good (10) rank.

Grenades: when he needs to inflict more damage to a person or structure, Dog O' War breaks out one of his fragmentary grenades. These explosives inflict Remarakble (30) Edged Attack damage to all uncovered targets within the area they detonate inside.
Submachine Gun: his primary weapon, Dog O' War can discharge a single round from it to inflict Typical (6) Shooting damage, a short burst of ammunition to cause Good (10) Shooting damage, or fire it fully automatic to inflict Excellent (20) Shooting damage.
Quirks:
Abnormal Appearance: like many of his compatriots in the Forsaken, Dog O' War is one of the parabnormals. He doesn't look remotely human, possessing a doglike snout and nose, large, sharp teeth, and a layer of short, brown fur covering his entire body.

A loyal member of the Forsaken, Dog O' War usually comes through for Judge Mental. Or, at the very least, does what he's told without quibbling. Since he's a trooper, so to speak, the Dog O' War can likely consider the organization overall a reliable contact.
Costume:
The Dog O' War wears a martial uniform at all times. It includes a long sleeved red, collared shirt, red trousers, black leather boots, a black leather belt, and a black cap. His ensemble is further populated by grenades, his submachine gun, and possibly more weapons.
Personality:
It is unknown whether or not Dog O' War follows Judge Mental out of loyalty, fear, or some mix of the two. He readily does what he's told, however, whether it's patrolling the Forsaken's territory or burying the bodies the group's criminal operations invariably generate.

The paranomal known as Four Eyes fared poorly as the paradoxical energies of either the Black Event or the White Event forver changed him. Though he gained greater sensory prowess, it came at the cost of radically altering the structure of his head to make that happen.
Known Powers:
Circular Vision: his head shockingly altered by one of the Events, Four Eyes now possesses, well, four eyes. Each spaced equidistant around his skull, this power allows Four Eyes to see all around him, even if it gives his appearance an almost alien aspect.

Abnormal Apperance: unless he covers his head, Four Eyes is incapable of passing as a normal person. This is because his head has been radically reshaped to accomodate his power, now allowing for four eyes, each ninety degrees apart from each other.

One of the Forsaken, Four Eyes can presuambly consider the underground paranormal organization a reliable contact. They tend to stick up for each other, feeling as though they have nowhere else to go - and would want their fellows to return the favor, after all!
Costume:
Four Eyes doesn't seem to wear much of a costume, relying on casual clothing even while ostensibly working with - or for - the Forsaken. In his one appearance, he made use of a safety orange T-shirt, gray sweat pants, and a red pair of Converse ® sneakers.
Personality:
Not a whole lot was revealed about Four Eyes' personality in his one short appearance. He seemed to take his guard duty seriously, but that may've been more out of a fear of Justice than any sort of work ethic. It's hard to say, but go with what works for you!

As are the rest of the Forsaken, Impact is a paranormal, a formerly ordinary man who as granted incredible powers thanks to one of the two Star Brand-induced Events that struck his world. Though he wasn't physically disfigured after developing his power, Impact's mind was warped.
Known Powers:
Force Blast: Impact slowly builds up energy within his body, which he can relase whenever struck with a large, well, impact. The longer he waits, the more energy Impact can discharge, its intensity raising by +1 CS per day until reaching its Monstrous (75) maximum.

Compulsiveness: part of Impact's problem is that he has never met an idea he didn't like. Subject to an endless barrage of intrusive voices, Impulse has a hard time tuning them out, and is usually at a -2 CS to resist the urge to run with them as they strike.

Though he is unreliable and inherently dangerous, Impact is a member of the Forsaken, and can readily consider the group a steadfast contact in most matters. Sure, he's difficult to keep around, but the man sure does make a great secret weapon in a pinch!
Costume:
Impact doesn't seem to rely on a specific ensemble while going about the Forsaken's buisness, but then his power tends to wreck mere clothing. In his one appearance, he wore a red jacket over a white button up shirt, brown trousers, brown leather shoes, and a black leather belt.
Personality:
Described by Judge Mental as 'unstable', Impact is an overly excitable man with an overly excitable power. A danger to himself and others, he's kept around by the Forsaken because they're ostensibly a brotherhood, and he eagerly does his best to further whatever their goals are.
