As are most of the individuals under his thumb, Judge Mental is a paranormal, a formerly ordinary man empowered by the strange astronomical event known as the White Event. Granted strange psionic powers by the Event's paradoxical energies, he quickly turned them on his peers.

Known Powers:

Clairvoyance: greatly expanding his capabilities, Judge Mental has the power to view people, places, and things far away from his current location, wherever that may be. His far sight works with rank value 50 ability, giving him the ability to spy anything within 1,000 miles.

Power Attenuation: the Judge has the rank value 75 ability to attenutate the inherent powers of others, regardless of their source. He can split this ability up between one power or several, whether housed within one body or many, doing so against anyone he can see.

Psi-Bolt: the primary means through which he keeps his underlings in line, Judge Mental can beam a cascade of vile imagery into the minds of others, inflicting great pain. He can do this with up to rank value 20 power, causing like Karmic damage with each application.

Telepathy: his principal power, Judge Mental can use this ability to send thoughts to others, and to receive them in turn if he's listening for them. He can do this with rank value 50 power, which allows him to communicate with anyone within 1,000 miles of his person.

Manipulation: not remotely a leader, Judge Mental instead prefers to coerce or trick others into doing his bidding. He should receive a +1 RS bonus on any effort to persuade others into acting as he prefers, whether doing so with the carrot or the stick.

Contacts:

The leader and apparent founder of the Forsaken, Judge Mental can readily rely upon his underlings in this group for just about anything he asks of them. He offers his outcast minions fellowship, after all, and can make them suffer with but a thought if they step out of line.

Costume:

Judge Mental wears a brown, double-breasted vest and a pair of brown trousers while he deals with others, if not at all times. He complements this with a hooded blue cloak held on with a golden brooch, and black leather boots that come halfway up his calves.

Personality:

The man known only as Judge Mental is arrogant and manipulative. Cheerfully abusing his mental powers to achieve his goals, the Judge readily wields them against ally and enemy alike, sufficiently self-assured that he feels untouchable due to his psionic prowess.

Story:

The history of the man known only as Judge Mental is mostly a mystery. Like his fellow paranormals, the Judge received his powers after exposure to the paradoxical energies of the White Event, an astronomical occurrence that was far kinder to him than most others.

Whether he was manipulative and amoral before he was graced with numerous psionic powers or not, Judge Mental definitely demonstrated those traits afterwards. He has no qualms about pulling others' strings to get what he wants, feeling himself superior to almost everyone else.

It is unknown whether or not he formed the underground paranormal network that came to be known as the Forsaken, but Judge Mental has been in charge the group for as long as it was publicly known of. And he's not alone, as he is supported in this by his chief lieutenant, Seraph.

Journeying far and wide to maintain the underground for Judge Mental, Seraph does most of the group's recruting and heavy lifting. Furthermore, working as the Judge's bailiff, Seraph also serves as his muscle, taking care of most threats to himself and the Forsaken.

While the Forsaken initially had no central hub through which they operated, they ultimately squatted in Coney Island after the destruction of Pittsburgh. When a volcano rose from its ruins, raining ash down the east coast, the area was essentially abandoned by ordinary humans.

Notified by Augur of the danger posed to them by John Tensen, otherwise known as Justice, Judge Mental sent the paranormal assassin known as Elliot Quill to deal with the man. This didn't go as planned, however, and Quill was slain by Justice's daughter, Angela.

Knowing that Justice and his allies in the National Security Council would ultimately come for the Forsaken, Judge Mental had his underlings capture said allies when they came sniffing around their hideout in New York - ostensibly to lure Justice in for an ambush.

Before he could respond, Judge Mental put the three NSC agents, Chauncy, Playback, and Shudderbug, on trial. Not at all taking his kangaroo court seriously, the Judge ordered Seraph to kill one of them, but he was interrupted by a random interloper: the one and only Captain Brooklyn!

After he wrecked up the joint a bit, Seraph handled the threat Captain Brooklyn posed by cutting him with his scythe, and then stuffing a grenade in his mouth. While his insides were vulnerable to damage, Brooklyn's skin was nigh-invulnerable, making this a comically gruesome murder.

Justice eventually came looking for his missing coworkers, accompanied by his daughter, who had also manifested paranormal powers while she was menaced by Quill. Shortly after their arrival, Judge Mental had his Forsaken swarm the Tensens, who surrendered without incident.

Confronting the so-called Justice Killer, Judge Mental revealed that he had stowed his allies in the Wonder Wheel, and presumed to put Justice on trial. Justice was prepared for the Judge's powers, however, and had stolen a firearm from the Forsaken known as the Dog of War.

Careful not to broadcast his thoughts, Justice guessed that the Judge could send and receive thoughts, but not actually read minds. This because he would've known about the weapon he hid under his trench coat. The weapon he used to gun the Judge down while he blocked his powers!

Seemingly slain, Justice then turned his attention towards the furious Seraph, and the two did battle around the Wonder Wheel. In the chaos that ensued, however, someone removed Judge Mental's body from the boardwalk - either of their own accord or by the Judge's command.

As such, it is unknown if Judge Mental actually died, or is preparing a revenge attempt against Justice.
