As is the case with many of Spitfire's opponents, the War Tiger lacks special powers altogether. However, he does have a large amount of the Nicaraguan government's resources at his beck and call, not to mention a high tech device or two, which could paint him as a high tech villain.

Machine Guns: though he typically doesn't carry one around, War Tiger can easily get his hands on a machine gun while in his base. He can wield such weapons to inflict rank value 10 Piercing damage in a short burst of lead, or rank value 20 Piercing damage when fired fully automatic.
MAX Jammer: it is unknown if War Tiger received this device from the Soviets or from the Club. Either way, he successfully tested it out for them when Spitfire attacked his base the first time. It can disrupt MAX technology with rank value 20 ability.
Sidearm: War Tiger, while he doesn't pack serious heat at all times, does hang onto a sidearm in the event of an emergency. He can fire this weapon to inflict rank value 6 Piercing damage in a single shot, raised to rank value 10 Piercing damage when fired semi-auto.

Skills:
Guns: the War Tiger can naturally make use of a wide variety of firearms, both modern and slightly less so. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, or even a shotgun, he should receive a +1 RS on all Piercing attacks.
Languages / English and Spanish: while he refused to speak English during his encounter with Project: Spitfire, War Tiger can definitely understand it. He should be able to converse in both languages fluently, whether he does so verbally or in print.
Manipulation: the War Tiger is not truly a leader of men, per se, but he knows what makes them tick. He has the ability to easily manipulate others, whether in a friendly or hostile fashion, as if his Repute trait was +1 RS higher than is listed above.
Martial Arts style B: the War Tiger is good at inflicting pain, whether he's doing so armed or otherwise. Whenever he engages in unarmed combat, whether he's punching, kicking or otherwise tormenting his foes, War Tiger may do so at his Melee trait +1 RS.
Military / Nicaragua: the source of all his skills, this talent can be considered an origin of sorts for the War Tiger. The man received all his combat and 'leadership' training here, and he can use it to effectively command or function within most conventional combat units.
Contacts:
The War Tiger is a high-ranking representative of the Nicaraguan government, and as such can presumably rely upon them for assistance in a pinch. Furthermore, the man has additional contacts in either the form of the Club or Soviet intelligence - if not both.
Costume:
The War Tiger wears a vaguely military uniform at all times. It consists of a greenish brown dress shirt, greenish brown trousers, black leather boots, a brown leather belt with a hip holster attached, a red beret, and (of course) a red scarf worn under his shirt proper.
Personality:
The War Tiger is a despicable human being. He's not at all above torture and murder to get what he wants, though his ultimate goals have yet to be revealed. Is he merely a 'patriot' doing his duty or does he have more personal, greedy motives in mind? The world may never know!

Other Distinguishing Characteristics: War Tiger wears a long, thin moustache at all times, and bears a long scar down the left side of his face, which crosses his eye (but hasn't rendered it useless).
Story:
Little has been revealed about the background of the mysterious foreign national known as the War Tiger. He is a member of the Nicaraguan Army in good standing, as he has the command of a rather large base near the ocean, but there's so much more than that to the man.
Of course, as a ranking Sandinista, he's not all that nice a guy. Known for their extreme methods, the Sandinistas have been an on-again off-again menace for quite a while now. And War Tiger is one of the worst of the bunch, bar none - which is why the CIA came after him.
You see, War Tiger was holding a reporter captive in his camp, a reporter who was also an operative for the opposition Contra organization. This man found out War Tiger had received advanced tech from elsewhere, either the Soviet Union or the high tech terrorists known only as the Club.
Either way, War Tiger had himself a device which could scramble MAX technology, a new form of weapon the USA was in the process of developing. He even got his chance to try it out on a MAX unit when it came bearing down on him in an effort to free his (now dead) hostage.
The scrambler worked, and after the MAX suit was taken out of the picture, War Tiger and his goons easily defeated her ground support, one Jake Travest. Torturing him for information repeatedly, War Tiger failed to get anything out of the man, who was quite used to pain.
Little did War Tiger know, however, that the MAX's operator was not about to leave her teammate to his tender mercies. She flew the repaired suit (with its vulnerability to the scrambler removed) and quite handily trashed his entire military base, rescuing Jake in the process.
What happened to the War Tiger after this is unknown. On the one hand, he survived an assault by the CIA's most advanced suit of mechanized combat armor. But then, on the other, he lost his entire base - and his CIA captive - and the Sandinistas weren't all that happy with failure.
