As are the other two mental cases he wanders the countryside with, Dean is a paranormal, a formerly ordinary (physically, at least) man who manifested a spectacular new ability in the wake of the White Event. Dean's parability is the ability to instill overwhelming rage in others, which makes it easy for him to goad just about anyone into wrecking something he doesn't like.
Known Powers:
Emotion Control / Rage: his sole power, this ability allows Dean to take hold of the emotions of others, transforming their current feelings into unabated rage. Using this power at rank value 40, he can easily infuriate most normal humans, and even your average paranormals, which makes it easy for him to convince such folks to attack anything he currently feels ire towards.

Insanity: Dean lives in his own, quirky little world, one that colors his perceptions and experiences in a child-like light. This causes him to act highly irrationally and immaturely. The emergence of his highly focused and specific empathic power has only exasperated his condition, letting him get away with all sorts of mayhem just about any time he wants to.

To date, the only contacts that Dean has demonstrated so far are the two mental cases he roams around the country with. These folks include Mrs. Kaminski, a fellow paranormal that seems to have helped him escape from a mental ward, and poor Mr. Lovejoy, who was altered for the worse after overexposure to Dean's empathic powers.
Costume:
Dean doesn't make use of a costume, as he's not your standard villain by any stretch of the term. While perpetrating some mayhemous action or another, he simply wears his usually ragged clothes into the fray, which of late includes a pair of white shoes, blue jeans, a long-sleeved black shirt with a torn yellow shirt on top, and suspenders.
Personality:
Dean's a freakin' nutball. He was more than a little bit unhinged before he got his powers, but he's even crazier now that he's an effective, if somewhat limited empath. He seems to have adopted the unfortunate Mr. Lovejoy as a pet of sorts, and since the man has been deranged by Dean's powers, he's not really arguing the point.

Story:
Like his fellow travelers, little has been revealed about Dean's background. It is known that he spent quite some time in a mental hospital, as he was (and still is) rather unbalanced. Of course, while he was institutionalized, he manifested curious paranormal powers in the wake of the so-called White Event, powers that didn't really help his condition any.
Using his new abilities to inflict uncontrollable rages upon others, he made a successful attempt at a breakout, though he was helped by a fellow inmate. Known only as Mrs. Kaminski, this older lady was also possessed of empathic powers thanks to the White Event, powers she can use to instill a deep sense of fear and dread in others. And she was quite good at it.
After their escape, the two paranormal mental cases began to wander about the immediate area, eventually encountering one Mr. Lovejoy. Though the exact nature of this meeting is unknown, it is relatively certain that he was formerly of sound mental health until he met the empathic duo. After extended exposure to Dean's power, though, he became an animalistic ball of rage.
Furthermore, his own paranormal abilities came to the fore, powers of significant strength. Seeing the use of such a person, Dean and Mrs. Kaminski kept him around for a time, which turned out to be a good thing. You see, when Ken Connell tried to return them to their institution, Mr. Lovejoy's rage-augmented strength helped the two nutballs escape treatment.
Once Connell was defeated, Dean and his two unbalanced compatriots fled the scene of their fight with the would-be hero, and have yet to be seen since - at least, in published accounts, at any rate. As such, this trio is likely wandering the highways and byways of the States to this day, causing all manner of trouble and other problems as they do what they must to survive.
