In and of himself, Doctor Lorrof is a completely normal human, unless you count his demented, sinister intelligence. However, the man has created numerous advances in conventional and biological science to wield against his fellow man, which brands him a high tech villain.

The Green Terror: this viscous goo is the end result of the intentional alteration of many gigantic green crabs, which were engineered by Doctor Lorrof. Bearing no relation to the villain of the same name, this sludge is an amorphous, voracious tide of single-celled life.
Little is able to withstand the hunger of the Green Terror, whether it consumes living beings or inanimate structures. Consider submersion in the Green Terror a Metabolic attack of Excellent (20) intensity, which can dissolve normal folks in but one turn, and buildings soon after!
While this life form can be dangerous enough in small quantities, the Doctor flung it at Titan City within an immense metal sphere, which was set to open at his command. In addition to knocking over an entire skyscraper on impact, this sphere contained countless metric tons of Green Terror.
Combating a tide of Green Terror is difficult, in that it is fluid in nature, and can easily absorb the effects of conventional assaults - even dynamite! However, it has proven fatally vulnerable to hard radiation, such as that generated by a nearby hospital's new Radium Ray.
For practical consideration, the Green Terror has no statistics to speak of, it merely flows as would any liquid - though it may slowly ooze after would-be food. Since it can be fought, however, give it an effective amount of Health equal to fifty points per area it occupies.
And the Green Terror can, of course, be destroyed on an area by area basis.
Nitro-Magnus Fluid: sure, he excels in the engineering of biological monstrosities that can consume entire cities, but why stop there? Doctor Lorrof sure didn't, which is why he has access to a seemingly miraculous explosive compound of his own devious creation.
Contained in glass vials when not in use, nitro-magnus fluid is a highly energetic compound which should be handled most carefully. If exposed to either air or a considerable shock, it will detonate with Amazing (50) Force, damaging everything within its current area equally.
Radium Ray: stolen from the Titan City hospital in the midst of his attack with the Green Terror, this ostensibly medical device can cast tremendous amounts of hard radiation of an unknown type, thanks to its large reserve of refined radium fuel.
A hand held beam emitter, this electronic implement can readily be used on others in an offensive capacity, as was done by both Doctor Lorrof and Electro. It casts radiation of Incredible (40) Armor Piercing intensity, in a highly visible display of energetic discharge.
Quirks:
Insanity: it takes a special breed of crazy to kill half a city full of people simply because your peers mocked your pet theories. Intent on showing them all for pushing him out of respectable scientific circles, Doctor Lorrof wants nothing more than to destroy humanity!
Talents:
Biology: the mad Doctor Lorrof appears to specialize in the creation of monstrous aberrations of science, which is probably why his peers would have nothing to do with him. He may attempt FEATs of knowledge and practice dependent on biological principles at a +1 CS.
Chemistry 3: supplementing his biological credentials, Doctor Lorrof is an astounding chemist. In addition to devising radical new explosives, he concocted a compound that allowed him to transform his giant crabs into the Green Terror. Modern science can only dream of such knowledge.
Engineering: on top of his mastery of biological and chemical sciences, Doctor Lorrof has proven himself a competent engineer, having built a means of launching objects hundreds of tons in weight as ballistic projectiles. His Reason in such matters should be considered +1 CS.

Doctor Lorrof is the quintessential lone wolf. Sure, he'd like a well-staffed laboratory and the accolades of his peers, but they've shunned him right out of the scientific community. And then there's the murder of thousands and thousands of people that got him on everyone's bad side, too.
Costume:
The evil Doctor does not really wear a costume, per se, simply relying upon conventional laboratory garb whether he's at work or destroying cities. This includes a white lab coat over a conventional collared shirt, green trousers, tan leather shoes, and a black leather belt.
Personality:
Doctor Lorrof is completely off his rocker. He's mad as a hatter. He's got a screw loose. He's lost all of his marbles. He's seven cans short of a six pack. His lights are on but nobody's home. He's more unbalanced than a broken top. He's nuttier than a fruitcake.
In other words, Doctor Lorrof is completely insane. He's terribly brilliant, as well. But he doesn't handle rejection very well. And he has no moral or ethical scruples whatsoever. This adds up to his being a ticking time bomb, one with the skills to destroy life as we know it!

Other Distinguishing Characteristics: Doctor Lorrof would be taller if not for his hunched back. Furthermore, he is missing many of his teeth, has an inordinately long nose, and his face is most often wrinkled in a horribly exaggerated expression.
Story:
What little is known about Doctor Lorrof has only been revealed by Doctor Lorrof himself. Formerly a respectable scientist, he was pushed over the edge when he was ejected from 'science' altogether, perhaps due to his radical theories, which he recklessly put to the test.
Unable to bear the lack of acknowledgement from his peers, Lorrof's scorn and bile quickly turned towards the desire for bitter revenge. He would show them all, the Doctor would, namely by creating the ultimate expression of his unhinged science - and using it on them.
Starting with two giant crabs he had engineered with his own, unique brand of biochemistry, Doctor Lorrof created a compound that, when his crabs were exposed to it, would transform into an insatiable, viscous mass of single-celled life: the so-called Green Terror.
Once he perfected the process, Doctor Lorrof began to breed vast quantities of the stuff, all the while devising an immense and destructive delivery system: a steel ball that itself weighed hundreds of tons. Once it was ready, Lorrof filled the sphere with the Terror, and launched it!
Knocking over a skyscraper in Titan City with his delivery system, Doctor Lorrof went to the city's hospital, where a newly developed Radium Ray - the one thing he knew of that could kill his Green Terror - had just been developed. As his weapon decimated the city, he seized the device.
However, his shenanigans were disrupted by Professor Zog, and his Marvel of the Age: Electro! Summoned to the city hot on the heels of his victory against the Onees, Zog was asked to stop Lorrof and his despicable Green Terror, and he quickly put two and two together.
Finding the Titan City hospital immune to the deathly blob, what with it being awash with radiation, Zog had Electro make his way inside. After a brief tussle, Electro seized the Radium Ray that Lorrof sought, and began to use it to kill his diabolical Green Terror.
Making his escape, Doctor Lorrof returned to his laboratory, to begin a second batch of Green Terror, but was followed back by Professor Zog. Once Electro was done dealing with the threat to Titan City, Zog had Electro attack Lorrof's giant crabs before they could mutate.
Tearing them in half, Electro seemingly had Doctor Lorrof at its mercy, but the scientist wasn't about to give up. Flinging a vial of his nitro-magnus fluid at the robot, Lorrof annihilated his laboratory and everything in it, including himself, to take Electro with him.
As luck would have it, Electro survived the staggering blast, making his suicide completely useless.

While ordinary crabs possess a -4 size factor, the crustaceans artificially created by Doctor Lorrof have eliminated this limitation of nature and then some, allowing them the full use of their ordinary statistics, as well as bodies eight feet in length (with twice the reach).
They also possess Excellent (20) ranked body armor, as well as powerful pincers with which they can either inflict their Strength rank in Edged Attack damage or their Strength +1 CS in Blunt Attack damage - enough to give even the mighty Electro momentary pause!
