the Green Terror
The man known only as the Green Terror is something of a mystery. He seems to have once been an ordinary man, who was transformed by a life-extending process he uses involving the blood of others. Thus, one could consider him an altered human by nature.
Longevity (s): the Green Terror lengthens his lifespan by the consumption of blood; unlike a vampire, however, this ghastly habit seems to have no other benefits, save for turning his skin green. As long as he can consume blood once a week, he seems to stop aging entirely.
Hindrances / Augmentations:
Monstrous: while his morbid means of attaining ersatz immortality is useful, it is not without consequence. the Green Terror's appearance now has the effect of causing edge zero (0) individuals possess a Willpower score of zero (0) to resist the urge to flee on sight of him.
the Blood Machine: (i): this horrifying contraption is a device that the Green Terror utilizes to drain a human being of all its blood in no time flat. It works at intensity 5, doing like physical damage to the man or woman strapped into the thing, until they are completely empty.
The Green Terror has few contacts to speak of. He is the leader of a small gang of men that he dresses in green jump suits and hoods, a gang that is more than happy to do his bidding (possibly for the promise of immortality that the Green Terror himself possesses).
Demolisher: the Green Terror cares little for society, or others - he's only in it for himself and himself alone. While he does have a crowd of minions, they only serve to do his bidding, and are ultimately expendable. He acts only to preserve his own, unholy existence.
the Green Terror does not wear much while he's up to no good - or any other time, really. His costume consists of dark green trousers, a dark green cape, and a red lifting belt to hold his rather baggy pants up. Other than this, he lets his considerable body hair do the talking.
The Green Terror is a murderous sort who seems to have no compunctions about killing others to prolong his own existence, traveling far and wide to find victims that suit his strange and twisted specifications. He's also enough of a charismatic leader to bend other, evil men to his will.

Very little is known about the enigmatic, super-human villain known only to the world as the Green Terror. In his own words, he comes from 'darkest Africa', where he apparently devised a means of extending his lifespan - though it involved consuming the blood of other human beings.
It is unknown if he originated in Africa or simply discovered the means of his apparent immortality there. Either way, the Green Terror plied his immortality techniques for some time in Africa, slowly building a power base and a loyal following of still-human minions.
At some point, however, the Green Terror moved on from Africa. Whether he was driven out of there or simply left for a change of pace is not known, but he loaded up his minions onto a steamer ship he'd commandeered and made his way to the greatest city on earth, New York City.
Once there, his men began to seize all kinds of new victims, usually nubile young women. And they weren't too cautious about it; a wave of terror gripped the city as his uniformed goons seized one young maiden after another, the police apparently powerless to stop their kidnapping spree.
That is, until they called in the 3Xs. The 3Xs were a trio of private investigators who worked to solve the crimes that no one else could, and with no other option the commissioner put them on the case. They collected a bevy of clues, but the Green Terror's men seized them all soon after.
Deducing from the evidence they had (at one point at least), 2X led the team to the Green Terror's ship, where they were subsequently captured by the villain's minions. At this point, the Green Terror chose to finally reveal his now-inhuman visage to the world at large.
After a short verbal spat, the Green Terror pronounced himself the strongest man there is, at least until he was flattened by 3X - with one punch. Quickly rounding up the Green Terror's men afterward, the 3Xs took over his ship and steered it back to the city, for Justice to be dealt out.
The commissioner himself wanted to give the Green Terror the death penalty, but whether or not he received this sentence, or if he even remained in jail long enough to suffer it, remains to be seen.
