As are the vast majority of the GI Joe team's operatives, SFC Jodie F. Craig is naught but a normal human - at least, in the strictest sense. She's a highly skilled military operative with access to state of the art equipment, but doesn't even wield 'sci fi' gear like many of her teammates.

Equipment:
Binoculars (w): this device is built as small as is physically possible, to best avoid detection. It can be used to extend Shooter's maximum useful visual range by by one range category, assuming that line-of-sight is in her favor in a given instance.
Ghille Suit (a): this suit helps Shooter to blend in while hiding in the bush. Camouflaged to help her insinuate herself into overgrown environs, Shooter's ghille suit increases the difficulty on any attempts by others to spot her while she's motionless by one level.
Knife (s): because sometimes you have to cut something, Shooter always has a blade with her during missions. Made from m.s. 12 metals, she can wield this blade to inflict +2 damage in melee, or to cut through items of up to its own m.s. (given enough time).
Sidearm (a): Shooter's backup piece can discharge a single round to inflict her Agility +4 damage, or a semi-automatic burst for +5 damage. An optional silencer reduces the sound this firearm emits when in use to intensity 1 volume.
Sniper Rifle (a): her primary equipment in the field, Shooter carries a bolt action rifle when engaging in long-range fire on the enemy. She can wield this weapon to inflict her Agility +5 damage per shot, and can usually get off more than one round per exchange.
Skills:
Boxing (s): as is the case with everyone in the military, Shooter was trained in the fine art of self-defense should she be unable to bring her firearms to bear in a fight. She can attempt two unarmed melee attacks per exchange, the second of which occurs as a contingent action.
Guns 2: her primary military function, Shooter is, well, a shooter. A sniper, to be precise, with exacting command of firearms. She can fire any standard, semi-automatic, or fully automatic rifle or pistol at a reduced difficulty, trumping with Strength or Agility.
Languages / English and Spanish (i): in her very first declassified mission, it was revealed that Shooter is bilingual - at the very least. She has demonstrated a command of both English and Spanish, and can likely read, write and speak in both languages equally well.
Military / United States (w): the source of a majority of her marketable talents, this skill can be considered an origin of sorts for Shooter. It demonstrates her intense devotion to the SOP, as well as an inherent knowledge of Army policies and regulations.
Quick Draw (a): on top of her ability to wield a firearm with competence, Shooter can do so fast. Not only does she receive a +1 initiative modifier when wielding a bolt action rifle, but she may attempt two gun attacks per turn, the second of which occurs as a contingent action.
Theology (i): as her mother was a Sunday school teacher, and Shooter herself served at the Chaplain's Assistant school at Fort Wadsworth, it can be readily assumed that she possesses this skill. She may attempt Intellect actions regarding theological knowledge at a reduced difficulty.

As a member of the GI Joe team, Shooter could ostensibly rely upon them for assistance should she but ask - and, of course, verify she was who she claimed to be. This because the only Joes who originally knew who she actually was included General Flagg and Sparks.

Soldier: Shooter has served in the military for a very long time - long enough to make an E-7 rating. She loves the military life and loves earning her place in the Army every day. She feels it is her duty to live up to the honor and prestige of those who came before her.

Shooter's field uniform is designed to blend in. It includes a dark gray turtleneck sweater, dark gray trousers, gray webbing to hold her gear, black leather boots, a black leather belt, a green boonie cap, a green ghille cloak, and green camouflaged face paint.
Personality:
Jodie Craig was a gentle and pious woman, who cared deeply for the plight of others. She was a firm believer in honoring her duty as a United States soldier, and has worked hard her entire adult life to do just that - right up to the very end.

Story:
Very little is known about the background of Jodie Craig. It is known that her mother was a Sunday school teacher, and that Jodie volunteered to help disabled kids when off duty. But make no mistake, Jodie was all business when on the job.
She is the recipient of the Air Medal, the Bronze Star, and the Purple Star - not to mention the fact that she's earned the Expert Rifleman's badge. It is not known under what capacity she earned most of these, but it's likely due to the fact that she's a Grade A sniper.
As a result of receiving most of these awards, Jodie was considered a first rate soldier, one possessed of superior moral character. She also took great pride in being a proper soldier, and did her best to live up to the honor that such a profession demanded.
These qualities are probably why Jodie was given a position on the nascent GI Joe team. Though the vast majority of the group didn't even know her, Craig was adopted onto the team under the code name of Shooter, to serve primarily in a backup role on missions.
Though her 'cover' was as a Cadre NCO at the Fort Wadsworth Chaplain's Assistant school, she was on stand-by for activation at a moment's notice, the first instance of which was when several Joes were in dire need of assistance on an operation in Sierra Gordo.
Though the team proper couldn't be mobilized to help those Joes in the field, Shooter herself was ferried to that small nation as fast as possible, first by Joe pilot Ace, and then Wild Bill. On the scene, she saved the Joes from their own prisoner upon their extraction.
Though Shooter had been disabling the equipment of various offensive parties near the Joes as they made their way to their extraction point, she was forced to finally gun down the Joes prisoner when, while boarding their escape helicopter, he swiped Rock 'n Roll's blade - with deadly intent.
Shooter next saw action during the GI Joe team's mission to rescue Dr. Adele Burkhart, otherwise known to the team as 'Lady Doomsday'. She was on site ahead of the Joes proper, assigned to aid their extraction once they'd recovered the doctor, but things didn't go as planned.
When several Joes were about to be fired on by Cobras, who were gaining the ammunition to do so via local captives, Shooter broke cover to secure their freedom. While she managed to do so, this heroic act ultimately cost Shooter her life - but ensured the Joes otherwise escaped.
Though the team barely knew of her, save for random encounters at Fort Wadsworth, they nonetheless attended her funeral a short time later. And though they didn't know of her actions at the time, the Joes eventually learned about their heroic team-mate over the years.
