Vice-Admiral Everett P. Colby, the GI Joe operative known as Keel-Haul, is a respected ship's captain and a skilled fighter pilot. Though he lacks super-human powers of any sort, he nonetheless has his wits, his skills, and government-issued hardware with which to fight evil!
Hindrances / Augmentations:
Sidearm (a): Keel-Haul always carries a sidearm with him whether or not he's on duty. He can discharge a single shot with this firearm to inflict his Agility +4 in damage, or a semi-automatic spread of fire to inflict his Agility +5 in damage.
the USS Flagg (i): his pride and joy, this aircraft carrier is Keel-Haul's command. Armed with a massive array of defensive weaponry, not to mention a small fleet of fighter jets, the USS Flagg serves as a mobile base for GI Joe, and is described in its own vehicular entry.
Aerial Combat (a): an accomplished fighter pilot, Keel-Haul can skillfully engage in airborne combat - preferably in something more advanced than his old F-4. When fighting in the skies, Keel-Haul may resolve combat actions at one difficulty level lower than is usually required.
Archeology / History (i): Keel-Haul is a scholar of military history, believing the best way to avoid mistakes of the past are to know of them. Whenever confronted with a matter of history involving military action, he may attempt related card play at a reduced difficulty.
Boating (a): having gotten his start in the Navy, Keel-Haul is well-versed in the principles most seacraft operate under, and has been the skipper of several ships in his day. He may attempt any action related to the operation of ships at a reduced difficulty.
Boxing (s): a skill everyone picks up during their initial Navy training, Keel-Haul can handily defend himself without weaponry. He may divide his pre-card play action score between two unarmed attacks, the last of which occurs as a contingent action.
Guns (a): a skill everyone learns in the Navy, Keel-Haul has mastered the use of most conventional firearms. Whether he's packing a standard, semi-automatic, or fully automatic rifle or pistol, Keel-Haul may fire such weapons at one difficulty level lower than is normally necessary.
Military / United States (w): a Vice-Admiral in the United States Navy, Keel-Haul naturally has this skill; it is both an origin and a calling for him. He is intimately familiar with the SOP, and can readily lead fighting men and women into battle as is necessary.
Piloting (a): advanced training and experience in the Navy has granted Keel-Haul the ability to operate most aircraft with competency; he's equally at home when flying airplanes or helicopters. When operating either, Keel-Haul resolves flight actions at a reduced difficulty.
As a member of GI Joe, Keel-Haul can handily rely upon his fellows for assistance should he need it - the reverse is true as well. Furthermore, as a Vice-Admiral in the Navy, Keel-Haul can rely upon countless as of yet unrevealed military contacts in that service for help in a pinch.
Soldier, with a secondary calling of Explorer: Keel-Haul loves his career in the Navy, appreciating the opportunity to defend his country from its many enemies. Thoughtful and analytical, he's usually studying both friend and foe while doing so.
Keel-Haul wears a relaxed uniform while at the helm of the USS Flagg. It includes tan trousers, a blue collared shirt beneath a brown leather jacket, black leather boots and gloves, black belts and holsters for his sidearm, and, naturally, his black and white Admiral's cap.
Keel-Haul is a smart and aggressive man, known to be both a military historian and a master chess player. He likes to analyze a situation, but does not hesitate to act when necessary, even if it means placing himself in considerable risk to defend those he's responsible for.

Keel-Haul grew up in Virginia with an itch to join the Navy, and indulged it as soon as he was able. He excelled at most everything he did while in training, and even managed to graduate from both Annapolis and the Navy Flight School, proving his skills even more.
Originally serving as a Navy pilot, Keel-Haul has flown several aircraft in his time, including F-4 Phantoms off the USS Intrepid. Having attended the Navy War College and the Armed Forces Staff College, Keel-Haul had the education and martial accomplishments needed to 'go places'.
Imagine his surprise when the powers that be offered him his own ship - an aircraft carrier, no less! Unable to pass up such an opportunity, Keel-Haul gladly accepted this commission, though it wouldn't be an ordinary one. No, his ship would serve as a mobile base for GI Joe!
This highly trained, special missions force is a covert operation that draws members from every branch of the military, and is primarily tasked with keeping the terrorist organization known as Cobra from taking over the world, though they do face other terrorists now and then.
Glad to help defend his country in a more direct fashion, Keel-Haul does everything he can to help the Joes in the execution of their duties, and has been made a member of their team - they can always use an officer with his skills and temperament, after all.
And he's always glad to show his fellow Joes just what he can do. Whether it involves getting them where they need to be or hopping into the cockpit of a fighter jet when no one else is around to handle the job, Keel-Haul goes out of his way to protect his ship and his fellows!
Knife (s): a handy tool to have should you need to cut something, or someone, Keel-Haul always keeps this blade handy. Built from m.s. 13 materials, it can either cut through items of up to like m.s, or be used to inflict +2 slashing damage in melee combat.
Machine Guns (a): Keel-Haul's new, heavier weaponry can discharge a single round to inflict his Agility +4 in damage, a semi-automatic burst of ammunition to inflict his Agility +5 in damage, or be fired continuously to inflict his Agility +6 in damage.
Missile Launcher (i): loaded up with anti-aircraft missiles, this launcher is Keel-Haul's direct, personal answer to airborne enemy targets. Heat seeking for a +1 to hit foes with large heat signatures, Keel-Haul's missiles each inflict intensity 10 damage.
Keel-Haul's second GI Joe uniform is a modified version of his first. It includes dark green trousers, a brown collared shirt beneath a blue leather jacket, black leather boots and gloves, brown belts, holsters, and sheathes, and, naturally, his black and white Admiral's cap.
