Overlord is but a normal human, albeit one with considerable physical and mental ability. While he lacks special powers of any sort, he nonetheless has access to numerous advanced implements that, more than anything else, paint him as a high tech villain of the first order.

Claws: whenever he must engage in melee combat, Overlord typically relies upon these wrist-mounted implements to quickly dispose of his enemies. Made from m.v. 40 materials, they can each be used to inflict Overlord's Brawn value in Slashing damage.
the Dictator: his primary weapon and transportation, the Dictator is a vehicle that is unique to this rogue Crimson Guardsman. Described fully in its own equipment description, this revolutionary ride is actually two different vehicles in one advanced chassis!
Helmet: most Cobras make use of helmets when in the field, and Overlord is no exception to this rule. His golden headgear provides him rank value 10 protection against physical assaults striking him in the cranium, but it notably leaves his face exposed to danger
Sidearm: since you never know when your high tech frippery will fail you, Overlord carries a backup piece at all times. He can fire a single round from this weapon to inflict rank value 6 Piercing damage, or a short burst of such to inflict rank value 10 Piercing damage.
Quirks:
Missing Eye: in the Devil's Due continuity branch of GI Joe comics, Overlord's right eye was destroyed by Storm Shadow in retaliation for his murder of Wade Collins. As such, he lacks peripheral vision (unless that monocle compensates for this injury somehow).
Skills:
Demolitions: a saboteur par excellence, this member of the Crimson Guard is a highly trained and experienced demolitionist. Overlord is allowed a +1 RS to any ACTION called for when either planning or executing the destruction of just about any structure or vehicle.
Detective / Espionage: possibly one reason he's so effective at recruiting Cobras to his cause, Overlord excels at digging up various details about others. He is allowed a +1 RS bonus on any ACTION called for while he's engaging in detective or espionage work.
Guns: like all Cobra operatives, Overlord is proficient in the use of modern firearms. Whether wielding a standard, semi-automatic, or fully automatic rifle or pistol, this member of the Guard may discharge such weapons at a +1 RS to the Coordination trait listed above.
Languages / English and Russian: in the Devil's Due continuity branch of GI Joe comics, at least, Overlord can speak Russian as well as English fluently. As a high-ranking Siegie, he may very well have this ability in both timelines, but this is as of yet uncertain.
Martial Arts styles A and B: like all Siegies, Overlord is trained in both of these fighting styles. A allows Overlord to Pound or Concuss opponents regardless of his comparative Brawn or Fortitude traits, while B grants the man a +1 RS to strike opponents in unarmed combat.
Military: even more than most members of the organization, Overlord has been indoctrinated into Cobra's way of doing things. Though its organizational structure is complicated to say the least, its would-be leader can navigate it with almost instinctual ability.
Politics: capable of hiding his authoritarian urges beneath speeches that easily mask his real intentions, Overlord's true skill is his ability to sway others to his line of thinking. He receives a +1 RS bonus on any effort intended to move crowds in a specific direction.

As a high-ranking member of the Crimson Guard, Overlord has the Cobra organization as a reliable contact. Within Cobra, Overlord has the personal loyalty of many disaffected individuals within its ranks, his empty promises having drawn them into the orbit of his machinations.
Costume:
Overlord's regal field uniform is comprised of a crimson breastplate, golden shoulder pads and braiding, golden leather trousers featuring black padding under black briefs, a crimson leather belt, black leather boots and gloves, a golden mask, and his imperial golden helmet.
Personality:
In some ways, Overlord embodies the ideal Cobra operative. He lives by the Cobra principles of greed, ambition, and ruthlessness, which has carried him far within the organization. On the other hand, his goal of usurping control of the group makes him as bad as those he rails against.
While many Cobras have the three qualities it so cherishes, very few of its members have the charisma and cleverness to raise themselves into its upper echelons. And of those, far fewer have what it takes to wrest control of Cobra from its Commander - much less his many subordinates.
Overlord perceives himself as one of those select few, using the Commander's own recruitment strategies on those Cobras who are disgruntled with the organization as a whole. Capable of inspiring loyalty despite his empty promises, Overlord has a potent power base all his own.

Other Distinguishing Characteristics: Overlord wears a monocle over his right eye. Whether this is merely a fashion accessory or serves some other purpose has yet to be revealed. That eye was destroyed by Storm Shadow in the Devil's Due continuity branch of the comics.
This left him with a long scar on the top and bottom of that sensory organ.
Story:
Many details regarding the background of the Cobra known as Overlord are shouded in mystery. To the best of anyone's knowledge, he is a high-ranking member of the Crimson Guard, one who grew dissatisfied with the management of Cobra, particularly after its Civil War ended.
Deciding that he could do better than both the various members of the Cobra Command vying for mastery of the group, not to mention the Crimson Guardsman currently posing as the Cobra Commander, Overlord began to forge a unique identity for himself amongst the rabble.
Using the Commander's own methods, Overlord swayed numerous other disgruntled Cobras to his line of thinking. Before he could make his move, however, the then-rudderless organization was rocked by the return of the original Cobra Commander, who everyone had thought dead!
Surviving the Commander's purge of those many, many lieutenants he deemed disloyal, either justifiably or not, Overlord had little choice but to bide his time. Waiting for his opportunity to shine, Overlord returned to the obscurity of the Crimson Guard until circumstances were in his favor.
(Historical Divergence)
In the divergent branch of the timeline depicted in comics published by Devil's Due, it was revealed that Overlord was originally known as Mikhail Derenko, who got his start as a lieutenant in the Soviet army's Spetznaz. At some point, he left the service to instead work for Cobra.
While many of that organization's recruits aren't all that ambitious, Derenko was just the opposite, and quickly acquired the notice of its Command element. Soon enough, he'd been promoted into the Crimson Guard, an elite corps of Cobra operatives specializing in infiltration and sabotage.
After his initial bid to take control of Cobra was crushed before it could even get started, Derenko (who'd kept his true allegiances secret to the world) was recruited by the CIA to work with their so-called Hammer Team, who was tasked with hunting down former Cobra operatives in '95.
Secretly helping several of them escape on his first mission with Hammer Team, Overlord killed the entire team, save for Sean Collins, on its last. Faking his death in the explosive end of this CIA squad, Overlord began performing mercenary work at the behest of a revived Serpentor.
Raising funds and collecting former Cobra operatives loyal to the group's former emperor, Overlord finally revealed himself to Cobra at large during the second Cobra Island Civil War, where he waged open combat against the Commander's faction alongside the genetic construct.
When Serpentor was killed by his rival, Overlord once again went into hiding, until he was hired by a cabal of rogue American generals to locate Serpentor's body. Easily doing so, Overlord oversaw these Jugglers' attempt to revive and reprogram him into an American military asset.
This effort never came to fruition, though, for the Jugglers were annihilated by the Red Shadows, a terrorist organization who had an entirely different vision for how the world should be run. What happened to Serpentor's body after this, much less Overlord, has yet to be revealed.
2006 Variations
Equipment:
Submachine Gun: when without his Dictator, Overlord carries a standard submachine gun, which can discharge one round to inflict rank value 6 Piercing damage, a short burst of such to inflict rank value 10 Piercing damage, or be fired continuously to inflict rank value 20 Piercing damage.
Costume:
Overlord's second uniform is a slight change of pace. It includes a green and black jacket, golden pauldrons, green leather trousers, a golden belt, thigh plates, and knee pads, black leather boots and gloves, a golden mask, and a different, albeit still imperial golden helmet.
