Origin:
Like most GI Joes, Rapid-Fire is a normal human, lacking super-human abilities of any stripe. However, he was blessed with all-around exceptional ability, which he has used to excel in the military - and which he is likely to use in the pursuit of politics in the future!

Equipment:
Grenade (i): in the event that his submachine gun just isn't enough offense, Rapid-Fire carries a fragmentary grenade with him in the field. He can use this weapon to inflict intensity 10 physical damage to everything within near missile distance of where it detonates.
Helmet (s): this neon green helmet, complete with the GI Joe logo, offers Rapid-Fire protection. It provides Rapid-Fire intensity 8, or +2, protection from physical attacks striking him in the cranium, though it may attract more attention than it's worth.
Kevlar Vest (s): Rapid-Fire also wears a neon green vest made from bullet resistant materials. This vest first transduces piercing damage into bashing damage, before defending against physical attack with intensity 4, or +1, ability. And is also quite conspicuous.
Knife (s): kept in a sheath on his right hip when not in use, this tool is useful for cutting anything - or anyone - that gets in Rapid-Fire's way! Made from m.s. 12 metals, this blade can be used to cut through items of up to like m.s., or to inflict his Strength +2 damage in melee.
Submachine Gun (a): his primary armament in battle, this light weapon helps Rapid-Fire perform as a 'fast attack specialist'. It can either discharge a single round to inflict his Agility +4 in damage, or a small burst of such to inflict his Agility +5 in damage.
Skills:
Aerial Combat (a): one requirement for entry into the fast attack maneuvers school is an Airborne qualification. As such, Rapid-Fire has learned how to use the air to his advantage in combat. Rapid-Fire may resolve airborne combat actions at a reduced difficulty.
Boxing (s): another facet of his Basic training, this skill describes Rapid-Fire's ability to hold his own while unarmed. It allows him to divide his pre-card play action score between two unarmed melee attacks, the second of which will occur as a contingent action.
Guns (a): part of his Basic training, Rapid-Fire has been educated in the use of most conventional firearms. Whether using a standard, semi-automatic, or fully automatic rifle or pistol, Rapid-Fire may do so at one difficulty level lower than is usually necessary.
Languages (i): another requirement of the Army's fast attack maneuvers school is fluency in three languages. Rising to the challenge, Rapid-Fire has indeed mastered two additional tongues to supplement his native English, though these specific languages have yet to be revealed.
Leadership (w): a by-product of his West Point education, Rapid-Fire has learned the ins and outs of leadership ability. While he's calling the shots on a team, it benefits from a +1 to all actions, but this transforms into a -1 penalty if his leadership vanishes.
Guns (a): part of his Basic training, Rapid-Fire has been educated in the use of most conventional firearms. Whether using a standard, semi-automatic, or fully automatic rifle or pistol, Rapid-Fire may do so at one difficulty level lower than is usually necessary.
Military / United States (w): the source of all his many and varied talents, this skill serves as a fine 'origin' of sorts for Rapid-Fire. This skill grants Rapid-Fire an instinctual understanding of military protocols and procedures, along with the benefits of rank.
Contacts:
A member of the GI Joe team, Rapid-Fire can readily rely upon them from help, even if he isn't as well-liked as, say, Captain Grid-Iron. As a West Point graduate, Rapid-Fire also has numerous additional military contacts, most of which have yet to be revealed.
Calling:
Soldier: Rapid-Fire is a prime exemplar of this calling. He's unbelievably motivated to both improve himself and to do his duty. He excels at just about everything he does, because he insists on doing things right - there's no being lazy and doing things the easy way with him!
Costume:
When in action with the Joes, Rapid-Fire wears blue jeans, a black T-shirt beneath a neon green Kevlar vest, a neon green helmet with the GI Joe logo on it, black boots, orange knee pads, orange arm straps, blue wrist bands, a silver chain link belt, and a gray knife sheath.
Personality:
Rapid-Fire is the quintessential go-getter.
The man continually works to improve himself and his performance, both physically and mentally. His ultimate goal for doing so is unknown, but Rapid-Fire burns with an internal fire rarely seen (or experienced!) by most people, and as a result they can't help but be impressed by him.

Story:
Rapid-Fire didn't get into West Point thanks to personal favor or political appointment - he got there the hard way, by enlisting in the Army right out of high school. His single-minded dedication to personal improvement got him into the Point, where he impressed everyone.
For instance, he completed the exhausting ten week Cadet Summer Orientation in but five weeks, and went on to excel in every aspect of its curriculum. What exactly Rapid-Fire was up to after this is unknown, but whatever it was earned him the Congressional Medal of Honor.
This, in addition to his other aptitudes, earned Rapid-Fire a seat at the Army's new fast attack maneuvers school. This school's goal is to produce highly motivated individuals with advanced technical skills for light ordnance assault deep in enemy territory.
Naturally, Rapid-Fire graduated at the very top of this new school's first class.
His collection of skills and considerable natural ability subsequently highlighted Rapid-Fire as a candidate for the most exclusive 'club' in the United States Armed Forces: the GI Joe team! Seeing this as a powerful stepping stone, Rapid-Fire gladly joined the Joes.
As is his time before entering the fast maneuvers school, Rapid-Fire's actions with the GI Joe team are something of a mystery. He mainly participated in highly classified 'special missions' for the team - but then that's what he was trained for since day one.
He remained with the GI Joe team until it was disbanded in 1994.

With the threat Cobra posed to the world was not as quashed as the Pentagon thought, the GI Joe team was reinstated a few short years later. However, Rapid-Fire was not on the initial team of 'senior' Joes intended to train a new generation of such in Cobra's tactics.
However, it's likely he's been continually improving himself since leaving GI Joe. After all, someone with his ability, qualifications and ambitions may wind up running things in the Pentagon in time. And if not, he may instead find himself a proper career in Presidential politics...!
