Origin:
As are most of his fellows in the Sky Patrol, much less the GI Joe team in general, Static Line is a physically normal human. He has no twisted genes or strange, undocumented mental abilities. no. All he has to rely upon in the field are his guts and some high tech hardware!

Crescent Gun (a): his primary weapon, Static Line can fire a single round from its twin firearms to inflict his Agility +5 in damage, a three round burst from each to inflict his Agility +6 in damage, or fire them continuously to inflict his Agility +7 in damage.
Helmet (s): Static Line's helmet has two functions. It protects against head injuries, providing him intensity 8, or +2, defense versus physical attack striking him there, and also has a darkened visor that provides him Screened Senses, for his hearing and vision, at a like intensity.
Knife (s): paratroopers always carry a blade on the job. Made from m.s. 13 materials, Static Line can either use this tool to cut through items of up to like m.s., given enough time, or to inflict his Strength +2 in slashing damage during melee combat.
Parachute (a): naturally useful when leaping out of an airplane, Static Line obviously needs one of these when doing the whole paratrooper thing. This item allows him to exit a flying vehicle from extreme heights, and easily land on the ground without flattening himself.
Sidearms (a): holstered on each hip, these weapons are a convenient backup in the event that Static Line's crescent gun isn't handy. He can fire a single round from them to inflict his Agility +4 in damage, or a three-round burst from them to inflict his Agility +5 in damage.
Skills:
Boxing (s): another facet of his Army basic training, this skill describes Static Line's ability to defend himself while unarmed. He may divide his pre-card play action score between two unarmed melee strikes, the second of which he may attempt as a contingent action.
Demolitions (a): his primary military specialty, this skill involves a keen understanding of explosives. Static Line is usually intent on deactivating explosives instead of blowing them up, but may attempt either action at one difficulty level lower than is usually necessary.
Guns (a): a part of his Army basic training, Static Line can use almost all conventional firearms with proficiency. Whether he's toting standard, semi-automatic, or fully automatic rifles or pistols, Static Line may fire such weapons at one difficulty level lower than usual.
Military / United States (w): the source of Static Line's many and varied talents, this skill serves as a handy origin for the man. His Army training has given him an inherent understanding of military policies and procedures, on top of additional, floating military contacts.
Repair (a): Static Line's secondary military specialty, this skill represents his ability to effectively perform maintenance and repair work on aircraft. He may resolve card play on such actions, or when working on any vehicles, at one difficulty level lower than is normally required.
Contacts:
As a member of GI Joe's Sky Patrol, Static Line can naturally rely upon his teammates for assistance should things get hairy. As long as the Joes have spent in the never ending war against international terrorism, they're not about to start leaving each other high and dry.
Calling:
Soldier: Static Line is a good representative of this calling, in that he's not a mindless drone, so much as a man trying to perform to the best of his ability. He relishes each new mission, as it's another opportunity to prove himself and to expand his skill set.

Static Line's first GI Joe field uniform is comprised of a deep blue and silver jacket, white trousers, blue leather boots, white leather gloves, a black leather belt, black leather holsters, a silver knife sheath, and, of course, his silver and black visored helmet.
Personality:
Wallace has a very fine eye for detail, but that's the sort of habit you pick up when you work with explosives. He has a tendency to scan the entire area in front of him before he takes a single step, which makes him seem able to find odd valuables no one else could see.

Story:
Static Line has made a name for himself in the military as an expert demolitionist. Sure, they've got a lot of guys who are good at blowing things up, but Static Line excels in keeping them from exploding to begin with, a knack that comes in handy during covert operations.
He's also good at keeping aircraft in the air, his secondary specialty being aircraft maintenance. This skill combo is what ultimately earned Static Line consideration for GI Joe membership. They were in the process of assembling a special team that could use his skills, you see.
Once he managed to make his way through their grueling entrance exams, Static Line was indeed made a member of GI Joe, and placed on their Sky Patrol team. They were designed to act as a counterpart to Cobra's Python Patrol, and would wield their own stealth technology as a result.
Most of this came in the form of refurbished, older vehicles from both the Joe arsenal and captured Cobra gear. As all of these vehicles have flying components, this meant that when he wasn't knee-deep in enemy brush, Static Line was called upon to keep these vehicles in tip top shape.
Not that he minded, for this kept him busy, and allowed him to wield his skills to maximum effect against the threat to freedom that Cobra represents. In fact, he continued on in this capacity until the Sky Patrol, along with rest of the GI Joe team, were deactivated in 1994.

After that, the team was active intermittently, usually when Cobra activity rose to the forefront of global intelligence again. When this occurred, and the team needed him, Static Line was more than happy to rejoin them on fresh new missions to keep Cobra from taking over the world!
2016 Variations
Equipment:
Jet Pack (i): one of Static Line's recent equipment additions, this back-mounted device allows him to soar through the skies! Featuring collapsible wings and a small jet thruster, this (very) personal vehicle allows Static Line to fly with intensity 5 ability, or at 150 MPH!
Submachine Gun (a): in 2016, Static Line adopted this weapon, with which he may discharge a single round to inflict his Agility +4 in damage, a three-round burst to inflict his Agility +5 in damage, or fire it continously to inflict his Agility +6 in damage.
Costume:
Static Line's second GI Joe field uniform is like his first, including a deep blue and silver jacket, white trousers and leather gloves, blue leather boots, a black leather belt, black leather holsters, a silver knife sheath, gray knee pads, and his silver and black visored helmet.
