As is the case with the vast, vast majority of his teammates, Cool Breeze is not a super hero, nor does he have special powers. No, the man is merely trying to fight evil with naught but government-issue hardware and training - and, of course, nerves of steel.

Gauntlets (s): Cool Breeze wears a pair of steel gauntlets when he's in the field. These implements allow him a +2 to punching damage, and a similar bonus when attempting to block incoming damage (if it can be blocked, that is). They have an m.s. of 12.
Knife (s): most military men carry a blade with them at all times - you never know when you'll need it. Cool Breeze can use this implement to inflict his Strength +2 in slashing damage, or to cut through items of up to m.s. 12 - though tougher items naturally take longer.
M-16 Machine Gun (a): his primary weapon, Cool Breeze can wield this firearm to lethal effect. It can discharge a single shot to inflict his Agility +4 damage, a short burst for his Agility +5 damage, or a fully automatic spread for his Agility +6 damage.
Night Vision Goggles (w): since he often works recon, Cool Breeze usually has these handy on the job. He can use these light-intensification goggles to see clearly in dark conditions, assuming at least a minimal source of light (such as starlight) is present.
Sidearm (a): a backup should his primary firearm fail him, Cool Breeze also carries this weapon in the field. It can be fired to inflict his Agility +4 in damage when firing a single shot, raised to his Agility +5 in damage when discharging a three-round burst.
Sword (s): Cool Breeze carries this military blade with him while on the job. Though a uniform piece, it is still quite deadly, and he may wield it in melee to inflict his Strength +3 in slashing damage - though he prefers to fight with his guns if possible.
Skills:
Boxing (s): everybody learns how to defend themselves without weaponry in the military - and Cool Breeze is no exception to that rule. He may divide his pre-card play action score between two unarmed melee attacks, the second of which will occur as a contingent action.
Guns (a): Cool Breeze is a competent rifleman. Whether the man is handling a standard, semi-automatic, or fully automatic rifle or pistol, or even an esoteric weapon like a shotgun, he can use it at one difficulty level lower than is normally necessary.
Military / United States (w): the source of all his marketable talents, this skill is an origin of sorts for Cool Breeze. It demonstrates his training (presumably in the Marines), which allows him to fight with ease in most combat units, and demonstrates his understanding of the SOP.
Contacts:
Cool Breeze is a member of the GI Joe team, and the group will readily help him with any sensible request, should he only ask for aid. He has further, additional contacts in military circles, as he was generally loquacious and well-liked despite himself.
Calling:
Soldier, with a secondary calling of Gloryhound: Cool Breeze is a solid soldier, as he's ready and willing to use his capabilities for the betterment of his country. Of course, there's no denying that he not only thinks highly of himself, but seeks even better accolades.
Costume:
Cool Breeze wears a simple GI Joe field uniform. It consists of an olive drab green shirt (with checkered patches on the arms) and trousers, brown leather boots and gloves, metal gauntlets and arm guards, and of course his signature, backwards brown baseball cap.
Personality:
Cool Breeze is confident and self-assured - one might go so far as to call him rather cocksure. While he talks a lot of smack and has a big mouth, he's definitely got the spine to back up what he says, though, no matter how reckless it may at first seem.

Story:
Little has been revealed about the origins of the GI Joe operative known as Cool Breeze. It can be inferred that he enlisted as a Marine (hence the sword he carries around for some reason), and that the man was very good at whatever his chosen specialty was.
This may've involved work with Force Recon, as Cool Breeze was assigned to a reconnaissance team immediately upon being activated as a GI Joe operative. His first mission was slated to be an intervention, along with the entire GI Joe team, in the Battle of Benzheen.
His job, along with the rest of his fellows, was to provide cover for the GI Joe ninja team, which was 'painting' targets in the Benzheeni capital that were not protected with hostages. The recon group was there to make 'noise' to cover them if they were discovered out on the rooftops.
As it turned out, the Joe ninjas were beset by Cobra's Night Creepers, and thanks to Cool Breeze's suggestion, team leader Stalker had Recoil issue some comm jamming. This was done to make Cobra think that it wasn't the ninjas who were in their midst, but instead the recon team.
This sort of worked, as it drew heat off of the ninjas, but a helicopter sent to investigate anyway gave the Joe ninjas a target of opportunity they simply couldn't refuse: the SAW-Viper that had done seven of their number in earlier that day!
They messed him up real good and stole the Cobra helicopter he was riding in, and used it to fly out to the recon team's position. Of course, not knowing what the ninjas were up to, the recon team thought that Cobra was following up on Cool Breeze's ruse.
Believing that he'd caused the Joes a serious mess, Cool Breeze took the jammer to lure the Cobras out away from the Joe position, though he was naturally relieved to find out that it wasn't a bunch of Cobras bearing down on him - but ninjas, instead!
Moments later, a GI Joe prisoner managed to steal one of Stalker's weapons, and tried to use it on the man. Though he just said he was done playing the hero, Cool Breeze knocked Stalker out of the way just as the prisoner, Faoud, opened fire.
While Snake-eyes gunned Faoud down moments later, the damage was done; mere moments later, Cool Breeze died from his gunshot wound. Though he was done playing the hero, it turned out that he actually was one, as he sacrificed his very life for his teammate without thinking twice.
