A former Night Creeper, Dice could be considered a high-tech villain, save for the fact that those techno-ninjas stripped him of his advanced toys upon ejecting him from their ranks. Now he is content to fight with simpler, mundane weapons, and does so with panache!

Equipment:
Axe: something of a backup for his bo staff, should the use of that weapon be curtailed, Dice can readily hack up a body with this bladed implement. He can chop a foe with this powerful tool to inflict his Strength rank +1 CS in Edged Attack damage.
Bo Staff: though he can wield most martial arts weapons with competence, Dice excels in the bo staff above all others. He can use this weapon to inflict his Strength rank +1 CS in damage, causing either Blunt or Edged Attack damage, depending on how he strikes his foes.
Guards: while he doesn't wear body armor, per se, Dice nonetheless has protective items as part of his ensemble. Both his wrist guards and boots are padded to absorb impacts and slashing damage, and add a +1 CS while blocking Blunt or Edged Attack damage when necessary.
Shuriken: his secondary ranged weaponry, Dice carries several of these standbys while working. These bladed implements can be flung by Dice to inflict his Strength rank in Edged Throwing damage, and Dice typically has at least three of these things on hand.
Smoke Bombs: the better to make a hasty exit, or alternately to sow confusion, Dice carries two smoke bombs while on the job. These explode to rapidly fill an area with dark, obscuring smoke, which acts to interrupt visual FEAT rolls with Remarkable (30) ability.
Spikes: Dice's primary ranged weapons are his bo-shuriken, or throwing needles. He can fling these weapons in such a fashion that they inflict his Strength rank -1 CS in Shooting damage, acting almost like an arrow on impact, and some have a Good (10) rank tranquilizer applied.
Quirks:
High Pain Threshold: the rigorous training of the Night Creepers imparts a high tolerance for pain in its survivors. As a former member, Dice can resist the effects of pain and Stunning assaults as if his Endurance was +2 CS higher than is listed above.
Talents:
Advanced Guns: sure, he has throwing stars, spikes, and daggers, but Dice has embraced the future! While he no longer carries one, Dice is well-versed in the use of most directed energy weapons, and should receive a +1 CS bonus when wielding such items.
Business / Finance: a shark in the board room as well as on the field of battle, Dice constantly researches the world's corporations, the better to raid them at a later date! His Reason in such matters should be considered +1 CS, whether for legal or illegal purposes.
Crime: picking locks, sneaking about, disguising himself, and a whole lot more are Dice's skills of the trade. Expert in all things illicit, Dice may add a +1 CS when attempting such actions, for he truly is a professional, criminal ninja.
Detective / Espionage: where press releases fail, espionage work begins! Dice is proficient in all modern espionage tactics, and excels at digging up secrets others would prefer to remain, well, secret. He should gain a +1 CS on FEAT rolls applicable to such work.
Martial Arts types A, B, C, D, and E: Dice is a brutal hand-to-hand combatant. He benefits from a +1 initiative bonus while unarmed, and may Slam or Stun foes regardless of their comparative Strength or Endurance, ignoring body armor for such purposes after two rounds of study.
Furthermore, he benefits from a +1 CS to his Fighting while attempting unarmed attacks, a +1 CS to his Agility when dodging or weaving in battle, and a +1 CS to his Strength for the purposes of both Escape and Grapple maneuvers - even where damage is concerned!
Martial Arts Weapons: supplementing his unarmed fighting prowess, Dice can readily bring numerous martial arts weapons to bear with competence. Whether wielding katanas, nunchaku, kris, sais, staves, or even wakizashi, Dice may do so without penalty.
Skill / Staff: while he can use all martial arts weapons with competence, Dice excels in the use of the bo-staff. Combined with the above talent, he gains a +2 CS bonus while wielding his staves, whether using the blunt or edged surfaces of them to assault others.
Stealth: whether or not he is aided by advanced technology, Dice excels at remaining unnoticed - he often does so even while wearing his garish, purple ensemble! While attempting stealth, Dice imposes a -1 CS penalty on FEATs others attempt while trying to find him.
Contacts:
While a pariah amongst the Night Creepers, Dice may have a few contacts remaining in that organization. He has since joined Cobra, and definitely has a few reliable friends amongst the teeming ranks of that organisation - Slice in particular is his good buddy and peer.
Costume:
Dice's costume is designed for maximum mobility. It consists of a dark purple vest beneath twin black bandoilers, dark purple, loose-fitting trousers, black padded boots and wrist guards, a purple belt, and a purple 'Dice Clan' ceremonial ninja mask.
Personality:
For someone who works as a ninja-for-hire, Dice is surprisingly verbose. He's something of a chatterbox when you get down to it, particularly when working with his good buddy, Slice. Dice enjoys cracking wise alongside his partner in crime, a lethal distraction to most opponents.
Dice is apparently so evil that a group of criminal ninjas and corporate thieves thought he was just too much. There isn't anything Dice won't steal, no act too heinous for him to commit, as long as the result is that he winds up with more money in his pocket than before.

Story:
While much of his background is still a mystery, it is known that Dice got his start amongst the techno-ninja mercenaries known as the Night Creepers. There, he received much of his training in the martial arts, on top of that which he had already undergone in his youth.
He was apparently a poor fit for the group, however, and they expelled him for grievous crimes they found too odious to tolerate. Naturally, the only thing that would so offend the Night Creepers is a crime committed against their own, which is why they blackballed Dice.
Having somehow survived with his skin intact, Dice nonetheless had a hard time securing employment. From his time with the Night Creepers, though, Dice knew that Cobra is always seeking the services of ninjas, particularly due to their problems with Snake-Eyes and Storm Shadow.
Though he doesn't have the military training that much of Cobra takes for granted, Dice makes up for that with his brutal fighting style, which earned him a place in the organization. Dice wasn't the only freelance ninja Cobra hired, though, and he quickly bonded with his new coworker.
A rogue Arashikage ninja, Slice had similarly approached Cobra for work, and the two hit it off almost immediately. Quickly growing into a dastardly due of martial malfeasance, Slice and Dice often led Cobra efforts against GI Joe and its so-called Ninja Force.
While neither suffered serious damage over the course of these efforts, Slice and Dice were defeated numerous times. This came to a head during Cobra's ill-fated dealings with the alien despot known as Megatron, which prompted both to try their luck working anywhere else.
Dice thus missed Cobra's implosion late in 1994, having jumped off that sinking ship before everyone else. He continued working with Slice, however, as the two have an excellent partnership, even doing occasional freelance work for Cobra after they eventually reformed.
2013 Variations
Equipment:
Tegaki: occasionally, Dice makes use of a claw which has three long, thin blades extending from its wrist-strap. This item can be used to inflict Edged Attack damage in melee combat (it is of Incredible (40) m.s.), or it can aid the man in difficult climbs.
Costume:
