Cobra's elite Ninja-Vipers are ordinary humans, at least as far as super-human powers are concerned. While all of these villains are master martial artists, and may seem almost supernatural in their combat capabilities, they lack ascendant skills of any stripe.

Equipment:
Katanas: (s) their primary weapons, each Ninja-Viper is issued not one, but two katanas! These exquisitely crafted blades, each of m.s. 14, can either be used to slice through items of up to a like m.s., or to inflict Ninja-Vipers' Strength +4 in slashing damage.
Knives (s): in addition to their katanas, Ninja-Vipers always carry at least one shorter edged implement. These weapons are of m.s. 13, and can either be used to hack through items of up to a like m.s., or to inflict Ninja-Vipers' Strength +2 in slashing damage.
Shuriken (a): the better to assault enemies silently from a distance, Ninja-Vipers carry numerous throwing stars while on the job. These small blades can be used to inflict Ninja-Vipers' Strength +2 in slashing damage to foes anywhere within near missile distance of their person.
Skills:
Boxing (s): as ninjas, Ninja-Vipers are masters of multiple combat forms! One portion of this martial mastery is the ability to divide their pre-card play action score between two unarmed melee strikes, the second of which they may attempt as a contingent action.
Guns (a): all Cobra operatives have the ability to wield firearms in combat, and Ninja-Vipers are no exception to this rule. They may discharge any standard, semi-automatic, or fully automatic rifle or pistol at one difficulty level lower than is normally necessary.
Hurling (a): in lieu of attacking directly, Ninja-Vipers may use one's offensive energies against themselves! Upon a successful, average difficulty Agility (agility) action, a Ninja-Viper can throw melee opponents, redirecting their momentum in any fashion desired.
Martial Arts (a): while they are experts in the use of numerous weapons, Ninja-Vipers are just as deadly while unarmed! They may reduce the difficulty of card play called for when dodging attacks, catching thrown weapons, and attempting unarmed attacks, by one difficulty level.
Martial Arts Weapons (s): thanks to the extensive training they have received from various Cobra ninjas, Ninja-Vipers have the ability to competently utilize weapons of this sort (blowgun, crossbow, katanas, kris, nunchaku, sais, shuriken, and so on) without penalty.
Military (w): as every Ninja-Viper is an elite Cobra operative, they naturally possess this talent. This background skill allows these master martial artists to effectively function within a combat unit, and gives them insight into Cobra's byzantine organizational structure.
Supplemental Skills (?): the previous assumes that one has joined the elite Ninja-Vipers from the conventional Viper corps. However, if they arrived here from some other branch of the Cobra organization, a given Ninja-Viper may very well possess skills gained there, as well.

The Ninja-Viper field uniform is a simple, yet readily identifiable one. It is comprised of a blue-green uwagi, loose-fitting, blue-green trousers, blue-green shoes, blue-green ankle wraps, white wrist wraps, a white sash, a white bandoiler, and a blue-green face mask.
Calling:
Various Callings: any number of motivations drive Cobra's small corps of Ninja-Vipers. They may indulge in Greed, fighting the bad fight for cash money, act as a Soldier in an effort to perfect their skills, or yearn for World Domination to impose their will on others!
Costume:
The Ninja-Viper field uniform is a simple, yet readily identifiable one. It is comprised of a blue-green uwagi, loose-fitting, blue-green trousers, blue-green shoes, blue-green ankle wraps, white wrist wraps, a white sash, a white bandoiler, and a blue-green face mask.
Notes:
Burned time and again while attempting to do business with outside organizations such as the Night Creepers and the Red Ninjas, Cobra Commander decided that it was high time to build a small force of in-house ninjas. And, as luck would have it, he had several trainers handy.
Over the years, these martial educators have included ninjas such as Storm Shadow, Slice and Dice, and more. Hailing from various disciplines and obscure martial arts organizations, these trainers seek the elite amongst Cobra operatives, those masters of hand-to-hand combat.
To wit, those Cobras who possess a tenth-level black belt in numerous martial arts styles are eligible to be trained as the organization's Ninja-Vipers. Given brutally intense training, those Vipers who avoid dying or washing out earn themselves the Ninja-Viper ensemble!
Though small in number, these elite combatants are frighteningly effective, and are loyal to a fault. They've been remade into veritable killing machines by Cobra, after all, a feat attained without being subjected to surgical, genetic, or even cybernetic alterations.
And Cobra rewards its successful Ninja-Vipers with exorbitant compensation and priviledges!
2008 Variations
Equipment:
Sickles (s): Ninja-Vipers now carry these distressing weapons with them into melee. Made from m.s. 13 materials, Ninja-Vipers may wield these hooked blades, chained together to allow heightened reach in melee, to inflict their Strength +3 in slashing damage.
Tekagi (s): occasionally, Ninja-Vipers make use of claws with three long, thin blades extending from their wrist-strap. These items can be used to inflict their Strength +2 in melee (they are of m.s. 12), but are mainly intended for assistance during difficult climbs.
Uzi 9mm (a): though too conspicuous for quiet action, Ninja-Vipers may discharge a single round from this weapon to inflict their Agility +4 in damage, a short burst of such to inflict their Agility +5 in damage, or fire it continuously to inflict their Agility +6 in damage.
Costume:
The second Ninja-Viper costume is a refinement of the first, which features a blue-green uwagi, loose-fitting, blue-green trousers, blue-green shoes, blue-green ankle wraps, a white sash, brown and gray wooden ankle guards, and a blue-green face mask beneath a similarly-hued hood.
