As are the vast, vast majority of the military members of the GI Joe team, Blast-Off is essentially a normal human. He lacks super-human powers of any sort, whether they come in the form of beneficial mutations, sorcerous or psionic education, or any other bizarre chicanery.

Body Cam: Blast-Off carries a compact, micro-miniaturized video recording system on his headset, which captures everything he sees to document his various actions during a mission - which is especially useful for proving the existence of Cobra's various 'monsters'.

Gas Mask: useful when setting fires or attempting to put them out, this unit helps Blast-Off to function normally when near (or in the midst of) fire. It acts to filter particulate matter with rank value 30 ability, and cools incoming air to a normalized temperature, too.

Heat Sensors: Blast-Off's suit is equipped with rugged thermal sensors in his arm, which he can point at a given sector (or blaze) to determine the temperature of what or where he's about to jump into. These sensors work with rank value 30 accuracy.

Knife: as do most of the Joes, Blast-Off carries a blade on him while in the field, for you never know when you're going to need to cut something - or someone. This blade is made from m.v. 40 materials, and can be used to inflict Slashing damage in melee.

Rocket Launcher / Flamethrower Combo: his principal Mega-Marine weapon, this ordnance is a rocket launcher with an underslung flamethrower! The flamethrower can inflict rank value 40 SD Energy damage per burst, while the rockets it fires have the following properties:

Thermal Body Suit: bullet resistant and thermally repellent, this advanced combat armor is especially built for Blast-Off and his unique combat role. It provides him rank value 10 body armor against physical attack, raised to rank value 30 versus fire and heat.

X-66 'Sure Shot' Pistol: in the event that he doesn't want to burn someone to the ground, Blast-Off can discharge one round from this standard-issue Mega-Marines weapon to inflict rank value 6 Shooting in damage, or a semi-automatic spread to inflict rank value 10 Shooting damage.

Skills:

Guns: as is everyone else in the United States' military, Blast-Off has been well trained in the use of various. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, or even a shotgun, he may do so at his Coordination trait +1 RS.

Marksman: supplementing his firearms skill, Blast-Off has been trained in the use of larger weaponry, ranging from mortars to rocket launchers to flamethrower! As a result, Blast-Off may ignoring range penalties while wielding such weaponry, doing so with a +1 RS bonus.

Martial Arts styles B and C: in the event that he should find himself disarmed, Blast-Off can defend himself bare-handed if necessary. He may add a +1 RS to all unarmed melee strikes, as well as any dodge, escape, grapple, and weave maneuvers he attempts in battle.

Military / United States: the source of his above skills, Blast-Off has been trained in the proper combat arts by the United States military. While he was downright tough before enlisting, Army training has only made him better at what he does, whether he's fighting fires or terrorists.

Contacts:

Though he's one of their later members, Blast-Off can rely on any member of GI Joe for help in a pinch - they look after their own, as they all know the extent of the fight on their hands. Blast-Off also has additional, as of yet unstated contacts in firefighting and Army circles.

Costume:

Blast-Off's GI Joe uniform consists of his fire repellant, 'bullet proof' body armor. It includes a red helmet, red boots and gloves, black 'trousers', black wrist bracers for his thermal sensors, a blue jacket with a black and red vest on top, and various cooling tubes and units throughout.

Personality:

Jeffrey is if anything a very driven man. He has absolutely no problem risking his own life to save the lives and property of others, which made him an excellent fire fighter - and of course, an excellent Joe as well. Mind you, his sheer delight in burning things down helps with the latter.

Story:

Blast-Off had earned renown for himself well before enlisting. He had made a name for himself as the single best fire fighter Missouri had ever made, managing to single-handedly extinguish a forest fire after smoke inhalation and exhaustion had incapacitated his fellows.

Having heard of his unmitigated tenaciousness, those who keep an eye out for the 'best of the best' took note of Blast-Off's incredible feat, and in time the offer of a lifetime was made. Giving him an opportunity to use his skills to help the entire country, Blast-Off couldn't refuse!

Gliding through basic training with ease, Blast-Off was given extensive education in the use of flamethrowers, and once combat ready he was put through the GI Joe training program - a truly gruesome physical and mental screening process that weeds out all but the military's very best.

Getting through on sheer, stubborn spite, Blast-Off earned his spot on the team. He was immediately put to work on one of the team's current 'difficult' jobs, being was assigned to Gung-Ho's Mega-Marines. This particularly small and dangerous unit had a very curious mission.

It was their lot to control Cobra's use of genetically altered soldiers, which they'd dubbed Mega-Monsters, horrifying entities created by Dr. Mindbender to wreck havoc on an entirely new level than ordinary Cobras are capable of. It's a good thing they're all vulnerable to fire.

Of course, Blast-Off signed up with GI Joe just a year before the battle with Cobra was deemed one conventional military forces can handle. In 1994, the team was deactivated. Though the threat Cobra posed was supposedly eliminated shortly thereafter, it nonetheless persisted.

As such, when the team was reactivated a scant few years later, most former Joes volunteered to serve once again, though a smaller roster was chosen overall to fight Cobra and other various, unconventional terrorist organizations. Blast-Off was not included in the new roster.

It is assumed he returned to standard firefighting, possibly waiting for an opportunity to deep-fry some bad guys instead of 'merely' putting out fires. He's usually called in when the Joes need 'everybody' on hand to deal with a critical Cobra mess, such as World War III, however.
