Colonel Courage is human, in the strictest sense, but he's hardly 'normal'. The man has great strength and an even greater predilection for organization. He wields a large amount of advanced hardware issued by the government, and can be considered a high tech hero.
Limitations / Enhancements:
Armor Assault Gun: his primary weapon, Colonel Courage can inflict crazy damage with this thing. It has a rotary barreled machine gun on top, which can inflict rank value 20 Piercing damage when firing a short burst, or rank value 30 Piercing damage when cycled continuously.
But that's not all. The bottom half of the armor assault gun has a rocket launcher built in, which lets him fire powerful grenades at a foe just about anywhere within his line-of-sight. These powerful, rocket-propelled grenades possess the following characteristics:
RV 30 Slashing (fragmentary)
Grenade: Colonel Courage carries at least one grenade on him in the field, in case his anti armor gun is out. It can be flung up to two secors distant, and explodes to inflict rank value 30 Slashing damage to all uncovered targets within their detonation sector.
Helmet: the Colonel always wears his helmet in the field. This distinctive 'fritz' style headgear (complete with his Colonel's eagle) provides him rank value 10 protection against physical attacks that strike him in the cranium - but not the rest of his head.
Knife: Colonel Courage carries this weapon on his web gear when it's not in use. It is of m.v. 40 , and can be used to either cut through materials of like m.v., given enough time, or to inflict Slashing damage in melee combat.
Machine Guns: the Colonel usually carries a case full of weapons onto a mission. These firearms can discharge one round to inflict rank value 6 Piercing damage, a three-round burst to inflict rank value 10 Piercing damage, or be fired continuously to inflict rank value 20 Piercing damage.
Sidearm: Colonel Courage always has a 9mm sidearm with him, holstered on his web gear. It can either discharge one round to inflict rank value 6 Piercing damage on his foes, or instead a three-round burst to inflict rank value 10 Piercing damage.
Alertness: Colonel Courage is acutely aware of his environment, as the man is constantly screening everything and anything he sees for something that is out of regulation or simply not neat (to his standards, at any rate). He is a light sleeper, and rarely surprised by anything.
Obsessive / Compulsive: Similarly, the Colonel gets positively twitchy when he encounters a mess. He suffers a -2 RS to resist the compulsion to sort out any mess he encounters, either himself or by bawling out others until they deal with it, no matter the situation.
Guns: Colonel Courage is adept in the use and maintenance of all modern firearms; he can be found polishing his as often as he cleans his boots. He can fire any standard, semi-automatic, or fully automatic rifle or pistol as if his Coordination was +1 RS higher in value.
Leadership: supplementing his standard military training, Colonel Courage is also an effective leader of men. Any group led by him that has a Fortune pool should receive a 100 point bonus for the duration under which it relies upon his direction.
Martial Arts style B: a standard skill everyone learns in the military, Colonel Courage can readily defend himself without weaponry. Whenever he engaged in unarmed melee combat, whether punching or kicking a foe, the Colonel may do so at his Melee value +1 RS.
Military / United States: the source of all his marketable skills, Colonel Courage is a product of the United States Army. He probably knows the SOP better than just about anyone in the Army, and can readily direct a fighting unit in battle, tactically speaking.
Colonel Courage is a member of the United States Army with a spotless record, and can readily consider that organization a reliable contact. He's also a member of the crack GI Joe team, and though he's hard on his fellows, they ultimately appreciate what he brings to the group!
Colonel Courage dresses for success! He wears a pair of olive-drab trousers, a collared, long-sleeved khakis shirt under his green web gear (while in the field), a black tie, brown leather boots, a green leather belt, and, of course, his distinctive green helmet.
Nothing is more important than discipline to Cliff - both in his dress and in his adherence to policy. He only regrets that he's so good at administration that the Joes keep him behind a desk most of the time, for he likes to fight the good fight as well, you know!

There's being a stickler for detail. There's slavishly following the Standard Operating Procedure. And then... then there's Colonel Courage.
The man is more obsessive about dotting his Is and crossing his Ts than just about anyone you'll ever meet in the military. He enjoys polishing his shoes, making his bed so tight a quarter will bounce off the top, and a wholesome round of KP - all of which the Colonel does for fun!
Of course, being a Colonel, Cliff gets to inflict his almost maniacal brand of perfection on large swathes of the military, who are only too happy to find him things to occupy his time. The only other thing the Colonel likes more than inspecting the troops is doing paperwork.
And he does a lot of paperwork.
The Colonel is such an obsessive completist that those serving under him never want for supplies, equipment, or anything else. This is why he was offered a position on the GI Joe team. Though the Joes handle their own administrative work, they're also busy doing other stuff.
You know, like fighting international terrorism. So, the addition of the Colonel, who adopted the code name of Colonel Courage, sounded like a great idea to the Joes at first. The only problem is that the GI Joe team doesn't stand on ceremony often, much less adhere to a strict dress code.
The Colonel just takes this in stride, however.
While he can't yell at the Joes for not wearing conventional military garb, he can make them shine their boots, polish their weapons, and otherwise keep what they wear in tip-top shape. He's a harsh taskmaster, and he's willing to personally inspect every Joe's gear if necessary.
This when he's not overseeing the handling of all their many and sundry items of paperwork. And the Joes, as a clandestine group constantly in action, has a seemingly endless supply of requisition forms, medical reports, and other important documents that require immediate attention.
But don't think the Colonel's just a pencil pusher with delusions of grandeur.
No, Colonel Courage enjoys doing his time in the field as much as any other Joe - it's all a part of the Army way of life, you know! When he gets a lull in his paperwork or isn't too busy arguing with the likes of Spearhead or Spirit about pet messes, he goes out on missions.
Sometimes he leads these tasks and other times he's merely acting as an XO to aid the Joes in the perpetration of their missions against Cobra. And this is why the Joes not only tolerate Colonel Courage but respect the man: they know he's always willing to get his hands dirty if he must.
Even if somehow he always manages to look good while doing so!
