While Long Arm is but a human, he's definitely not 'normal' by any stretch of the imagination. The man is exceedingly brave, exceptionally skilled in the arts of first strikes and offensive tactics, and wields enough advanced equipment that one could consider him a high tech hero.

First Strike Padded Suit: Long Arm's bulky and conspicuous, padded orange suit has a practical purpose - if not coloration. The thing is made from composite materials that provide him exceptional resistance to just about anything he may encounter in the field.
Whether we're talking about ballistics (Piercing), fragmentary (Slashing), concussive (Bashing), pressurization, and even fire and heat damage, Long Arm's suit provides him rank value 10 protection from it. Of course, it also has this extra capability:
* Environmental Independence: with his helmet on and the suit fully pressurized, Long Arm may avoid contact with the outside environment, and thus biological and chemical agents, with rank value 30 ability. He has about a day worth of air thanks to an oxygen scrubber (rank value 20).
Grenades: Long Arm has four grenades pinned to his padded suit in the field. He can fling these devices up to two sectors from his person, which then explode to inflict rank value 30 Slashing (fragmentary) damage to all uncovered targets within their detonation sector.
Knife: because they always come in handy, Long Arm usually carries a blade on him. He can either use this sharp implement to cut through items of up to m.v. 40, given enough time, or he can instead use this implement to inflict Slashing damage in melee combat.
Machine Guns: when his mega-blaster is just too much, Long Arm brandishes these implements, which can inflict rank value 6 Piercing damage when discharging one round, rank value 10 Piercing damage when firing a short burst, or rank value 20 Piercing damage when fired continuously.
Mega-blaster: his 'big gun', Long Arm often uses this to soften up a structure - or to end everyone inside it. It can fire one projectile before it needs a reload, and Long Arm usually has a few of those on hand, just in case. Its missiles have these characteristics:

Sidearm: in the event that all else fails him, Long Arm carries a backup piece on the job. He can either discharge one round from this 9mm hand cannon to inflict rank value 6 Piercing damage, or a three-round burst which will inflict rank value 10 Piercing damage.

Skills:
Demolitions: his secondary military specialty, Long Arm is a fully trained explosive ordnance disposal operative. He should receive a +1 RS on ACTION rolls required when either arming or disarming explosives, as well as knowing the best / likely placement for such in the environment.
Guns: Long Arm can wield most modern firearms with competency - and those he don't know, he can figure out fast. He may fire any standard, semi-automatic, or fully automatic rifle or pistol as if his Coordination was +1 RS higher than is indicated above.
Martial Arts style B: one of those skills everyone picks up in the military, Long Arm can easily defend himself without weaponry of any kind. He may punch, kick, head butt, elbow smash, and even bite an opponent at a +1 RS to the Melee value listed above.
Military / United States: the source of all his marketable skills, Long Arm is a product of the United States Army. He knows the SOP like the back of his hand, and can seamlessly integrate himself into almost any modern combat unit, no matter where it originates.
Tactics: supplementing his basic military training, Long Arm has demonstrated that he's quite the expert in offensive tactics. If following a prepared plan of Long Arm's devising, a combat unit should receive a +1 RS to its actions - until they deviate from it, that is.

Long Arm is a member of the GI Joe team - and one who takes significant risks for his fellows, at that. He can easily consider the Joes a reliable contact for help should he but ask for it. He also has further additional military contacts of a non-Joe bent.
Costume:
Long Arm's GI Joe field uniform is his first strike ensemble. It's basically a thickly padded, mainly orange suit that covers most of his body, save for the black leather boots and gloves. It's topped off with a large orange bubble helmet with a 'shatter proof' visor.
Personality:
Thomas is used to living fast and hard, primarily because his job demands it, but also because he knows each day at work could easily be his last. He doesn't sweat the small stuff if he can help it, as he knows that in the grand scheme of thing such worries are mostly inconsequential.

Story:
Thomas is a natural-born tactician and has always been fast on his feet, both physically and mentally. When he enlisted in the Army, Thomas quickly found his way into the lead when either practicing field exercises or while engaged in real action against the enemy.
Seeing his stand-up nature, Thomas' superiors eventually steered the man towards an EOD career, since he didn't seem to mind putting himself at risk for his fellow soldiers - and had the natural aptitudes for it. As such, Thomas wound up with multiple specialties in the Army.
In addition to his explosive ordnance disposal capabilities, Thomas was also trained as an offensive tactician and initial assault expert, leading the charge into an enemy compound when necessary, and defusing any booby traps and other tricks they may've set up to waylay soldiers.
His sheer bravery and exceptional skill got Thomas nominated for a position on the GI Joe team, one which he gladly accepted. Thanks to their exceptional budget, Thomas was able to get all the equipment he needed to do his job for the Joes, allowing him to do his part against terrorism!
Of course, his equipment is possibly on the high end of GI Joe spending, as Thomas' suit alone is the single most expensive disposable item in the Joe arsenal. But then it protects him from almost any threat that he, or any other GI Joes, might face in the field.
Given the code name of Long Arm, Thomas has earned it as he consistently braved the front line of any action the Joes committed against Cobra, and is usually drawing their fire while his fellows fill a structure with enough lead and projectiles to flatten a small nation!
Long Arm's always the first one in the door and the last one out - and he wouldn't have it any other way.
2008 Variations
Equipment:
Remotely Controlled Robotic Vehicle: these short-ranged (within Long Arm's current sector) treaded robots only move at one mile per hour (rank value 2 propulsion), but have delicate, tool-laden arms and a rank value 6 Atomic Sense, the better to disarm bombs and booby traps!
