the Ice Cream Soldier
Like most of his fellows on the GI Joe team, the Ice Cream Soldier lacks super-human powers of any stripe. Of course, he does carry a bunch of advanced gear to crisp the latest in terrorist threats, so one could consider him a high tech hero if they were so inclined.
Hindrances / Augmentations:
Fire-Resistant Suit (s): the Ice Cream Soldier always dons this suit while he's on the job, for he's intimately aware of the effects of fire and heat. Primarily, this bulky, multi-layered suit provides the man intensity 16, or +4, protection from both fire and heat damage.
The suit also offers the Ice Cream Soldier several additional benefits. It has a full face mask and respirator / air filter, providing intensity 10 filtration of ambient air (versus smoke and other particulate matter), and the helmet offers his head intensity 8, or +2, protection from attack.
Flamethrower (i): yes, the Ice Cream Soldier wields a flame thrower - imagine that? the Ice Cream Soldier can fire this deadly weapon to inflict intensity 12 fiery damage per horrifying jet, though it works at -1 if covering a wide area with its fiery gel.
Incendiary Grenades (i): because sometimes two distinct flamethrowers just aren't enough, the Ice Cream Soldier carries three incendiary grenades as well. They detonate to inflict intensity 10 fiery damage to all uncovered targets within near missile distance of their detonation point.
Knife (s): in the event that he has to cut something in the field, the Ice Cream Soldier always has a blade handy. He can wield this weapon to inflict his Strength +2 in slashing damage, though he can also use it to cut through items of up to m.s. 13, given enough time.
Machine Gun (a): the Ice Cream Soldier isn't always immolating things. He can inflict his Agility +4 in damage when discharging a single round from this weapon, his Agility +5 in damage when firing a short burst of such, or his Agility +6 in damage when firing it continuously.
Missile Launcher (i): the Ice Cream Soldier considers this his big gun. This device has a flamethrower attached to the bottom (per the above), and fires missiles that inflict intensity 10 damage to all uncovered targets within near missile range of where they hit.
Sidearm (a): a backup should all his other weaponry fail him somehow, the Ice Cream Soldier usually has this piece on hand. He can discharge one round from this weapon to inflict his Agility +4 in damage, raised to his Agility +5 in damage when firing a three-round burst.
Boxing (s): a skill everyone learns in basic training, the Ice Cream Soldier can defend himself even without all his high tech gear to back him up. He can divide his pre-card play action score between two unarmed melee attacks, the last of which occurs as a contingent action.
Guns (a): though he wields flamethrowers as a general matter of course, it was important that the Ice Cream Soldier start out by learning the basics first. He can fire any standard, semi-automatic, or fully automatic rifle or pistol at a reduced difficulty.
Marksman (a): the skill he brings to the GI Joe table, the Ice Cream Soldier is good with unusual weaponry. Whether it fires in a short ballistic arc (like a burning jet of napalm) or a longer one (mortars and the like), the Ice Cream Soldier can wield it at a reduced difficulty.
Military / United States (w): the Ice Cream Soldier is a proud military man - who else lets him crisp terrorists for fun and profit, after all? His military training allows him to function seamlessly in a martial environment, and he knows the SOP like the back of his hand.
The Ice Cream Soldier is an amusing addition to the GI Joe team, who absolutely love his code name. Regardless of the mirth he delivers, his fellow Joes will happily assist him should he but ask, as is the case with the reverse, for the GI Joe team truly looks after its own.
Soldier, with a secondary calling of Demolisher: the Ice Cream Soldier doesn't burn things solely because he likes to destroy them - he does it because Uncle Sam tells him to. However, there's no denying that the man truly loves his job - probably a bit more than he should.
the Ice Cream Soldier's GI Joe uniform is actually a flame-retardant suit! It is primarily neon orange in hue (further confusing Cobra operatives), though it's accented with yellow boots, gloves, web gear, and shoulder pads, a black belt, and has a large, neon orange helmet with a black visor.
Tom-Henry likes it hot. Everything, really. He enjoys cooking up spicy barbecue and roasting terrorists with his flamethrower - it's all the same to him. Except that he can't eat the terrorists. Usually. But that's not the point - he's definitely a man of fiery action and temperament.

One of the very last members of the GI Joe team to enlist in its original incarnation, Tom-Henry Ragan's life before he was absorbed into the Joes is something of a mystery. The man has demonstrated a fondness of fire and cooking, however; he's a master barecue chef, you know!
He extended his love of fire and heat into another occupation, learning how to wield fire for the military as a fire operations expert. His quirky personality and mastery of a rather unpredictable weapon got him noticed by the GI Joe team recruiters, who had to have him.
Once he proved his mettle by making his way through the GI Joe obstacle course and training exam, Tom-Henry was admitted onto the team, and managed to participate in a few missions before the team was shut down for a time - people thought Cobra was a 'smaller threat' these days.
Naturally, they were wrong. Only a few years later, the GI Joe team was reassembled to deal with a vastly out of control Cobra organization, and while he wasn't one of the first to head back to the Joe team, Tom-Henry did so as soon as he was asked to.
He's participated in a lot of the Joes' major operations against this renewed Cobra threat, including action in the second Cobra Island Civil War, and fighting Cobra domestically, along with fellow Joe flamethrowers Blowtorch, Blast-Off, and Char Broil, during World War III.
With Cobra defeated (again), the Joes did not disassemble anew. No, they were kept on staff to round up the members of Cobra who escaped justice when their Commander was captured. Tom-Henry presumably is one of the many Joes helping to hunt those fugitives down.
