Like most of his fellow Joes, Wet Down is a normal human, lacking mutant powers, sorcerous training, or psionic schooling. What he does have, however, is a single-minded desire to get in the water and do some damage, one backed up by government training and hardware.

Hindrances / Augmentations:
Action Addict: Wet Down loves getting his feet wet, constantly clamoring to be given yet another crack at Cobra - or any other vile terrorists the Joes face off against. When not on the clock, Wet Down is bored, fidgety, and often wanders off to do something he finds more exciting.
Equipment:
Diving Gear (a): Wet Down carries gear that allows him to function underwater. His wet suit, combined with an air tank, underwater mask, and flippers, allows him to act underwater for about four hours, and move at one water speed category higher than he would otherwise be capable of.
Harpoon Gun (a): although highly skilled in the use of various firearms, Wet Down prefers the use of this weapon, as does fellow SEAL Torpedo. This implement fires a harpoon capable of inflicting his Agility +4 in damage per deadly barb, and takes a full exchange to reload.
Knife (s): since firearms aren't always a good fit for missions, most Joes tend to carry a blade at all times. Wet Down can use this m.s. 13 blade to cut through items of up to like m.s., given enough time, or use it to inflict +2 slashing damage in melee.
Underwater Explosives (i): carried in various pouches and pockets, these devices are especially crafted to detonate underwater - to spectacular effect! They inflict anywhere up to intensity 13 slashing damage to everything within near missile distance of where they explode.
Skills:
Boxing (s): an offshoot of his martial arts talent, this skill allows Wet Down to divide his pre-card play action score between two unarmed melee attacks, the last of which he may attempt as a contingent action. Combined with his martial arts skill, this makes him a very deadly man.
Demolitions (a): chosen to lead certain Joe amphibious assault operations due to his ability to make naval targets 'go away', Wet Down is a particularly good saboteur. With enough time and equipment, Wet Down can destroy just about anything, though he specializes in aquatic targets.
Guns (a): an essential part of Wet Down's military education involved learning how to effectively utilize a gun. Whether it be a standard, semi-automatic, or fully automatic rifle or pistol, Wet Down can fire it at one difficulty level lower than is usually necessary.
Martial Arts (a): SEALs are the best the Navy has to throw at a body, so you can bet they get plenty of combat training - including extensive hand-to-hand combat education. He may reduce the difficulty of actions to dodge attacks, catch thrown weapons, and strike in melee by one level.
Military / United States (w): when he joined the Navy, Wet Down was given the standard treatment during his initial training, as well as during his SEAL education. As such, he knows military protocols and the laws of the sea like the back of his hands, and has numerous Military contacts.
Skill / Harpoon Guns (a): since his vocation limits the use of standard firearms, Wet Down has acquired the skills necessary to utilize a harpoon gun, either above or under the sea! Wet Down can fire harpoon guns at one difficulty level lower than is normally required.
Underwater Combat (a): an essential part of Wet Down's SEAL training, this talent represents his ability to fight effectively under the waves. Whether he fights in melee or with some kind of ranged weapon underwater, Wet Down can attempt applicable card play without penalty.
Contacts:
A member of the GI Joe team, albeit a newer one, Wet Down can easily acquire aid from that team should he need it. After all, any time a man with his skills needs help, it's normally while he's on a mission. The Joes don't slack off in the teamwork department, you know!
Calling:
Adventurer, with a secondary calling of Soldier: Wet Down loves his job, mostly because he gets to hit the waves and blow things up, though he takes both very seriously. The problem is that the man's constantly looking for excitement, which frequently gets him into trouble.
Costume:
Wet Down's field uniform primarily consists of a black wet suit, one with a large gray block in the center, a patch of color that moves down from his shoulders to the insides of his legs, down to his gray boots. He complements this suit with a gray pair of gloves and a gray belt.
Personality:
Daniel is in love with adventure and excitement. He also has a deep-seated love for all things aquatic, which makes it easy to see how he wound up in the Navy. Of course, he's also a persistent patriot, and quite the action addict; he can barely sit still for more than a minute!

Story:
Wet Down grew up near the Naval grounds in Norfolk, Virginia, and followed in the footsteps of Shipwreck, after a fashion. You see, he was always checking things out there, even sneaking onto the base just to get a better look at the ships that came and went!
His sense of adventure didn't get him in trouble, though; he never got caught in his innocent trespasses. He so loved all things Navy that, immediately after graduating from high school, Wet Down enlisted before his recruiter could even finish telling him how good his deal was.
Naturally, Wet Down excelled during his initial training, and qualified to enter the BUD/S (Basic Underwater Demolitions / SEAL program). He then did so well at that that he became the youngest SEAL in the Navy, a situation that naturally attracted the Joe team's recruiters.
They're always seeking out the best of the best, after all, and it looked like Wet Down could become that - with some experience. To this end, the Joes put him in charge of several amphibious assault operations, and thanks to his training and zeal for action, he succeeded in each endeavor.
Quite well. So much so, in fact, that he's been welcomed into the ranks of the Joe team in spirit as well as in fact, and he often works with Shipwreck, Wet Suit, and Torpedo (who likely was responsible for some of his training) when GI Joe has to perpetrate some Naval nastiness!
