the Mantis
The Mantis is a tiny submarine, a one-person craft that's just large enough to fit its pilot. It can scoot along beneath the waves, making quick work of GI Joe ships both large and small - save for their own submarines, like the SHARC. The Mantis has these capabilities:

Communications Gear: the Mantis is equipped with a powerful Cobra radio system that benefits from large dual antennas. This equipment provides the Mantis' operator rank value 10 communications power (with a 25 mile range) that features rank value 20 signal encryption.
Environmental Independence: the Mantis has an extended air supply handy, in the event that its operator needs to stay submerged for a longer than planned duration. It can hold up to four days worth of breathable air, providing this ability (for breathing) at rank value 100.
Manipulators: allowing the Mantis' operator to handle objects without leaving the craft, these front-mounted units act as surrogate arms. While they can't be used to strike, they can move up to four hundred pounds of matter, or grip it with rank value 10 ability.
Periscope: mounted on top of the Mantis is this simple, yet effective device. It allows the submarine's occupant to see with partial Circular Vision. Of course, while the operator can see in 360 degrees, he or she can't see in all 360 of them at once!
Spotlights: the Mantis features three powerful light sources. The first is on an articulated mount near the cockpit, while the other two are mounted on the vehicle's rear fins. Each produces illumination of rank value 20 intensity, raised +1 RS if all three illuminate one thing.
Torpedo Launcher: the Mantis has a front-mounted torpedo launcher despite its small size. Mounted just to the left of the cockpit's center, this launcher can be fired only once, the projectile it hurls at its pilot's foes behaving per the following:
