As are the vast majority of his fellow GI Joes, Hollow Point is but a normal human, and lacks special powers of any variety. However, the man does have access to a wide variety of bleeding-edge military equipment, so he could technically be considered a high tech hero.

Knife: when firearm usage would be too conspicuous, Hollow Point often dispatches his opponents with a serrated blade. Made from m.v. 40 materials, Hollow Point can use this knife to either cut through items of up to like m.v., or to inflict Slashing damage in melee.
the Locust: Hollow Point's pride and joy, this BTR vehicle is a small, one-man helicopter that can be transformed in the field (with just a bit of elbow grease) into a swamp buggy! This versatile high tech ride is described in its own vehicular entry.
Sidearm: Joes rarely go unarmed, and Hollow Point is no exception to this rule. He always has access to this backup piece on the job, with which he can inflict rank value 6 Piercing damage when firing one shot, or rank value 10 Piercing damage when firing a three-round burst.
Quirks:
Natural Talent / Repair and Tinkering: even without any formal training, Hollow Point demonstrated an uncanny knack for the maintenance of mechanical objects, firearms in particular. Whenever attempting to fix or modify such things, he should do so at a +1 RS.
Skills:
Guns: you can't get through Basic training without learning how to operate a firearm. Hollow Point has a 'way' with such devices, and can readily apply a +1 RS to his Coordination when firing any standard, semi-automatic, or fully automatic rifles or pistols.
Martial Arts style B: whether armed or otherwise, Hollow Point is always ready to defend himself. When engaged in unarmed combat, Hollow Point may add a +1 RS to any attempt to punch, kick, bite, or otherwise attack a foe in melee - he's ready to do what it takes to win!
Military / United States: the source of all his training and equipment, this skill serves as an origin of sorts for Hollow Point. Thanks to his time in the military, Hollow Point knows the SOP like the back of his hand, and can readily lead soldiers into battle when necessary.
Piloting: a more recent acquisition, this skill represents Hollow Point's ability to operate aerial vehicles. While he specializes in helicopters, the man can conceivably fly fixed-wing aircraft as well, and should receive a +1 RS to Handling ACTIONs attempted while operating either.
Contacts:
Hollow Point has had a long military career, and as such, has numerous military friends and colleagues he can consider reliable contacts. Of course, he's also a member of the GI Joe team, and can readily acquire help from his fellow Joes in most matters, should he but ask.
Costume:
Hollow Point's GI Joe field uniform is comprised of a grass green vest over a dark blue, long-sleeved shirt, grass green trousers, dark blue gloves under tan wrist guards, grass green boots under tan shin guards, a grass green leather belt, and a red 'GI Joe' baseball cap.
Personality:
While many of the Joes are cool under pressure, Max takes this to an entirely new level. The man rarely gets unnerved or overly excited about anything, if ever, no matter how tricky the situation might be - or, you know, just how much danger he's actually in.

Story:
A Quitman, Arkansas native, Hollow Point was born as Max Corey. That was before he joined the Marines, where he demonstrated a preternatural talent for the handling and maintenance of firearm. Some people have that knack, and Corey is one such individual.
Hollow Point proved himself during a long military career, having earned the rank of Sergeant and even taught the Range Officer Course at Quantico during his extended enlistment. Of course, nothing lasts forever, and Hollow Point eventually retired from the military.
Getting a cozy job at a local safari park afterwards, Hollow Point was forced into action again when a group of lions escaped their enclosure one one fateful day. Using all of his skills, Hollow Point took the lions down without undue injury to them, saving several children in the process.
This highly publicized event made Duke aware of Hollow Point and his capabilities, and he subsequently recruited the man for GI Joe. Making use of his natural skills, the Joes put Hollow Point to work educating them on the capabilities of new weapons as they become available.
Even the Joes need briefed on the latest tools when they're first invented, after all.
Not that Hollow Point only serves in an administrative role, oh no. When the going gets tough, he's more than happy to snap on his gear and leap into action. Hollow Point most often does this with a specialized BTR vehicle that has two modes: it's a helicopter and a swamp buggy!
He can often be seen in the field doing aerial recon for his fellow Joes, and then mixing it up against Cobra thugs directly once he's pinpointed their positions and numbers. Presumably, Hollow Point serves the Joes in this fashion to this very day!
2018 Variations
Equipment:
.50 cal Sniper Rifle: as a firearms specialist, Hollow Point more than knows how to utilize this devastating weapon at extreme distances. Its projectiles are so large that each round can inflict rank value 20 Piercing damage, and it has a maximum range of over one mile!
Assault Rifle: when he must fight closer to his foes, Hollow Point may fire one round from this weapon to inflict rank value 6 Piercing damage, a three-round burst to inflict rank value 10 Piercing damage, or fire it continuously to inflict rank value 20 Piercing damage.
Additionally, it features an underslung shotgun which can fire birdshot to inflict rank value 6 Piercing damage to everything in a thirty degree arc, buckshot to inflict rank value 10 Piercing damage to adjacent targets, or slugs to inflict rank value 20 Piercing damage to a single target.
Costume:
Hollow Point's second GI Joe uniform is similar to his first, and includes a green vest over a long sleeved, black shirt, green trousers and knee pads, a green leather belt, brown leather boots, black leather gloves, tan wrist guards and vest pouches, and a red 'GI Joe' baseball cap.
