Origin:
General Rey is the clone of a super soldier. His DNA is a perfect match for that of Serpentor, the artificial life form Doctor Mindbender constructed from the genetic remnants of history's greatest conquerors. He seems to at least subconsciously possess his forebear's memories, too.
Known Powers:
None. Though he was a clone of Serpentor, General Rey did not seem to have the sensory and mind link that Serpentor and the other clones of Doctor Mindbender had. This may be a side effect of the intense brainwashing that Mindbender and Crystal Ball used to create his personality.

Equipment:
Body Armor: the General wears partial combat armor at all times, including a helmet, chest plate, shoulder pads, and more. This combines to offer him Good (10) protection against physical attacks of all stripes, whether of the shooting, slashing, or smashing sort.
Knife: General Rey always carries a long blade on his person - he even cut Major Bludd's hand off with it! Made from Incredible (40) m.s. materials, this knife can cut through items of up to like m.s., or be used to inflict Edged Attack damage in melee!
Sidearms: the General carries a few hand cannons on him into battle; he saves the heavier ordnance for his subordinates. He can fire one round from these weapons to inflict Typical (6) Shooting damage, or a semi-automatic burst of such to inflict Good (10) Shooting damage.
Quirks:
Multiple Personality: Rey is a clone of Serpentor. Clones of that artificial life form tend to retain Serpentor's memories and consciousness - which is in and of itself a dozen personalities, due to its curious nature. However, Rey is a different personality entirely.
The dominant mind in his psyche, Rey was created by Doctor Mindbender and Crystal Ball through months of experimentation, psychotherapy, and sessions in the Brain-Wave Scanner. This has mostly put the other personalities to rest, though they 'leak out' from time to time.
Talents:
Guns: a skill Rey has perfected over the years, he can competently wield most modern firearms with ease. Whether he's toting a standard, semi-automatic, or fully automatic rifle or pistol, Rey may do so at his Agility score +1 CS.
Leadership: though he's a competent combatant, General Rey truly excels at leading others - whether into battle or in other aspects of life. When he's leading a body of men, Rey's efforts add one hundred points to the Karma pool he shares with them, if applicable.
Martial Arts type B: everybody learns how to fight unarmed in the military, though Rey was taught advanced combat techniques through the auspices of his creators' programming efforts. This allows him a +1 CS to his Fighting on all unarmed melee strikes.
Military / United States: the Jugglers, once they got their hands on him, made sure that Rey was a proper member of the United States Army - by arranging his training personally. This makes him intimately aware of the SOP, and makes him rarely question orders from above.
Contacts:
General Rey is a member of the GI Joe team, though he's not necessarily in good standing. The Joe high-ups know of his origins and the potential threat he represents, but have taken that in stride due to the extremes with which he's fought against Cobra in the past.
Costume:
General Rey's field uniform consists of a brown camouflage shirt beneath gray chest and shoulder plates, brown trousers, gray boots, gray knee and wrist pads, gray gloves, and a gray helmet with a red visor attached that covers his eyes and his nose.
Personality:
Philip is a very willful man, likely due to his unique heritage subtly influencing his every thought. He is proud and confident, and does not let considerations such as 'doubt' or 'fear' enter his mind, even if the situation genuinely recommends it.

Story:
The single greatest creation of Doctor Mindbender was Serpentor, an artificial human literally built from the DNA of the worlds' greatest conquerors throughout history (and with Storm Shadow's for good measure). But why stop at just one of him?
After the rousing success of Serpentor, Doctor Mindbender cloned his composite creation - this time, to perform Science upon it. The evil Doctor performed a variety of physical and mental modifications on the cloned artificial life form, aided by the diabolical Crystal Ball.
When he was done, Doctor Mindbender had created a sort of secret weapon, to be used against either GI Joe or Cobra, should the need arise. He would not know of his origins and past, and was mentally programmed to be easily controllable with several prepared code words.
Once this work was complete, the Doctor sold the clone of his greatest work to the Jugglers, a secret cabal of United States generals who acted to guide military policy - both overtly and covertly. They saw this clone as a great tool to use against their enemies.
They activated him when the time was right, and inserted him into the military as a general himself. Taking the name of General Philip Rey, this clone quickly fell into the role provided him by the Jugglers, and thanks to his programming assumed it was his real identity!
This allowed him to quickly make a name for himself, even if nobody knew who he was previously or where he came from. Thus, the Jugglers made Rey leader of the GI Joe team when Hawk was shot by Zartan (then disguised as Cobra Commander) and paralyzed from the waist down.
Rey, drawing on his programmed military experience, as well as subconscious knowledge he had as a Serpentor clone, inflicted considerable damage to the Cobra organization, possibly egged on by hypnotic commands all the while (since his actions benefited the Commander).
Soon the Joes were deactivated, after Rey led them in a successful campaign against the Red Shadows. When this occurred, he entered conventional military service, only to resurface a year or so later as the leader of the treasonous Phoenix Guard.
This group, formed by Cobra Commander (while posing as a high-ranking government official), was assigned to deal with the GI Joe team, which the Commander stated has gone 'rogue'. Rey bought this hook, line and sinker - again due to the hypnotic controls that limited his mind.
Rey attacked the Joes with his Phoenix Guard unquestioningly, though it quickly became apparent that his subordinates were sociopathic. They all turned out to be disguised Cobra operatives, and Rey eventually turned on them to save the Joes, after realizing he'd been duped!
After this, Rey decided to question his actions, and lack of doubts revolving around them. This led him to ultimately realize his origins, after it turned out that his psychiatrist was none other than Crystal Ball, who was ready to bring his nature as 'Serpentor' to the fore!
Rey managed to avoid this, with a little help from Duke, upon realizing that he'd come to enjoy being Rey and the things he'd accomplished in this identity. Thus, he chose to stay as Rey - and not Serpentor! While Duke was wary of this, he decided to let Rey be for the time being.
Making his own way in the world at long last, now that he understood who and what he really was, Rey went on to prove himself as an exemplary soldier, even helping the GI Joe team to save the world from Cobra's depredations during World War III!
Presumably, with the GI Joe team once again being in a fully activated state, General Rey has rejoined them once more. Even if there's a few sour grapes between him and some of the Joes that were in the Rock during his attack on it with the Phoenix Guard!
