While he's an almost legendary figure in Russian military circles, Iron Bear is but a normal human, lacking special powers of any type. However, he has decades of experience combating terrorism around the world, and considerable military support in the waging of such combat.
Limitations / Enhancements:
Baton: more ceremonial than anything else, this silver-tipped wooden stick is about a foot long. Though it could be used as a weapon, Iron Bear would likely break it when doing so, which is why he mostly uses it as a prop while going about his duties as a General.
Knife: a must for any serious combatant, Iron Bear carries a blade at all times. His knife is made from Remarkable (30) m.s. materials, and can be used to either cut through items of up to the same m.s., given enough time, or to inflict Edged Attack damage in melee.
Machine Gun: Iron Bear prefers an automatic rifle with a large ammo drum, which can discharge one round to inflict Typical (6) Shooting damage, a short burst of such to inflict Good (10) Shooting damage, or be fired continuously to inflict Excellent (20) Shooting damage.
Makarov PM Pistol: in the event that his other weaponry is impractical or unavailable, Iron Bear keeps this firearm in a handy hip holster. It can discharge one round to inflict Typical (6) Shooting damage, raised to Good (10) Shooting damage when firing a short burst of lead.
Detective / Espionage: having worked for decades thoughout the intelligence community, Iron Bear knows where all the bodies are buried. Everywhere. He gains a +1 CS bonus on efforts to dig up information and secrets that he doesn't already know, as well.
Guns: Iron Bear naturally knows his way around most firearms, whether built by a Warsaw Pact nation or anyone else. When firing a standard, semi-automatic, or fully automatic rifle or pistol, the General may do so as though his Agility was +1 CS higher than is listed above.
Languages / English and Russian: though a native of St. Petersburg, Iron Bear has mastered English in addition to his mother tongue. He may fluently read, write, and speak in either of these languages, an ability that has served him well as a Russian soldier.
Leadership 2: while many Russian officers are in it for personal glory or advancement, Iron Bear actually cares about his country and those who serve it. Any group he commands should benefit from a 200 point addition to their Karma pool while following his lead.
Martial Arts type B: though he's a competent marksman, Iron Bear can easily defend himself without weapons - he is ready to fight anywhere, at any time. Whether punching, kicking, or even biting an opponent, Iron Bear may do so at a +1 CS to his listed Fighting rank.
Military / USSR: the source of all his marketable skills, Iron Bear can thank the Soviet army for his incredible aptitudes. He can easily fight in most modern combat units, and knows the ins and outs of his land's current command structure and procedures well.
Tactics: the General is quite the tactician, and has a habit of thinking ten moves ahead in most any combat situation, mulling outcomes and potentials from moment to moment. Any group following a prepared plan of Iron Bear's receives a +1 CS to FEATs made while doing so.
The brains behind the Oktober Guard, Iron Bear can readily rely upon all of his hand-picked subordinates for assistance in almost any matter imaginable. Furthermore, as a General in the Russian military, he has countless contacts in armed forces scattered around the world.
Iron Bear's field uniform is comprised of a tan jacket worn over a white turtleneck sweater, tan trousers, black leather boots and gloves, a black leather belt, a black sidearm holster, a black equipment pouch, black knee pads, orange arm bands, and a decorated tan General's cover.
You don't stay alive after decades of espionage and military conflict without being smart, tough, and more than a little paranoid. Iron Bear is all of these things, and a true patriot as well, which is why he's often the target of so many assassins, both foreign and domestic!

Iron Bear is an old warhorse in the Russian military. The veteran of countless conflicts, counterintelligence operations, and antiterrorism activities, Iron Bear earned the rank of General in the former Soviet army, and was recognized for his unique capabilities.
With the United States building out a top secret team of elite operators, the leaders of the Soviet military gave Iron Bear carte blanche to forge a counterbalance. This team, meant to further the homeland's agenda both at home and abroad, became known as the Oktober Guard.
While the American military produced a team with the best men and women amongst its ranks, and apparently had an entire engineering division working on its endless arsenal of prototype combat vehicles, the Oktober Guard remained a small, elite group using conventional technology.
Though his Oktober Guard was definitely smaller than GI Joe, not to mention drastically cheaper to operate, Iron Bear's fighting men and women were primarily deployed to knock out terrorist threats around the world, though they occasionally 'nudged' other governments here and there.
While Iron Bear is almost never directly involved with the Oktober Guard's field missions, he does occasionally step in when such actions are warranted. He has thus made himself a large target, both for terrorists holding a grudge and fellow officers who see him as a stepping stone.
But again, there's a reason that Iron Bear has survived living the life he leads for so long. It's the same reason that his Oktober Guard has been so frighteningly effective over the years. With his skill, experience, and sheer gumption, he's unlikely to be laid low any time soon.
Whether in a stand-up fight or due to the actions of an assassin. And, every time someone fails to take him down, Iron Bear takes another souvenir for his personal War Museum: a collection of mementos from both historical and personal battles that mean the most to him!
