Derek Shiningstar (deceased)
As are most members of the Central Intelligence Agency, Derek Shiningstar is a normal human, lacking ascendant abilities of any variety. However he is rather intelligent, and (naturally) has his CIA training to back him up in most every situation.
Hindrances / Augmentations:
Semi-automatic Pistol (a): standard issue really, this 9mm hand cannon has served Derek well over the years. Derek can fire this weapon to inflict his Agility +4 damage in a single shot, raised to his Agility +5 damage in a semi-automatic spread.
Boxing (s): an essential part of Derek's intelligence training has taught him how to defend himself without a weapon - not that he needed much help. He may divide his pre-cardplay action score between two unarmed melee attacks, the last of which occurs as a contingent action.
Detective / Espionage (i): his main occupational skill, Derek is well versed in information gathering techniques. Whether he's surveilling a target, digging up dirt on them from the locals, or even researching public data, Derek may do so at a reduced difficulty level.
Guns (a): once he'd signed up for government work back in the day, Derek was naturally trained in the use of most conventional firearms. Whether he's wielding a standard, semi-automatic or fully automatic rifle or pistol, Derek may do so at a reduced difficulty.
Law Enforcement (w): as a member of the CIA, Derek can engage in officially sanctioned actions in the name of the United States government. These are not true 'law enforcement' actions so much as activities meant to gather intelligence for the United States abroad.
As a member of the CIA, Derek can reasonably rely upon his associates for assistance should he need it on a mission - unless it suits them to 'disavow' him. He was on particularly good terms with both Emmett and Eugene Proudhawk, as well.
Greed, with a secondary calling of World Domination: Derek Shiningstar was apparently overcome with the prospect of personal power upon the beginning of the paranormal age, and wanted a secure foothold into the power such beings represented - all for his own benefit.
Whether he was on an active mission for the CIA or not, Derek usually wore the same outfit in public, unless he was 'under cover'. This consisted of a black suit jacket over a white, collared shirt, a black tie, black trousers and a pair of black leather shoes.
Derek's kind of a jerk. He chose to sell out his own best friend and fellow agent in order to profit from his work, and has continued to work against the interests of his own country for personal gain ever since he discovered Emmett's list of psionic paranormals.

Derek Shiningstar grew up on the same reservation that Emmett and Eugene Proudhawk did. Derek originally took a beating from Emmett when he tried to steal his grandmother's car, but soon after that the two youngsters - along with Eugene - grew to be close friends.
Derek and the two Shiningstar brothers did everything together as youths, and though Eugene decided to stay on the reservation to preserve the tribe's ways, Emmett and Derek joined government service together, eventually winding up in the Central Intelligence Agency.
The two engaged in all manner of covert operations for the government during that time, some on their own and others together. One operation that Emmett engaged in alone was an investigation into American youths with a high ESP quotient - as a counter to similar, Soviet work.
Over time, Emmett had produced a list of eight very high candidates for such ability, youths who seemed to possess a talent greater than mere ESP tests would indicate. Before he could do anything with this list, however, the White Event occurred... and everything changed.
Thanks to this phenomenon, the eight youths on Emmett's list increased in power dramatically, manifesting obvious and fantastic abilities. While Emmett tried to decide how to handle this, Derek took advantage of the situation and made off with Emmett's list.
His goal was to seize some of these youths for his own sinister use, as some sort of power play. He started by faking the death of Thomas Boyd, and brought him into his own employ on the side. Finding this odd, Emmett did some digging and found out he'd been had.
He never said if he knew that Derek had sold him out, but Emmett went rogue shortly thereafter, trying to round up the surviving teens on his ESP list, since another - Joan Grant - had died as well. Assuming Emmett would fail, Derek focused on his work with Boyd.
Emmett was indeed killed by KGB operatives soon enough, but five of the youths on his list had been united and left in 'hiding' in the San Francisco Sanctuary. Deciding to tie up loose ends, he sent Boyd, once he'd been trained, after them - to either capture or kill them.
Thomas failed on his first attempt, and rebelled on his second, once Derek's other goons made him realize that Derek considered him expendable as well. After this, Derek attempted to have Emmett's apparently paranormal cousin Michael deal with these kids as well, but failed in this too.
Eventually, Derek's actions came to light, and his superiors censured him for months. Upon the end of his punishment, Derek immediately resumed his work in trying to capture or eliminate Proudhawk's paranormal misfits, but his mission came to an untimely end rather abruptly.
This was because, as he reviewed the information about the Proudhawk paranormals in his office, Derek was ambushed by the insane paranormal Rodstvow, who had teleported into the CIA headquarters unannounced. Derek pulled a gun on Rodstvow, instantly sealing his fate.
Rodstvow first blasted the man's gun hand into atoms, and then killed him slowly.
