Emmett is a paranormal, a sort of altered human who gained his powers during the White Event, an incident that set the New Universe apart from standard reality. His powers are psionic in nature, allowing him to easily outmaneuver most mere humans.
Known Powers:
Natural Psionics (Psipathic Powers):
Crowd Control (a): Emmett can use this power on several people at once; usually anyone within Very Near distance of his person. He can do so with rank value 20 ability - though particularly strong willed people can shrug off Emmett's area effect mind control.
Mind Control (t): Emmett usually wields this lesser form of mental control, as he has a much easier time of concentrating on one person at a time, which he may do with rank value 40 power. Very few people can resist this overwhelming psionic power, unless Emmett is fatigued.
Mesmerism (s): Emmett has the ability to hypnotize people per the normal talent, though his prowess is much greater than any psychologist. He can put people in a trance, and program future actions and insert suggestions into their minds, with rank value 75 skill.
Telepathy (a): while not as impressive a telepath as Wayne Tucker, Emmett is a competent psi in his own right, and can achieve mind to mind communication with other sentient beings quite easily. He can manage this with rank value 30 talent.
Psi Bolt (a): Emmett can also attack the mind of another directly, inflicting rank value 40 Karmic damage with each deadly assault. He can accomplish this by focusing the entirety of his willpower into one staggering strike of painful psionic energies.

Sidearm: standard issue really, this 9mm hand cannon has served Emmett well over the years. He can fire this weapon to inflict rank value 6 Piercing damage in a single shot, raised to rank value 10 Piercing damage in a semi-automatic spread.
Quirks:
Vow: Emmett had vowed to protect the youths he'd inadvertently endangered with his very life, if necessary (and, in the end, that's just what he did.) He suffers a -2 RS to resist the need to respond to any threats posed to his psionic charges, should he wish to.
Skills:
Detective / Espionage: Emmett is an operative for the CIA, until his list of psionic youths was sold by Derek Shiningstar, his partner (though he may not have known just who was behind this). As such, he's rather good at subterfuge and information gathering.
Guns: once he'd signed up for government work back in the day, Emmett was naturally trained in the use of most conventional firearms. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, Emmett may do so at his Coordination +1 RS.
Law Enforcement: as a member of the CIA, Emmett can engage in officially sanctioned actions in the name of the United States government. These are not true 'law enforcement' activities so much as activities meant to gather intelligence for the United States abroad.
Martial Arts style A, B, and E Emmett's good in a scrap. He gains a +1 to initiative and a +1 RS to hit in unarmed combat, and can inflict Pound or Concuss results regardless of his foe's comparative Brawn or Fortitude scores.
Contacts:
Were he still alive, Emmett might be able to rely on the original members of Psi-Force for aid, if they weren't still mad at him for forcing them together in the first place. He could also rely on his brother Eugene for help, if he were at all available.
Costume:
Emmett Proudhawk has no costume to speak for. He often wore a black suit jacket over a white collared shirt, a black tie, black trousers, and black leather shoes while on the job, but began wearing casual wear once he went 'rogue' from the CIA.
Personality:
Emmett was a driven man, one who decided to make right the wrongs perpetrated by his government. He went out of his way to make sure that he did all he could to protect the youths endangered by the publication of his List, and even died to save them.

Story:
In his youth, Emmett Proudhawk aspired to greatness. He wanted to be a part of what was right in the world, and wanted to enter government service, on the side of the Law. With his childhood friend Derek Shiningstar, he went to Washington DC and applied for a position in the FBI.
With hard work, the two made it into the long arm of the Law, and eventually joined the CIA. Emmett and Derek became partners, and worked on various cases that were ... unusual. In fact, Emmett and Derek were assigned to a particularly strange detail concerning paranormal abilities.
The two were to compile a list of potential super-humans, and started by scouring America for the names of people who scored particularly high on ESP tests. Emmett was about to turn his list of eight teenagers who scored highest on these tests in to his superiors when it happened.
The White Event.
After this astronomical phenomena struck the earth, several people began to develop paranormal powers, and those on Emmett's list were no exception. Unfortunately, Emmett's partner had gone bad and sold his list to several foreign governments and corporate interests.
After he found out this had happened, Emmett went out and tried to collect the children on that list, though he didn't get to all of them. One disappeared without a trace, and two were supposedly killed. Emmett had managed to find four of them, and hid them in the Sanctuary.
A home for runaway children in San Francisco, Sanctuary is run by an old friend of Emmett's, Colby Shaw. Herself the ex-wife of another CIA operative, the Skipper, she was dedicated to helping out homeless kids. As such, she couldn't help but help Emmett's charges.
The last youth on his list was being held at the Siberian Project, a Soviet agency dedicated to developing and exploiting paranormal abilities. Using his own, newly developed psionic powers, Emmett managed to get into Russia to save Anastasia Inyushin, the girl with healing powers.
Emmett took her back to the Sanctuary, and introduced her to the other four people that were to be members of his Psi-Force: Wayne Tucker, a telepath like himself, Tyrone Jessup, a teen that could 'astrally project', Michael Crawley, who was a psychokinetic, and Kathy Ling, a telekinetic.
Guided by a vision he had as a youth, Emmett began to train the children how to concentrate their essences into a being of singular power. However, Anastasia thought that the others didn't like her, and that she was a danger to them, so she left the Sanctuary.
She turned herself into the KGB, who came to pick her up. The rest of Emmett's charges showed up to rescue her, but they were cornered by lots and lots of Soviet gunmen. Their leader, the Soviet paranormal known as Mindwolf, then attacked Emmett when he tried to save the kids.
Their psionic duel was a tough one, but in the end, Mindwolf won, and he killed Emmett. However, the psionic teenagers managed to do what he had trained them to do, and they formed the Psi-Hawk for the very first time, using it to beat their KGB opponents and Mindwolf.
After all this mess, these teens (and several others) went on to form the paranormal group known as Psi-Force (though they never called themselves that). This group was rather successful in the long run, though it took them a little while to warm up to each other.
