Origin:

Unlike most members of the Central Intelligence Agency, Michael is a paranormal, possessed of impressive powers thanks to the alien energies of the White Event. Michael's powers are psionic in nature, and quite similar to those of his deceased cousin, Emmett.

Known Powers:

Natural Psionics (Psipathic Powers):

Telepathy (a): a power similar to his cousin Emmett's, Michael has the ability to achieve direct contact with another person's mind, and thus communicate with them telepathically. He can do this with Remarkable (30) ability.

Crowd Control (a): instead of just talking, Michael can instead broadcast his will at others, forcing them to do his bidding. This is also a Remarkable (30) ranked power, meaning that only the strongest willed people can actually resist his desires.

Natural Psionics (Superpsi Powers):

Energy Doubles (t): this peculiar superpsi talent allows Michael to generate a strange, otherworldly entity which is under his direct control. This singular being manifests as a large, winged man in a tribal 'hawk' costume, with a 'fire bird' emblem on its chest.

This being has wings, which allow for Poor (4) flight (60 miles per hour), and is wreathed in flames of Remarkable (30) intensity, which it can fling as powerful blasts or maintain as an offensive aura. It has ability scores equal to this power rank (Remarkable (30)).

Equipment:

Sidearm: standard issue really, this 9mm hand cannon has served Michael well over the years. He can discharge one round from this weapon, inflicting Typical (6) Shooting damage, raised to Good (10) Shooting damage in a semi-automatic spread.

Talents:

Detective / Espionage: his main occupational skill, Michael is well versed in information gathering techniques. Whether he's surveilling a target, digging up dirt on them from the locals, or even researching public data, Michael may do so at a +1 CS.

Guns: once he'd signed up for government work back in the day, Michael was naturally trained in the use of most conventional firearms. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, Michael may do so at his Agility +1 CS.

Languages / Dari and English: Michael has been working abroad for the CIA for years, mainly in Afghanistan. He seemed to know the Dari language, having worked extensively with the Mujahedin, and can speak both of these languages with ease.

Law Enforcement: as a member of the CIA, Michael can engage in officially sanctioned actions in the name of the United States government. These are not true 'law enforcement' actions so much as activities meant to gather intelligence for the United States abroad.

Martial Arts type B: an essential part of Michael's intelligence training has taught him how to defend himself without a weapon - not that he needed much help in that regard. He may attempt any unarmed melee strike (punches, kicks, etc...) at his Fighting score +1 CS.

Contacts:

As a member of the CIA, Michael can reasonably rely upon his associates for assistance should he need it on a mission - unless it suits them to 'disavow' him. He was on particularly good terms with both Emmett and Eugene Proudhawk, his cousins, as well.

Costume:

Whether he was on an active mission for the CIA or not, Michael usually wore the same outfit in public, unless he was 'under cover'. This consisted of a black suit jacket over a white, collared shirt, a black tie, black trousers and a pair of black leather shoes.

Personality:

Michael is confident and self-assured, whether or not he's bringing his formidable psionic powers to bear. He seems willing to do rather unsavory things in the name of Democracy, as long as he's ordered to do so by his superiors - even investigating his own cousin, Emmett!

Story:

Very little has been revealed about the background of Michael Proudhawk. It is known that he seemed on relatively good terms with his cousins, Emmett and Eugene, as he followed the former into government service when he left the reservation with his good friend Derek Shiningstar.

Like his cousin, Michael eventually wound up working for the Central Intelligence Agency, which saw him performing various actions abroad in the name of the national interest. Most of these seem to be centered in Afghanistan, working alongside the Mujahedin rebels there.

During one such operation, Michael was recalled back to the States, having been told that his cousin Emmett had gone rogue. Arriving in San Francisco to investigate (his cousin having long since been killed by a paranormal KGB operative), Michael went to work.

Having his underlings stage an abduction of the five teens Emmett had died protecting, Michael then approached them in their Sanctuary home, attempting to convince them to join government service with him. When they grew skeptical, he turned his mind control abilities on the teens.

They caught wind of this in time, thanks to their own telepath, and Michael decided to beat some sense into them - doing so by manifesting a flaming, spectral entity over his head. The teens did the same, pooling their powers and psyches into the formation of the Psi-Hawk!

The two winged, bird-themed manifestations then did battle over the streets of San Francisco, a fight that ultimately went against Michael. His defeat left him comatose, his mind seemingly blanked much like had happened to the Mindwolf, another foe of the Psi-Hawk, months ago.

Whether or not Michael will ever recover from this psychic drubbing has yet to be revealed.
