Sedara is a paranormal, a sort of altered human who gained her powers during the White Event, an incident that set her world apart from our more conventional reality. Her powers are psionic in nature, and surprisingly offensive in function.
Natural Psionics (Psimotive Powers):
Portal (a): a variant of the standard version of the power, Sedara can use this art to make portals to any location she's ever been to, with Incredible (40) ability. This power isn't limited by the standard teleportational ranges at all.
Interestingly, if a telepath shares a location they have in mind with Sedara, she can also make a portal to that location, as well. She attempts the power FEAT to accomplish this at a -2 CS, but this advantage extends Sedara's already potent range considerably.
Dimensional Displacement (a): Sedara also has a specialized form of this art that allows her to produce two-dimensional 'blades' of energy, blades that she can use to inflict Incredible (40) Armor Ignoring Edged Attack damage with each extremely lethal strike.
Limitations / Enhancements:
Sedara typically carries several pistols and knives on her person at all times. She has that offensive Dimensional Displacement ability, but she carries these things on her person just in case her powers fail her. You never know, after all.
Computers: recruited into the Medusa Web by Psi-Force, Sedara has presumably gained their basic training package, which includes the ability to use and program computers. Sedara may attempt FEATs in this area of knowledge at +1 CS.
Detective / Espionage: Sedara also picked up this skill after hooking up with Psi-Force and the Medusa Web. It details her training in surveillance techniques, spotting minor details about a subject, and of course, detecting whether or not she's being followed.
Guns: a skill gained during her time as a Mujahedin rebel, this talent demonstrates Sedara's ability to use most firearms with remarkable skill. In fact, she makes attacks with such weapons as though her Agility was +1 CS higher than is listed above.
Languages / Dari and English: out of necessity, Sedara has learned to speak English in addition to her native tongue. This was so that she could communicate with the American mercenaries that were aiding the Mujahedin efforts.
Survival: Sedara can also scrounge up food and water if she should need to, as long as something is reasonably available - any foraging FEATs should be attempted at +1 CS to the applicable ability score, no matter how severe her surroundings may be.
Military: though she grew up in a paramilitary environment, Sedara didn't receive proper military training until she hooked up with the Medusa Web, such as deciphering military plans, leading a body of troops, and otherwise functioning in a militaristic setting (like the Medusa Web).
Skill / Knives: an experienced freedom fighter, Sedara knows how to use a knife with competence; after all, what else do you have when you've run out of bullets? She may attempt FEATs with a knife as if her Fighting was +1 CS higher than is listed above.
As a member of Psi-Force, Sedara can probably rely on any team member for whatever help she could need. The Medusa Web should also be considered a reliable contact, as they went to great lengths to recruit the Psi-Force, and would not like to lose them.
While active with Psi-Force, Sedara usually didn't wear a specific uniform to speak of, but usually sticks to a common theme. Said theme includes a pair of black pants, a black leather jacket with stylized red hawk on front, a black hood, and gray gloves.
Little is truly known about the personality of the Afghan rebel known as Sedara Bakut. However, she was shown to be a rather brave and honorable warrior, fighting for what she believed in no matter how rough the battle before her may be.

Sedara Bakut was a member of the Mujahedin freedom fighters, a small army dedicated to removing the Soviets that had conquered their land from it. She fought with them for several years, at a very young age, watching most of her relatives die, one by one.
She was present on a fateful mission to destroy a Soviet arms shipment to Iran, when it was ambushed -- a traitor in their camp had revealed the group's plan. Most of the freedom fighters died, but Sedara managed to transport the survivors to safety.
Later, she returned to the Soviet base holding the arms in order to learn who the traitor was, when she encountered Psi-Force. They were also there to destroy those arms, as well as to recruit Sedara into Psi-Force on the behalf of the Medusa Web, if possible.
Sedara joined up with the vigilantes, helping them destroy the place, and took them back to their camp, where Psi-Force helped to identify the traitor in their group: Sedara's own father. After killing him, Sedara decided she'd had enough of war, and left the country with Psi-Force.
Sedara remained with Psi-Force for some time afterward, helping them to make the world a better place, and furthering the Medusa Web's goals.
