Serge Vladimiroff is a normal human in a world suddenly overrun by paranormal beings. He lacks special powers of any variety, but has the powerful backing of the Soviet intelligence machine, as well as his KGB training to get him through a fight.

Sidearm: standard issue really, Serge carries a firearm with him at all times. He can discharge one round from this weapon, inflicting Typical (6) Shooting damage, raised to Good (10) Shooting damage in a semi-automatic hail of lead.
Quirks:
Benefactor: the KGB is the prime mover in Serge's life, and they give him the means to do his crucial work for the Soviet Union. They're usually more than ready to provide him the considerable resources required to run the Siberian Project - as long as he produces results.
Dulled Sense / Vision: one of Serge's most defining visual traits is his large pair of glasses. The man suffers a -2 CS to all vision-based Intuition FEAT rolls, at least unless he's wearing his spectacles. Naturally, this makes them a great target in a fight.
Talents:
Detective / Espionage: a long-serving member of the Komitet Gosudarstvennoy Bezopasnosti, or KGB, Serge has extensive experience in all matters relating to espionage. He's a master of digging up information on almost any subject, either publicly or in secret.
Guns: a natural portion of his training in the KGB has involved Serge becoming proficient in most firearms. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol, Serge may do so as if his Agility was +1 CS higher than is listed above.
Languages / English and Russian: since he is often assigned to do work on American soil, Serge has had to learn how to use English in addition to the mother tongue. He may read, write and speak in both of these languages fluently, even if he speaks English with an accent.
Martial Arts type B: Serge is able to defend himself even if he finds himself unarmed - having a member of the KGB be helpless without a gun would be foolish. He may attempt any unarmed melee attack (punch, kick, elbow smash, etc...) at his Fighting rank +1 CS.
Contacts:
Serge has few reliable contacts. While he is the overseer of the Siberian Project, most of the people there do not respect him so much as fear him. Furthermore, while a member of the KGB, that group is notorious for... disciplining its agents who do not provide results.
Costume:
While on the job, Serge wears a professional outfit at all times, one that denotes his status as a member of the KGB as well as an Important Person. It's basically a black suit jacket over a white shirt, often accented with a red tie, black trousers, and black leather shoes.
Personality:
Serge is a firm adherent to the principles instilled within him by the KGB He's also shown that he can keep his cool despite all the fantastic and terrifying things going on around him, no matter how severe the situation, but at the same time can be a petty tyrant if allowed to do so.

Story:
Little is known about the history of KGB operative Serge Vladimiroff. He was first seen on American soil in pursuit of Anastasia Inyushin, wanting to retrieve her for the Siberian Project after she was 'abducted' from there by the CIA's very own Emmett Proudhawk.
Aided by the so-called Mindwolf, a paranormal with terrible powers over the mind (hence his name), Serge tried to capture the girl and all the other paranormals that Proudhawk was protecting, but this operation failed when they fused their powers into the mighty Psi-Hawk!
Having lost the aid of Mindwolf in this encounter, his brain having been turned into Swiss cheese by the Psi-Hawk, Serge had to engineer another means of reacquiring Anastasia. He did this by manipulating a friend of her family into being the head of the Russian Consulate in San Francisco.
Shortly after his arrival, Serge had Grigori Mironenko's wife sickened by a plague of Soviet design, and used this sickness draw Anastasia out. Revealing her powers to the grieving Grigori, Serge manipulated him into persuading the girl into helping his wife, which she readily did.
Once inside the Consulate, she tried to do so, but her powers failed before the Soviet-created plague. Nonetheless, Serge now had Anastasia on Soviet land, legally speaking, and would have carted her off to Russia again if not for Grigori, who learned of Serge's machinations.
Later, Serge decided to turn the insane powerhouse Rodstvow loose on Anastasia and her friends, hoping to capture them. Rodstvow decided to kill them instead, and blew up the house they were living in, the Sanctuary, along with everyone else inside it at the time.
Anastasia and her friends were merely scattered by this event, however, only to reunite in Washington DC during another of Rodstvow's actions. There, Anastasia was killed by US soldiers, but Rodstvow defeated her paranormal friends in the Psi-Force and seized them for Serge.
Once in the project, Serge directed it to study their powers, and to turn them to the Soviet cause if possible. This naturally failed catastrophically, and Serge suffered many, many broken bones in the process of his attempt to break the will of Kathy Ling, the Psi-Force's telekinetic.
Laid up because of Ling's sadistic assault on his person, Serge missed the Psi-Force's ultimate escape from the Project - not to mention the death of Rodstvow at their hands. He continued to recover up to and through the rather short World War III, during which the world changed.
And changed drastically! Disarmed by the so-called Star Child, the world had to rebuild its military potential anew. All that it really had for major powers were its paranormals, and being in charge of the Siberian Project, it's only natural that Serge's work grew more important with time.
How he's served his country in this regard, particularly after the Medusa Web replaced Mikhail Gorbachev with a paranormal ringer under its thumb, remains to be seen. But if anything, Serge Vladimiroff is a true patriot, and willing to do everything he must for his country!
