Nancy Albrecht is a psi, an otherwise ordinary human who has gained spectacular powers of the mind through intense study and meditation. Her particular specialty is psipathy, which she has ultimately mastered, though she's picked up a psikinetic ability or two as well.

Trained Psionics (Psipathic Powers, Traditional Overmind):
Nancy was well on her way towards becoming a psipathic overmind even before she was recruited by Mindwatch, which is why she has quite the public persona - unlike most of her fellow vigilantes. Having reached that goal, she has access to a staggering array of psionics.
Nancy may wield undeveloped psipathic arts at rank value 6, undeveloped psipathic talents at rank value 10, and undeveloped psipathic skills at rank value 20. Those abilities which she has developed fully function at a much higher level, and include the following:
Telepathy (a): core of her primary psionic education, this power has been developed extensively by Nancy. She is a rank value 75 telepath, allowing her to reach any one person within ten thousand miles (effectively global range), or less with multiple simultaneous contacts.
Jumbling (t): while this power does not prevent another from acting, it definitely stops them from communicating. At all. Those victims of Nancy's ire who fail a Willpower ACT against this rank value 75 power can act normally, but can't communicate with others by any means.
Mesmerism (s): a super-powered hypnosis, mesmerism grants Nancy the ability to control the behavior of others, either in the short or long-term. Such control functions with rank value 50 ability, and lasts for either 1d10 turns (immediate actions) or 50 days (post-hypnotic suggestions).
Crowd Control (a): a vastly augmented version of mesmerism, crowd control works the same... only on more people at once. Crowd control can affect everyone within Very Near distance of Nancy (thanks to its rank value of 20), instead of just one lone target.
Sleep (t): when invoking this rank value 30 talent, Nancy can put everyone within Very Near distance - thirty yards - to sleep. Those who fail a Willpower ACT against this power's use will lie down and doze for 1d10 turns... unless intentionally awoken.
Charm (s): when invoked, Nancy can use this rank value 40 power to make herself likable to everyone within Near distance (eleven sectors) of her person. Such individuals will not attack or otherwise behave in a hostile fashion towards her - unless she does so first, that is.
Psi Bolt (a): when all else fails, Nancy can directly assault the mind of another. Those who fail a Willpower ACT against this power's use will immediately suffer rank value 40 Karmic damage upon each devastating application of this psipathic art.
Clarity (t): while most of Nancy's psionics involve the manipulation of the mind, she also has the ability to free others from such. She can cleanse the mind of another from mind or emotion control, or any other like influence, with rank value 40 capability.
Lie Detection (s): something of a passive ability, Nancy can use lie detection to sense whether another is being truthful or not. No ACT roll is necessary when wielding this rank value 40 power, unless the target is aware of its use, and attempts to hide their falsehoods.
Mind Lock (a): in a pinch, Nancy can simply put a target's mind on 'hold', if you will, freezing their thought processes in place. This requires they fail a Willpower ACT against this rank value 30 power first however, an ACT they may attempt each turn they are so held.
Trained Psionics (Psikinetic Powers, Traditional Student):
Though she hasn't fully developed her psipathy, as far as she is concerned, Nancy has also begun the study of her second discipline. She did this because, mainly, she wished to fly under her own power. This has prompted her to learn the following abilities thus far:
Telekinesis (a): having gained this ability solely as a gateway to flight, Nancy has yet to really train in its proper use. However, she can manipulate objects with the power of her mind nonetheless, doing so with rank value 4 ability (up to one hundred pounds at once).
Flight (t): trained in the use of this talent by her Mindwatch peer, Psychophant, Nancy can now soar through the skies unaided by technology. She can fly with rank value 6 ability, which lets her move her body in three dimensions - at up to 81.81 miles per hour!
Kinetic Focus (s): finally, Nancy has mastered the ability to focus her will into a devastating punch - great for those who would discount her physical prowess! She can do this with rank value 20 ability, inflicting like Force damage with each powerful impact.

Quirks:
Fortitude: the trait that caused her psionic tutor to originally notice her, Nancy is possessed of a particularly potent mind. As such, she has the benefit of calculating her Mental Health trait as if her Willpower was +1 RS in value (having 237 Mental Health, instead of 162).
Assuming you use Mental Health in your game, that is.
Stubborn: sometimes it's dangerous being stubborn when you've got several mind control powers. Nancy fights the temptation to use her powers to get her way constantly, though once she's made up her mind on something, she must pass a Willpower ACT at -2 RS to ever reconsider.
Skills:
Lore 2: though not mystically inclined, Nancy has studied the occult extensively - it helps in her cover as a 'mere' parapsychologist. Her Intellect trait should be considered +2 RS where magical beings, mysterious happenings, and things that go bump in the night are concerned.
Manipulation: Nancy was not trained in the fine art of getting her way - she simply excels at it naturally. She is willing to use everything at her disposal to confuse, trick or otherwise bamboozle others until they do her bidding, and she makes such attempts at a +1 RS.
Martial Arts type A: even when her powers are unavailable to her, Nancy can readily defend herself when necessary. She is good at redirecting a foe's offensive energies away from herself, inflicting Pound or Concuss results regardless of her comparative Brawn or Fortitude scores.
Psychology 2: in addition to being a renowned parapsychologist, Nancy isn't all that bad a regular psychologist, either. She knows about the human mind and how it works, both consciously and otherwise, and gains a +2 RS when determining (or controlling) the behavior of others.
Contacts:
As one of Mindwatch's nine overmind leaders, Nancy can readily rely upon the group for aid should she but ask - most of its membership is fanatically devoted to furthering its aims, after all. Of course, Nancy rarely leans on them, generally preferring to adventure alone.
She does so thanks to the extensive tutoring she received from her psionic mentor, himself a parapsychologist and occasional investigator of the bizarre. Her own career as a 'television parapsychologist' has also gained her numerous additional contacts in media and occult circles.
Costume:
Nancy rarely sticks to one consistent look or costume.
When appearing under the cover of her 'television parapsychologist' persona, she often wears brown business attire. This consists of a long brown skirt, a brown collared, long-sleeved shirt, a black tie, black high heel shoes, and a brown leather trench coat with a black interior lining.
When more actively using her powers however, Nancy tends to favor conspicuous outfits that are primarily pink and black in coloration. Some of these are entirely made from Spandex ™, or include such underneath more conventional clothing - also colored rather brightly.
The specific look varies, but mostly depends on Nancy's mood.
Personality:
Nancy is an inquisitive, yet bull-headed woman. This is probably why her one marriage ultimately failed, though being able to see when she was being blatantly lied to probably had something to do with that as well. She truly believes in her life's work, however.
This is why one can often see her on the television, debunking one paranormal 'crisis' after another. She believes that people shouldn't be preyed upon by flim-flam artists selling manufactured fear, and that they should save their worry for the real problems in their lives!

Other Distinguishing Characteristics: Nancy occasionally gives off a pinkish glow from either her eyes or the top of her head when wielding her psipathic abilities.
Story:
Years ago, young Nancy Albrecht was attending a job fair at school. Her psychology teacher had recommended she speak to an exemplar in the field during this event, but thanks to a bizarre mix-up with the fair's documentation, Nancy was introduced to a parapsychologist instead.
Of course, this was no mere printing error, for said parapsychologist sensed something potent within Nancy, an inner strength he believed would be perfect for people in his line of work. Using his secret, telepathic powers, he drew Nancy to him to give her his 'sales pitch'.
Without using his powers, this mysterious man convinced the young woman to go to college to become, like him, a parapsychologist. Afterward, he revealed his astonishing powers of the mind to her, and that he learned them like anyone else could. Naturally, she was intrigued.
Training her in the psionic arts while she wasn't studying the more mundane materials before her, this enigmatic old man helped Nancy master the discipline of psipathy in time. Once his work was complete, he felt he could retire in peace, his health having been deteriorating.
Taking up his mantle, Nancy began her work as a parapsychologist once she had the degrees she needed under her belt. Said work primarily involved her debunking most claims of paranormal activity that she became aware of, knowing full well that the world had bigger problems.
Problems like rogue psis, technology gone wild, and even demonic interlopers! She fought such threats covertly, what with most people assuming she was nothing but a minor television personality. She even had her own late night show on one of the minor cable networks!
As part of her attempt to live a normal life, Nancy eventually got married and tried to enjoy her modest success, both public and private. However, her powers made it impossible to note that her chosen husband wasn't quite the man she thought he was; he was a compulsive liar.
Among other character flaws. Eventually dumping him for his bad treatment of her, Nancy threw herself into her work. During this time, she met the powerful psikinetic vigilante known as Psychophant, and was impressed by his abilities. And, of course, his allegiance!
Through her many battles with psis, Nancy had heard whispers of a group called Mindwatch, and had even been accused of being a member now and then. However, she'd never actually met a Mindwatch operative, so she interrogated Psychophant about them extensively.
Deciding she ultimately liked their style, what with them doing a lot of the same work she already was anyway, Nancy ultimately joined up with Mindwatch as well. She also continued her vigilante work with Psychophant, both of them fighting crime in a city seemingly overrun with it.
In time, both of them grew into leadership roles within Mindwatch, but continued to use their powers for the betterment of humanity all the while - psi-active or not. They try to steer the group into a more active role, but meet stiff resistance from the others in this.
Which doesn't stop Nancy from engaging in vigilante action, either on her own or with like-minded Mindwatch operatives in tow!
