As are the vast majority of his fellows on the GI Joe team, Ralph W. Pulaski is but a normal human, at least where ascendant powers are concerned. On the other hand, the man is a highly skilled tank operator, one with prodigious strength and a predilection for obliterating just about anything that irks his ire. So perhaps Ralph isn't all that normal, after all!
Limitations / Enhancements:
Helmet: Steeler's helmet is loaded up with all sorts of high tech goodies. For instance, it has an infra-visual lens on it (functioning at rank value 10), as well as a telescopic zoom function that provides the man rank value 2 telescopic vision (having about a one mile range of magnification). Finally, it has a communications suite that works with rank value 6 ability (10 mile range).
Knife: as do almost all the rest of his fellow Joes, Steeler tends to keep a blade on his person at all times, whether or not he's actually in the field. This implement, made from m.v. 30 materials, can be used by Steeler to cut through items of like m.v., given enough time to whittle away at them. Or he can inflict Slashing damage while wielding it, as well.
the MOBAT: a highly qualified tank operator, Steeler is usually seen in action behind the 'wheel' of this monster, the Multi-Ordnance Battle Tank. His 'baby', he is about the only Joe qualified to command this beast in combat, though he often relied on several other Joes to assist him in using it to crush enemy forces. Pistol: in the unlikely event that he finds himself in action without both his tank and his Uzi, Steeler also carries this small weapon in a shoulder holster... just in case. This smaller, unidentified pistol can be used to inflict rank value 6 Piercing damage when firing a single shot, raised to rank value 10 Piercing damage when attempting a semi-automatic hail of lead.
Uzi 9mm Submachine Gun: Steeler carries this diminutive hand cannon in the event that he is found in action without his tank, for some odd reason - which does happen more often than he'd like. This firearm can be used to inflict rank value 6 Piercing damage in a single shot, +1 RS in a semi-automatic burst of lead. Furthermore, Steeler can fire it one-handed, but he does so at a -2 RS.
Stubborn: Steeler has been noted, in his pre-Joe career, to have extensive problems with authority figures; why he joined the military, then, is something of a mystery. However, once he became a Joe, he mellowed out a bit (but that may simply say a lot about their leadership). Once he's made up his mind about something, Steeler cannot change it unless he first passes a Willpower ACT roll at -2 RS.
Driving: Steeler has been trained for years in the proper operation of a tank, both driving and firing it. He attempts Coordination or Handling ACTs required when driving a tank as if both traits were +1 RS in value, and can apply this knowledge to just about any heavy, industrial-sized vehicle.
Guns: Steeler knows guns. Whether they be standard, semi-automatic, or fully automatic in nature, he can wield them with ease. Steeler makes attacks with conventional firearms at a +1 RS to his Coordination trait - assuming he's not bludgeoning someone with them.
Marksman: supplementing both his ability to fire conventional firearms and his skill in driving a tank, Steeler can make use of large-bore, line-of-sight (and beyond) weaponry, making assaults with such weaponry at a +1 RS to the Coordination trait detailed above.
Martial Arts style B: part of his Army training included mastering a basic means of defending himself while unarmed. As such, Steeler can attempt unarmed attacks as if his Melee trait was +1 RS. This includes punches, kicks, elbow smashes, and even head butts!
Military / United States: though he's rather annoyed by folks telling him what to do, Steeler is nonetheless a military man. As such, he knows everything a body needs to about military protocols, procedures, and the like, and he also receives the military as a free contact.
Repair / Tinkering: in addition to being able to drive a tank, Steeler has, by necessity, learned how to repair one in the field. His Intellect trait should be considered +1 RS for the purposes of fixing just about anything mechanical, though, as he's sort of a gear head.
As a Joe, Steeler can easily rely upon the GI Joe organization for aid of any kind, as long as it's legal. The Joes look after their own, after all. However, since being in the Joe group makes him a military man by default, Steeler can also rely upon the Military for help, within reason.
While in the field, Steeler wears a long sleeved, olive drab shirt over a similarly hued T-shirt, olive drab trousers, an olive drab helmet with a sensor visor on top, black leather boots and gloves, a black leather belt, and a black holster for his pistol.
Steeler has rough edges. He's rather stubborn, into heavy machinery, and really enjoys heavy metal music. These combined tendencies tend to paint him as something of a troublemaker, and have in fact gotten him in a spot of trouble during his military career.
However. Steeler nonetheless is one of the best there is at what he does, and that is tank combat - whether it be in an urban or rural setting. He does his duty with a smile, and that's usually because he's using his MOBAT to pound the snot out of something expensive.

Coming from an industrial middle class family in Pittsburgh, Steeler put himself through college with an ROTC scholarship and part-time work as a heavy equipment operator. Entering the Army soon after, he was assigned to the Cadre-X-AFV project from 1978 to 1980, after which time he was hooked up with the GI Joe team, who wanted his tank driving expertise.
One of the original Joes, Steeler was present for the team's somewhat public mission to rescue Doctor Adele Burkhart from the evil Cobra Commander. Steeler was also on hand to thwart an attempt by Cobra to learn the location of the GI Joe secret base, doing so by crushing the robot the villains activated within, which the Joes had captured and brought it in to research.
After about three years of active duty, Steeler was given a desk job, an odd situation for a tank jockey. Steeler nonetheless saw action during this time, including the Joes' attack on Springfield, the town that Cobra was using as its secret American base. After that particular mission, Steeler was assigned to test out new weaponry for the GI Joe team, along with several other original Joes.
Steeler continued on in this capacity, as well as the recruitment of new members of the team, until it was disbanded in '94.
Though it was believed that the GI Joe team was no longer needed to handle Cobra, that group of terrorists flourished without any Joes to oppose their nefarious schemes. As such, the GI Joe team was reactivated a few years after it was initially dismantled, and Steeler was happy to rejoin the ranks as soon as he was asked - something the Joes didn't initially do, but got around to eventually.
He stuck with the team during its second, more public incarnation, and again in its third as a reserve member, until Cobra instigated World War III and almost took over the entire planet in one fell swoop. Thanks to Steeler, along with the rest of his fellow Joes who were waiting in the wings for Cobra to pull something big again, the terrorists' vile scheme was thwarted.
With Cobra supposedly defeated again, the GI Joe team has nonetheless remained together, acting as an emergency force to hold the world together while the various nations of earth rebuilt all of the infrastructure that Cobra so brazenly destroyed. As such, the team has grown in scope to a sort of international peacekeeping force, a state it retains to this very day!
Steeler's second field uniform was a departure from his original. It included olive drab trousers, a beige long sleeved shirt over a black T-shirt and beneath a brown leather jacket, black leather boots, a black leather belt, a black holster for his pistol, and a brown helmet.
His third GI Joe uniform is like his first, save for the color. It includes a khaki, long sleeved shirt, khaki trousers, black leather boots, black leather gloves, a black shoulder holster for his hand gun, additional black holsters and pouches, a khaki leather belt, and a khaki helmet.
Night FLAK: when working with the Night Force, Steeler brings the firepower. Whether driving his MOBAT or something else, he invariably tows a Night FLAK, an ever so slightly modified FLAK, with him in the field. This weapon is described in its own entry.
Steeler's fourth GI Joe uniform is a modification of his first. It includes an olive drab, long sleeved shirt over a black turtleneck, black trousers, brown leather boots and gloves, a brown leather belt, a black holster for his pistol, and a black helmet (with a gray sensor bar).
the Chimera: instead of rolling around in the MOBAT, Steeler made do with a Chimera this year. A captured and modified Rail HISS, the Chimera is the first Joe vehicle to make use of that particular form of vehicle, which is described in its own entry.
