As are the vast, vast majority of his GI Joe teammates, Sure Fire is naught but a normal human. He lacks super-human powers of any stripe, whether they be the result of an occult background, psionic education, genetic mutation, or even freak, normally-lethal happenstance.

Bullet-resistant Vest: greatly improving his survivability in the field, this vest drastically reduces the effectiveness of firearms when used against him. To wit, it transduces Piercing damage into Bashing damage, reducing it by 1 RS in the process of doing so.
Grenades: Sure Fire carries two grenades while on the job, strapped to his vest. One is a concussion grenade, inflicting Force, while the other is a tear gas canister, having a Concussing effect on those who breathe in its fumes, and both work at rank value 30.
Helmet: an essential implement for soldiers in the field, Sure Fire wears this while he's on the job. It provides his cranium rank value 10 protection against physical attacks, even if it leaves the rest of his face completely exposed to assault.
Sidearms: Sure Fire carries two handguns on him while on duty, one holstered on his leg, the other on his Kevlar ™ vest. Either of these guns can discharge one round to inflict rank value 6 Piercing damage, or a three-round burst to inflict rank value 10 Piercing damage.
Uzi 9mm: in addition to his dual handguns, Sure Fire also carries a mini Uzi 9mm hand cannon. This weapon can discharge a short burst of ammunition to inflict rank value 10 Piercing damage, or be fired continuously to inflict rank value 20 Piercing damage.

Skills:
Detective / Espionage: having a keen eye for detail, Sure Fire has developed his investigative abilities over the years. When looking into crimes or other mysteries, Sure Fire should receive a +1 RS on any ACTION required to notice clues or other small, yet vital details.
Guns: a part of Sure Fire's basic police training, reinforced by the FBI and the US Army, this skill describes his ability to wield firearms. Whether it be standard, semi-automatic, or fully automatic, Sure Fire may fire such weapons at his Coordination trait +1 RS.
Law: over the years, Sure Fire has transformed the law from an occupation into a passion. He knows the law in and out, both on a local and federal level, and may add a +1 RS to Intellect ACTION rolls called for when such knowledge becomes important during play.
Law Enforcement: having a long background in law enforcement, Sure Fire naturally has this talent. Not only does it include the Law and Guns skills as a general matter of course, it allows him to legally carry firearms at all times, as well as granting him the ability to make arrests.
Martial Arts styles B and C: earning his black belt in Shoto-Kan Karate-Do on his sixteenth birthday, Sure Fire is well-versed in hand-to-hand combat. As such, he receives a +1 RS on any unarmed strike, grappling attack, or dodge, escape, evade, feint, or weave attempt.
Military / United States: while not initially military minded, Sure Fire was recruited by the GI Joe team after he showed he could handle Cobra goons without backup. This skill describes his ability to understand military protocols and procedures, and provides extra military contacts.
Contacts:
Though he's a newer recruit to the unit, and isn't mainly military in his thinking, Sure Fire is a member of the GI Joe team, and as such he can rely on them for assistance should he need it. Sure Fire also has numerous additional contacts in law enforcement circles (in the LAPD and FBI).

Sure Fire's original GI Joe uniform primarily consists of cornflower blue trousers and a collared, cornflower blue long-sleeved shirt, complemented with a black leather belt, black leather boots, gloves, and knee pads, black holsters and pouches, and a black Kevlar ™ vest.

David has a seemingly single-minded devotion to self-improvement, and figures he may as well do something correctly if he's going to bother doing so in the first place. He's also very aware of the world around him, a trait that helps him immensely in criminal investigations.

Story:
Sure Fire grew up in a hopelessly decrepit Los Angeles neighborhood, one that if you didn't know better, you'd swear was a war zone. Nonetheless, Sure Fire didn't let this bring him down, and instead of descending into crime like his neighbors, he focused on getting out of there.
He didn't do this by running away, though, oh no. Instead, Sure Fire bent all of his will on making himself the best possible person he could be. To this end, he joined a martial arts dojo, and by the time he was sixteen, he'd managed to earn his first Karate-Do black belt.
His martial training awakened a responsibility in the fellow, and as such, Sure Fire joined the Los Angeles Police Academy, naturally graduating with honors. He even managed to make a few marksmanship records while there, using his focus to get really, really good at his police duties.
He was a beat cop for a short time, but eventually wound up in the FBI, hoping to put a real dent in crime. Joining their special investigations unit, he encountered the web of crime woven throughout the States by Cobra, a ruthless terrorist organization determined to rule the world.
Managing to put the kibosh on some of their operations due to his keen eye for details, as well as his obstinate hatred for all things criminal, Sure Fire got the attention of the GI Joe team, who eventually recruited him into their ranks.
After he completed his Army training, and passed the GI Joe entrance exam, Sure Fire began busting Cobra's chops in earnest!
