As are the vast majority of his fellow Joes, Dart is naught but a normal human, lacking super-human powers of any stripe. He knows no mystic spells, received no psionic schooling, nor received a deific edict, only having solid Army training and extensive environmental knowledge.

Equipment:
Knife: you never know when you'll need to cut something in the field - especially when you're a qualified Airborne Ranger. This knife, made from m.v. 40 metals, can be used in Dart's hands to inflict Slashing damage in melee, or cut through items of like m.v.
Sidearm: a backup for his Tommy gun, this piece is nonetheless deadly in Dart's hands. He can discharge one rount from this chemical slug-thrower to inflict rank value 6 Piercing damage, or a three-round burst to inflict rank value 10 damage.
Tommy Gun: less conventional than his other gear, this vintage weapon is Dart's personal favorite. He can either fire a short burst of lead from this two-handed cannon to inflict rank value 10 Piercing damage, or fire it continuously to inflict rank value 20 Piercing damage.

Skills:
Guns: one talent he picked up as a result of his military training, this skill represents Dart's mastery of firearms. Whether he's toting a standard, semi-automatic, or fully automatic rifle or pistol, Dart may use said weapon as though his Coordination trait was +1 RS in value.
Martial Arts style B: another military-grade talent, this skill represents Dart's ability to defend himself while unarmed. When making bare-knuckled strikes (or kicking, head-butting, etc.), Dart may resolve such assaults as though his Melee was +1 RS in value.
Military / United States: a source of some of his practical talents, this 'background' skill serves as a convenient origin for Dart. It allows him an instinctual knowledge of military protocols and procedures, not to mention the ability to lead fighting folk effectively.
Repair / Tinkering: representing his secondary military specialty, this skill helps Dart to fulfill his role as an air conditioning repair man, but can easily be use on other devices, also. Dart should receive a +1 RS on any attempts to repair or modify an existing device.
Survival: a hunting guide since he was young, Dart has known how to get by in the woods all his life - military training has only refined this skill. He can easily survive in most terrestrial biomes, being able to scrounge up enough food, water and shelter to subsist indefinitely.
Tracking: by viewing the visual cues left after someone's passage, Dart can make a reasonable attempt to follow them. Broken blades of grass, misplaced pebbles, a footprint's depth, and even more obscure hints of one's passage allow Dart to follow them at his Awareness +1 RS.
Contacts:
As a new member of GI Joe, Dart can naturally rely upon his fellows for assistance should he need it - Joes look after their own, whether they've been on board for ten minutes or ten years. Furthermore, Dart has numerous additional, as of yet unidentified military contacts when needed.
Costume:
Dart wears a practical military uniform, unlike many of his fellows. He utilizes grass green trousers, a bright green vest over a grass green sleeveless shirt, green wrist pads, dark green knee pads, a green helmet, a brown leather belt, web gear and boots, and a gold hawk medallion.
Personality:
Patient and persistent, Jimmy is a world-class tracker. Very good at what he does, Jimmy exudes confidence both on and off the job - so much so, in fact, that half of the Joe team is convinced he's some sort of psychic. He isn't, though; he's just highly skilled and cool under fire.

Story:
Dart spent most of his life away from others, as he was groomed from childhood in the ways of wilderness survival by his family. Not that he's anti-social or anything, but Dart is very self-reliant, and has learned from a very early age how to take care of himself in most situations.
Seeing that his skills would be quite useful to the military, Dart enlisted as soon as he was able, and quickly excelled as an Airborne Ranger. After all, he had a leg up on most others in his line of work, since he'd learned most of what the Army had to teach him before enlisting.
His excellent service record eventually saw him being recruited onto the GI Joe team, who had just defended the entire country from a hostile, insidious takeover by Cobra. Shortly thereafter, Dart saw himself sent on advanced reconnaissance missions in dozens of 'hot' locations.
It is suspected that it was on one of these ops that he acquired his intense disdain for Cobra CLAWS. Rumors persist that, while tracking these villains in some jungle, they captured Dart for a time, but Dart isn't talking. Either way, he goes for these fellows first in a firefight.
As such, the enmity is mutual, for those CLAWS who've survive his wrath keenly remember who laid them up for a time, and left them to the tender mercies of Cobra's chief surgeon, Scalpel. This doesn't get in the way of his job, though, for Dart is a pro through and through.
(Historical Divergence)
Though wounded on a 'black ops' mission organized by Duke without the consent of Hawk, Dart has since recovered from his injuries and managed to help the team during its ultimate showdown with Cobra, foiling their attempt to take over the world during World War III.
Now that Cobra is seemingly defeated again, it is presumed that Dart will hang around and help his teammates pick up that terrorist organization's stragglers, those the Joes haven't captured yet, but this remains to be seen.
2003 Variations
Equipment:
Ghille Suit: Dart's preferred 'Spy Troops' gear, this suit helps him to blend in while in the bush. Camouflaged to help him insinuate himself into overgrown environs, Dart's ghille suit inflicts a 2 RS penalty upon any attempts by others to spot him while he's motionless.

Dart's second GI Joe uniform is similar to his first. It includes black trousers, a brown vest over a grass green, sleeveless shirt, dark green wrist pads, black gloves and knee pads, a dark green helmet, a green leather belt, web gear and boots, and a gold hawk medallion.
2004 Variations
Equipment:
Gun Station: Dart is occasionally assigned a heavy fire support role, and is given a Gun Station with which to lay down cover fire. This is a heavy duty, swivel-mount rocket launching platform that is easily assembled in the field, and is described in its own equipment entry.
Costume:
Dart's third GI Joe uniform is like his first two, featuring olive drab trousers, a tan vest over an olive drab, sleeveless shirt, a tan helmet, silvery wrist pads, black knee pads, brown leather boots, golden arm bands, various brown holsters, belts and pouches, and a silver hawk medallion.
