the Whizzer (deceased)
The Whizzer is an altered human, one that inexplicably gained super human abilities after he was injected with mongoose blood. This, all in a similarly inexplicable effort to save his life upon being bitten by a deadly cobra in darkest Africa.
Enhanced Lower Body Strength (s): Robert's leg strength was enhanced in the odd process that gave him his powers, boosting his legs' applicable Strength score to 12. This allows for his super running, but can also make for quite a mean kick!
Resistance to Radiation Attacks (s): Robert has demonstrated at least partial resistance to radiation, after surviving in the very heart of an overloading nuclear reactor. While not immune to high frequency radiation, he possesses this power at intensity 16 (+4).
Super Running (a): the Whizzer could originally run with intensity 5 ability (150 m.p.h.). As such, he could travel almost anywhere within far missile distance each exchange, making him quite dangerous in combat. In his later days, however, this power had slipped to intensity 3.
This 'only' allowed him to run at 75 m.p.h., not that this is anything to shake a stick at. Having had many years to work on this power, Robert managed to develop several super running power stunts with it. They include:
* Cyclone (i): Robert can manufacture a small whirlwind to keep foes at bay, doing so with intensity 13 ability. If caught in such a mini-tornado, a target can free himself by using flight, telekinesis, or just shooting Robert to make him stop maintaining the whirlwind.
* Hypersonic Punch (s): Robert has been seen moving in on somebody at super speed, and then smacking them on his way out. He can use this trick to inflict intensity 15 bashing or concussive damage, depending on whether or not he actually connects (his choice).
* Jelling (a): Robert can also run up walls and across water, moving fast enough that normally applicable physical laws don't have time to catch up with him (or something to that effect). He does this at the same speed he crosses normal ground with.
Hindrances / Augmentations:
Detective / Espionage (i): Robert is known to be at least partially involved with the American intelligence community, as he was in charge of at least one national security review of the super human Invaders team. He may make investigative actions at a reduced difficulty.
Skill / Super Running (s): Robert's only known combat skill is his unique fighting style, derived from the use of his super running power and its various power stunts. He can make combat actions at a reduced difficulty, but only if running at the time.
Robert is a hero with a very high pedigree. He was a member of the Liberty Legion, the All-Winners Squad, the second V-Battalion, and the Avengers! He knows a lot of people, both in and out of the heroic lifestyle, and can likely draw aid from just about any of them should he need to.
Adventurer: Robert is an adventurer at heart, which is why he wound up in Africa on a safari with his father. After he received his powers there, Robert continued his adventurous lifestyle, though now with a costume and incredible running powers!
As the Whizzer, Robert wears a yellow stretch fabric body suit with a blue 'W' seemingly racing from the right of his chest to the left, complemented with a blue belt, blue boots, and blue trunks. This has stayed constant over the years, but his head gear has not.
In his early crime fighting days, he wore a yellow, winged helmet atop his head. In time, however, this changed into a simple mask that covers back of head, but leaves his face exposed. It also has little wings on the side, a shout-out to his old helmet.
As a super hero, Robert tends to be quite the verbose kind of guy. He chit chats and cracks wise with the best of 'em. He's also something of an egotist, exceedingly confident and cocksure in a fight, even when up against someone vastly stronger than he is.

It all started back in Africa, where Robert L Frank was bitten by a rather deadly cobra while on safari with his father. Trying to save his son somehow, Robert's father injected some mongoose blood into his body, in an inexplicable attempt to neutralize the poison.
Dying from the strain on his heart after this, Emil Frank missed the startling transformation his son went through. Right before his glazed over eyes, the mongoose blood and snake venom somehow altered Robert's body, granting him the speed and vitality of a mongoose!
Robert returned to America as the Whizzer, and was determined to fight crime. Soon after, he encountered some German insurgents attempting to blow up a train, as it was loaded with war supplies. He ruined their bomb and then went after them, only to be beaten to the punch.
Miss America had arrived on the scene, and taken out the miscreants with little trouble. Sort of irate about this, the Whizzer nonetheless went to New York with the upstart heroine in response to a call for help from Bucky Barnes, Captain America's side kick.
The two heroes met up with several others, and teamed up to stop the Red Skull from using the mind controlled Invaders to destroy America. Together, as the Liberty Legion, the seven heroes eventually freed the Invaders, apparently killing the Red Skull in the process.
Not that he hasn't apparently died on dozens of occasions before.
After this, the Legion decided to stick together, battling internal threats to American liberty. Over time, however, the Liberty Legion and the Invaders sort of blurred into one big association of heroes, backing each other up and swapping members as was necessary.
In fact, they did this for the duration of the war. Upon the cessation of hostilities, and the utter defeat of the Axis Powers, the members of the Legion and the Invaders who intended to continue fighting crime merged into a singular group: the All-Winners Squad!
As a member of this group, Robert grew ever closer to Miss America, and the two heroes eventually got married. They retired from active heroism when the rest of the All-Winners either quit or wandered off, and served a bit of time as members of the second V-Battalion.
This too came to an end eventually, and the heroic couple started taking more mundane jobs here and there. On one such occasion, they were heading a security force at an experimental nuclear power plant, but this only served to make the place a target for an old enemy: Isbisa!
Sabotaging the joint, Isbisa exposed Frank and Miss America to vast amounts of radiation. While they ultimately defeated him and his attempt at petty vengeance, Isbisa's efforts would cause tragedy for the couple down the line - you see, Miss America was pregnant.
Ultimately giving birth to a highly radioactive child, the couple was convinced to place him in stasis by the government - for everyone's safety. Frank and Madeline tried to have additional children after this, however, though their second attempt would be their last.
Going into birth in the remote European nation of Transia, Madeline died despite the ministrations of the High Evolutionary's chief midwife and genetic aberration, Bova. This caused Frank to run off in his grief, despite being told that Madeline had given birth to twins.
Drifting homelessly for a time, as former All-Winners tend to do now and then, Frank eventually discovered that his son was in the custody of the mighty Avengers! Attacking them in a manic rage, Frank was nonetheless unable to rescue the child from their mansion.
When he eventually got free of the stasis pod holding him in check, Frank Jr. went on a rampage throughout New York City, demonstrating a wide variety of bizarre powers, including the ability to split into three separate beings! Of course, Frank was on hand to help subdue his son.
Reunited with Frank Jr. and his 'other children', Quicksilver and the Scarlet Witch, Frank continued to aid the Avengers from time to time, though he retired once more after being trounced by Count Nefaria. While he hung up his tights, though, Isbisa was waiting in the wings.
When the Avengers enlisted Project Pegasus to help Frank Jr. eliminate his excess radiation, Isbisa wormed his way into the youth's care and began to siphon it off in an effort to empower another scheme to avenge himself on Frank Sr. And this time, it worked!
When Frank learned of Isbisa's meddling, he came after the villain once more. In the ensuing brawl, Frank was blasted by his own son's radiation, and died on the spot. However, the Scarlet Witch and the Vision, who were also on the scene, neutralized Isbisa and arrested him once more.
On the up side, Frank Jr., or Nuklo as the government code named him, was completely cured of his excess radiation leakage as a result of Isbisa's defeat. Thus, he was able to finish the education he required to be able to function in society, and got himself a job.
His life of mundanity did not last however, as Frank Jr. eventually joined up with the second V-Battalion - just like his father!
