* Blowtorch's knowledge has progressed over the years, giving him a 'd' code in his Intellect by the year 2002, and a 'c' code by the year 2011. This represents the dual sciences he has studied since he first became a member of GI Joe.
Origin:
As are the vast majority of his fellow Joes, Blowtorch is but a normal human, lacking ascendant powers of any stripe. However, he is highly skilled in the use of his own, flame-throwing equipment, along with other assorted, advanced technologies.

Colt M1911A1 Sidearm (a): a handy backup piece should Blowtorch's M-7 be disabled or impractical, this weapon can be fired to inflict Blowtorch's Agility +4 damage in a single shot, or +5 damage in a short, semi-automatic burst of lead.
Fire-Resistant Suit (s): Blowtorch always dons this suit when he thinks he may be using a flamethrower in combat, for he is intimately aware of the effects of fire and heat. Primarily, this bulky, multi-layered suit provides the man intensity 16 (+4) protection from both fire and heat damage.
However, the suit has several additional features. For one thing, the suit has a full face mask and respirator / air filter, providing intensity 10 filtration of ambient air (versus smoke and other particulate matter), and the helmet offers Blowtorch intensity 4 (+1) protection from injury.
M-7 Flamethrower (a): Blowtorch's primary weapon, this tried and true military implement can fire a jet of fiery liquid at a person or object to inflict intensity 13 SD Energy damage, -2 if used to cover an entire area with the flaming jelly that this thing emits.
Skills:
Boxing (s): while he prefers to utilize fire (or even his Colt) in combat, Timothy has nonetheless been trained in the use of unarmed fighting techniques. He can divide his pre-card play action score between two unarmed attacks, the last of which occurs as a contingent action.
Guns (a): as a part of his basic training, Timothy was taught how to fire most basic military weapons. Whether he's wielding a standard, semi-automatic, or fully automatic rifle or pistol - or even esoteric weapons like shotguns - he does so at a reduced difficulty level.
Military / United States (w): the origin of his many talents, this skill represents the ability granted by Blowtorch's basic training. It imparts unto him an almost instinctual understanding of military protocols and procedures, as well as several bonus military contacts.
Skill / Flamethrowers (a): his claim to fame, Timothy is rather handy with a flamethrower - he's an expert with the M-7, but can use most others with competence as well. He should make any attacks with a flamethrower against any person, object, or area at a reduced difficulty level.
Contacts:
As a long-standing member of the GI Joe team, Blowtorch can naturally rely upon his teammates for assistance should he need it - the Joes look after their own. Furthermore, being enlisted in the United States Army, he can count on that group for help when on a mission for them.
Calling:
Soldier: Timothy joined up with the Army to get really good at one obscure area of combat expertise. He sticks with the Army (and the Joe team) because it allows him just about the only arena with which to use his skills, and thus prove himself to others.
Costume:
Blowtorch's field uniform consists of a brightly hued, flame retardant suit. This full-body covering is primarily yellow, with a red vest, red ankle, thigh, wrist, groin, and upper arm bands, a yellow helmet, a yellow face mask, clear viewing goggles, and a large yellow fuel backpack.
Personality:
Working with fire for a living has forever altered Blowtorch's mindset. Being intimately aware of what fire can do to the human body, he's compulsive about avoiding it at all times, keeping an eye out for available fire exits, exposed flammable materials, and especially smokers.
Timothy hates cigarette smoke with a fervent passion.

Story:
Aside from the fact that he's had a special appreciation for fire ever since he was young, little is known about Blowtorch before he joined GI Joe. He's not a pyromaniac or anything - he just feels that fire has been an implement of warfare since before even the bow and arrow.
To this end, he decided to become the best he could be with fiery implements, and as such has mastered the M-7 flamethrower. This expertise got Blowtorch his position on the GI Joe team, after passing the insanely difficult entry exams during a significant recruitment wave.
Blowtorch fit in well with his fellow recruits, especially Ripcord and Spirit, and spent plenty of time with these two Joes. He stayed with the team for quite a while, participating in various important missions with the team, including the Battle of Springfield.
Blowtorch's expertise in fire-based weaponry and warfare served the team well for years, and he was good enough that the Joes didn't need to supplement its fire-wielding forces for years, only being joined by Charbroil and the Ice Cream Soldier late in the game.
Of course, good things always come to an end, and late in 1994 the GI Joe team was deactivated. The perceived decrease in the threat that Cobra presented to the world meant the government simply didn't want to pay for a fully functional Joe team any longer.

Seven years later, this proved to be a mistake, and the Joe team was reactivated as a result. Though he didn't sign up right away, Blowtorch eventually came back to the fold, testing out various new equipment for the team, both conventional and esoteric.
This high tech hardware included a much more compact flamethrower, as well as a bizarre hovercraft he can reconfigure in the field into four separate, smaller vehicles. Blowtorch remains a Joe to this day.
2002 Variations
Equipment:
Flame Pistol (a): a serious upgrade to his fiery capabilities, this weapon is a fine example of miniaturization technology. This pistol inflicts the same damage as Blowtorch's old M-7, but can be held in just one hand - allowing him to use the other one for something else in battle.
Submachine Gun (a): supplementing his new flame pistol, Blowtorch carries a conventional hand cannon with him on missions. It inflicts his Agility +4 damage in a single shot, his Agility +5 damage in a short burst, or his Agility +6 damage when fired full-auto.

Incendiary Mines (i): when laying an ambush for foes, or simply to set the destruction of a thing in motion, Blowtorch can set these incendiary mines in place. They explode to inflict intensity 13 SD energy damage on everything within near missile distance of their detonation point.
