As are most of his fellows on the GI Joe team, Lieutenant Falcon is naught but a normal human. He lacks special powers of any variety, and mostly avoids advanced equipment for the most part, relying upon his own skills and conventional hardware to win the day.

Knives (s): you never know when you're going to have to cut something - or someone - in the field. As such, Lt. Falcon always carries a few blades with him on the job, which can be used to inflict his Strength +2 damage in melee, or to cut through items of up to m.s. 12.
Radio (i): allowing him to keep in touch with a command unit at all times, Lt. Falcon's radio has significant range. It can transceive radio signals with intensity 5 range (25 miles), and is equipped with a frequency-wobbler unit for intensity 10 signal encryption.
Shotgun (a): his main weapon in the field, Lt. Falcon can fire birdshot from this weapon to inflict his agility +4 in damage over a sixty degree arc, buckshot to inflict his Agility +5 in damage to adjacent targets, or slugs to inflict his Agility +6 in damage to a single foe.
Sidearm (a): when his shotgun is impractical or out of rounds, Lt. Falcon at least has his sidarm handy. He can either discharge a single round from this pistol to inflict his Agility +4 in damage, or a short burst of such to inflict his Agility +5 in damage.
Skills:
Boxing (s): an ability that everyone learns in their Basic training, Lt. Falcon can easily defend himself should he find himself without weapons. He may divide his pre-card play action score between two unarmed attacks, the last of which occurs as a contingent action.
Demolitions (a): cross-trained for a time in an EOD unit, Lt. Falcon has picked up this skill as a general matter of course. He's good with explosives, whether setting or disarming them, and may do so at one difficulty level lower than is normally necessary.
First Aid (i): Lt. Falcon's is a combat medic. When treating a dying person, he can make use of a limited form of the Medicine skill, allowing him to restore one card worth of lost Health to a body who was KO'd in the last exchange with an average difficulty Intellect action.
Guns (a): a skill everyone picks up in the military these days, Lt. Falcon can easily operate most conventional firearms. Whether he's handling a standard, semi-automatic, or fully automatic rifle or pistol, Lt. Falcon may do so at a reduced difficulty level.
Languages / Arabic, English, French, Spanish, and Swahili (i): Lt. Falcon's got an ear for languages, and he's fluent in several. The man can read, write and speak in all five of these tongues fluently, and can likely pick up additional languages without great difficulty.
Leadership (w): sometimes it's hard to put a finger on the personalities of some people, but not for Lt. Falcon. While a team is following his lead, it should receive a +1 to all actions - unless his leadership suddenly disappears for some reason, at which point they suffer a -1.
Military / United States (w): serving as an origin of sorts for Lt. Falcon, this talent is the source of almost all his other skills. It describes how he knows the SOP like the back of his hand, and how he can effortlessly function in a military environment.
Contacts:
As a member of the GI Joe team, Lieutenant Falcon can easily rely upon his fellows for assistance should he but ask - and not just because he's a charming kind of guy. He has several additional contacts in military circles as well, reflecting his time served while not actually a Joe.
Calling:
Soldier: there's no two ways about it, Lieutenant Falcon is a true exemplar of this calling. The man has been surrounded by the military all his life, and he enjoys working within it to the fullest - he sees it as doing his part for his country.
Costume:
Lt. Falcon wears a conventional uniform while active with the Joes. It consists of a green and black camouflage shirt and trousers, green and black leather boots, green belts, web gear, holsters, and bags for his gear, a green neckerchief, and of course his trademark green beret.
Personality:
Lt. Falcon is the consummate leader. He doesn't inspire others by bullying them into submission, he does so by proving he's just as willing to get his hands dirty as the men he's in charge of. Tough and smart, Lt. Falcon always goes out of his way to get the job done.

Story:
Lt. Falcon's father was an elite Green Beret before him, having served with the 10th Special Forces Group Airborne since it got its start. Wanting to do right by his father and his country, Lt. Falcon also enlisted in the Army, ultimately becoming a Green Beret himself.
He served for a time with the 6th Special Forces Group Airborne, the so-called 'Blue Light' counter-terrorist unit, as an Executive Officer. In his time, Lt. Falcon became proficient in five different languages, mastered most conventional firearms, and was schooled in demolitions.
With an impressive 'resume' like this, one would think Lt. Falcon was destined for greatness in the military, though his career was waylaid by a corrupt politician who, along with a similarly corrupt general, convinced Lt. Falcon and several others to guard their illegal project.
Not that they knew it was when they started; in fact, Lt. Falcon and company were convinced that they'd been recruited onto the GI Joe team for this purpose. This was of course an easy ruse to generate, since most people in the military don't know what joining the Joes involves.
When Lt. Falcon's fellow 'Joe', Chuckles, started digging, they found out just what was going on. So, they managed to kidnap the leader of the actual Joes, and informed him of the situation - that they were guarding an experimental missile that was aimed directly at Cobra Island!
This missile then started to launch, its owners realizing the jig was up, but thanks to Lt. Falcon and company - and a bunch of Dreadnoks who also happened upon the scene - the missile was destroyed before it could cause an international incident.
Impressed by this, General Hawk (the leader of the GI Joe team) decided to make Lt. Falcon and his pals real Joes after all. Of course, they then had to subject themselves to the Joe team's rather brutal entrance exams. Sure enough, all of them made it through!
Lt. Falcon has had a long career with the Joes, having participated in some of its most important missions, including the first Cobra Island Civil War. He was with the team until its original disbanding in 1994, at which point he returned to conventional military service for a time.

The Joes were reassembled just a few years later, due to Cobra's actions winding out of control once again. Lt. Falcon didn't join up with the team again right away, having other business that required his attention, but he did return in time for several of the team's biggest actions.
These included, of course, the second Cobra Island Civil War, not to mention World War III itself - an all-out conflict instigated by Cobra Commander. With Cobra seemingly defeated by the Joes at long last, Lt. Falcon remains on the team to this very day.
He's helping them hunt down those Cobras who managed to escape when their Commander was finally brought to justice.
1988 Variations
Costume:
Lt. Falcon's second, Night Force uniform is a variation on his first. It includes a gray shirt under a black vest, brown trousers, black leather boots, grass green belts, web gear, holsters, and bags for his gear, a grass green neckerchief, and his trademark green beret.
1991 Variations
Equipment:
Scatter Blast Laser Rifle (a): this large, directed energy weapon can inflict devastating damage in Lt. Falcon's hands. It can be fired to inflict his Agility +5 in Armor Piercing energy damage per hit, and has a laser targeting system for a +2 to hit in battle.
Sonic Backpack (i): this oddly named gear is actually a miniature helicopter, one that Vincent can wear as an oversized back pack. It allows him to fly at intensity 2 speeds, or approximately sixty miles per hour, over short distances when it becomes necessary.
Costume:
Lt. Falcon's third uniform is another variation on his first. It is comprised of a gray and black, 'high tech' camouflage patterned shirt and trousers, gray leather boots, black belts, webbing, holsters and bags for his gear, a black neckerchief, and his trademark green beret.
