Origin:
Like most of his friends in the GI Joe team, Shockwave is no super-hero, lacking special powers of any stripe. However, he has government-issue training, military hardware, and the guts and instincts gained from years as a police officer with which to fight the forces of evil!

Flash-bang Grenades (i): Shockwave carries several flash-bangs on his person, to disable large groups of criminals or terrorists without necessarily killing them. These devices inflict an intensity 10 blinding and deafening attack within near missile distance of where they detonate.
Kevlar Vest (s): vital gear for a SWAT operative, Shockwave wears a bullet proof vest at all times in the field. This vest offers him intensity 8, or +2, protection against physical damage on his torso for as long as he keeps the thing on.
Knives (s): Shockwave carries several blades on his person, in boot, chest and backpack sheathes. They're of m.s. 12, and can either be used to cut through items of up to like m.s. (with enough time), or can be wielded in melee to inflict his Strength +2 damage.
Sidarms (a): though he prefers his submachine gun in combat, Shockwave carries several of these backup pieces, at least two showing up on hip holsters. They discharge a single round to inflict his Agility +4 in damage, raised to +5 when firing a semi-automatic burst.
Submachine Gun (a): his preferred weapon, Shockwave can fire this weapon to inflict his Agility +4 damage when firing a single shot, +5 when firing a short burst, or +6 if he fires it continuously. It also has a silencer built on, reducing its audio output to intensity 1.
Skills:
Boxing (s): a skill developed through years of civilian and military combat, Shockwave can easily defend himself should be rendered unarmed. He may divide his pre-card play action score between two such attacks, the last of which will occur as a contingent action.
Guns (a): trained in the art of gunplay by both the Detroit PD and the US Army, Shockwave knows modern firearms. Whether wielding any standard, semi-automatic, or fully automatic rifle or pistol, or even a shotgun, he may resolve gunplay at a reduced difficulty.
Law Enforcement (w): Shockwave got his start in civilian law enforcement, working his way through the Detroit PD. If working for them or any other legal agency, he can legally wield a firearm in public and make arrests, and knows the law in most instances.
Military / United States (w): though it wasn't his original line of work, Shockwave enlisted to become a member of the GI Joe team. As such, he's been trained in the Standard Operating Procedure, and can easily function in almost any fighting unit he's assigned to.
Performing (w): oddly, Shockwave is also a competent performer. In his past, Shockwave has served as a tenor in his local choir, and can easily sing with the best of 'em. He can distract others with his singing on a successful Willpower (willpower) action.
Contacts:
Shockwave is a member of GI Joe, and can easily rely upon them for assistance should he but ask - this is particularly true of Joes with a background in law enforcement. Furthermore, Shockwave is also a member of the Detroit PD, and has several reliable contacts there as well.
Calling:
Protector: Shockwave enjoys his life as a policeman and as an urban combatant, but not because he gets his kicks out of violence. No, he does what he feels he must to protect others who cannot defend themselves, not worrying about the pay or the accolades of his peers.

Shockwave's first GI Joe uniform is designed for urban combat. It includes a light blue, long-sleeved shirt and trousers, both with a dark blue and yellow digital camo pattern, dark blue leather boots, gloves, belts and holsters, a dark blue vest, a dark blue face mask, and a light blue cap.
Personality:
Shockwave is an incredibly brave person, not willing to put his own personal safety above that of others - particularly the innocent. He believes someone has to be willing to step up and do what must be done, and is willing to be that person - even if the pay isn't all that great.

Story:
Shockwave got his start working for the Detroit police department. He was a member of its SWAT (special weapons and tactics) team for several years, and had earned two citations for bravery before he'd signed up for the GI Joe team - and was accepted into the group.
Unlike most members of the team, Shockwave wasn't a member of the military before he'd became a Joe, but they made darn sure he was up to speed before putting him in the field. Shockwave thus went through basic training, various advanced schools, and then the Joe entrance exam.
Able to prove his mettle under this grueling crucible, Shockwave earned his spot on the team, and was quickly put to use on various urban GI Joe operations. A large portion of his work involved domestic Special Missions work, some of which has yet to be declassified to this very day.
Shockwave's bravery and sheer gumption on the job has served him well amongst his fellow Joes as it did in previous jobs, and the man quickly earned a place on several elite GI Joe teams. One of these was its Night Force, a group that excels in clandestine nocturnal operations.
His second was the Drug Elimination Force, a group of Joes with a law enforcement background. They worked hard to stem the tide of drugs into America, particularly when terrorist and criminal thugs like the Headman were pumping them in as fast as he physically could.
Shockwave continued on as a Joe until the team was deactivated for a time in 1994, at which point he presumably returned to civilian law enforcement duty. Detroit is one mean city after all, particularly with the economic downturn, and can always use more men like him.

Not that he's forgotten his old buddies on the GI Joe team. No, Shockwave has always returned to the fold when the Joes (once reactivated) asked for his aid on some operation or another. He did so full-time after Cobra instigated World War III, however.
Though those terrorists were finally routed at the end of this conflict, a very large number of its operatives managed to escape justice, and many are hiding out in urban wastelands. As such, it falls onto Joes like Shockwave to root these criminal scum out once more!
1989 Variations
Costume:
Shockwave's second GI Joe (Night Force) uniform is a bit more subdued than his first. It is comprised of a solid gray, long-sleeved shirt and trousers, black leather boots, gloves, belts, and holsters, a dark gray vest, a black face mask, and a solid gray cap.
1992 Variations
Equipment:
Battering Ram Tank (i): this small, treaded vehicle is essentially a remote controlled battering ram launcher. It cannot operate on its own, nor can it move more than, say, 1 MPH, but it can apply up to intensity 11 blunt force onto a door (or an unfortunate criminal).
Helmet (s): a recent addition to Shockwave's field gear is this helmet, this headgear obscures his features almost entirely. Tactical in nature, it provides him intensity 8, or +2, protection against physical attacks to his entire head, but offers him no Screened Senses.
Costume:
Shockwave's third GI Joe uniform is somewhat different than his first. It consists of a light blue, long-sleeved shirt and pants (sans urban camouflage pattern), black leather boots, gloves, belts, and holsters, a black vest, and an obscuring black helmet.
2008 Variations
Equipment:
Shield (s): Shockwave sometimes carries a large shield with him into battle, most often when he's acting as a door-kicker. This shield provides him intensity 8, or +2, protection against physical attacks, if he can put the shield between himself and such assaults.
Costume:
Shockwave's fourth GI Joe uniform is another variation on his first. It includes an Army green, long-sleeved shirt, Army green trousers, black leather boots, gloves, belts, and holsters, a black Kevlar ™ vest, and a black ski mask beneath an Army green cap.
