* Note: Ozone's skill set changed over time. When he was transferred from the Eco-Warriors to the Star Brigade for a time, he learned the Spatial Combat skill. His hard work bolstered Ozone's original, 'base' Agility code from d to c at this time.

Like the vast majority of the military men and women on the GI Joe team, Ozone is a standard human. He lacks super-powers of any variety, but he does wield a large array of advanced gear developed by the government with regularity, so he could be considered a high tech hero.

Eco-Warrior Suit (s): this suit seals Ozone off from the outside world. Made from recycled action figures, it offers him intensity 12, or +3, protection from toxins in the environment - mainly by preventing them from entering his system. It also has these 'bonus' features:
* Helmet (s): in addition to providing Ozone intensity 8, or +2, protection against head-based physical attacks, this headgear also has a holographic display inside, one that lets him read what his environmental analyzer tells him. It also lets him control his gear by voice command!
* Environmetnal Independence (s): since his suit is airtight, Ozone has to have some sort of air supply. This comes in the form of an oxygen rebreather, which recycles Ozone's air for a full day at a time (24 hours of breathable air before it needs refreshed, or intensity 1).
Environmental Analyzer (w): Ozone's backpack has a powerful computer useful for analyzing chemicals in his environment, and calculating the best way to break them down. This device then relays this information to a holographic display in his helmet (intensity 10 sensors).
Fluid Cannon (i): this weapon can be fired at a toxic substance, once it has been analyzed by Ozone's gear, to neutralize it. It can neutralize toxins of up to intensity 10 strength, but can double as a 'mere' water cannon for intensity 8 concussive damage per blast.
Grenades (i): Ozone also carries several conventional weapons. He typically has six (count 'em) grenades on his person, 'cause sometimes he needs to blow up something big. These explosives inflict intensity 10 damage to everything within near missile distance of where they detonate.
Vacuum Gun (i): one of the devices attached to Ozone's backpack, this unit allows him to draw samples of a material in so he can analyze them properly. He can also use this to draw in raw materials to use when producing counter-agents 'on the fly'.
Skills:
Boxing (s): a talent he picked up in basic training, this skill showcases Ozone's ability to defend himself while disarmed. In such instances, he may divide his pre-card play action score between two unarmed attacks, the last of which he may attempt as a contingent action.
Chemistry (i): to better understand Cobra's weaponized sludge, Ozone has been trained in the fine arts of chemistry. He is allowed a reduced difficulty in actions of this stripe, particularly handy when attempting to undo the damage Cobra's toxic weapons have caused.
Geology / Ecology (i): his primary field of study, Ozone is an environmental health specialist. Whether he's studying natural phenomenon or the effects mankind's use (or abuse) of the environment can cause, Ozone makes related actions at a reduced difficulty level.
Guns (a): a vital part of his military training, this skill describes Ozone's ability to discharge most standard firearms with ease. Whenever he wields a standard, semi-automatic, or fully automatic rifle or pistol, Ozone may do so at a reduced difficulty.
Military / United States (w): Ozone has mastered his many talents thanks to the United States military, which makes this skill an 'origin' of sorts for all his other abilities. He knows the SOP like the back of his hand, and can readily function in a military unit when necessary.

Ozone is a member of the GI Joe team, one tasked with a particularly dangerous job in the defense of both the environment and his fellow Joes. As such, the team is more than willing to lend him a hand when he needs it, if only he is willing to ask them for such assistance.
Calling:
Protector: it goes without saying, but someone as willing as Ozone is to wade hip-deep into weaponized sludge for the sake of his fellow Joes - not to mention the overall safety of the earth itself - follows this calling. Ozone does what he has to to protect everyone from these materials.
Costume:
Ozone's first GI Joe uniform is actually his toxin-resistant suit! It is primarily cornflower blue in color, with dark blue padding on the chest (where he pins his grenades) and lower legs, orange gloves, orange and blue boots, and a blue and orange helmet.
Personality:
David is a dedicated ecologist who is happy to serve his country in an official capacity. He gleefully uses his expertise in airborne toxins to help the Joes against Cobra and their diabolical thugs who would pollute the world - and kill others - with their processed toxins.

Story:
Ozone is a native of Three Mile Island, Pennsylvania. Though the media has hyped the nuclear accident there beyond all reasonable fact, all of this attention had an astounding effect on Ozone while he was growing up. He didn't want this sort of thing to happen anywhere else!
To this end, he has taken to studying the ecology, and he was so dedicated in this that he was approached to join the military. You see, they were having a problem with terrorists who were producing weaponized toxins and industrial runoffs and needed an expert to help deal with this.
More than happy to do his part, Ozone quickly enlisted, and was fast-tracked to get all the skills he needed. As soon as his training was complete, and once he proved he had what it took, Ozone was a member of the GI Joe team - and hardened considerably by his military training.
Once on the team, Ozone was immediately placed on a special unit headed by Flint: the Eco-Warriors. These Joes were tasked with the defeat of Cesspool and his willful, intentional polluting - the man was trying to produce more of his weaponized Sludge to arm his many minions!
In a pitched battle with Cesspool, Ozone and his fellow Eco-Warriors brought him to a standstill, a battle that ended when several lawyers dropped hundreds of lawsuits on his head. Disheartened, Cesspool left the scene, allowing the Joes to dismantle his latest operation.
Once the Eco-Warriors were no longer needed, Ozone was given further training, in a slightly different capacity. Since space is just another hazardous environment, the Joes got him training in vacuum combat and the like, and moved him onto their elite Star Brigade.
He helped the GI Joe team take on all manner of menaces in the outer atmosphere and beyond, doing his best to protect the world of his birth from Cobra... and even worse menaces in the trackless depths of space. Eventually though, the Joes were disbanded - for a time.
(Historical Divergence)
It was decided that Cobra's shenanigans no longer required their own unit to be dealt with, a decision that turned out to be a critical mistake. Of course, a guy's got to make a living, so when the Joes were shut down, Ozone went back into the private sector.
He easily got a job doing what he loved most with all his experience, and was more than willing to return to help out his fellow Joes upon their reactivation. Though not a full-time member, he's gladly assisted them in the major operations they pulled which needed more manpower.
Like when Cobra tried to take over the entire earth during World War III. Though he mainly concerns himself with his ecological work, Ozone always answers the call when it's put out, as he knows just what terrors Cobra can let loose when left unattended.
1993 Variations
Equipment:
Laser Pistol (a): his primary sidearm while in space, this directed energy weapon has proven to be Ozone's friend time and time again. He can fire this device to inflict his Agility +4 in Armor Piercing energy damage with each deadly blast - and it lacks kickback altogether!
Machine Guns (a): to stymine ray-shielded targets, Ozone carries this weapon, which he can use to inflict his Agility +4 in damage when firing one round, his Agility +5 in damage when discharging a short burst of such, or his Agility +6 in damage when firing it continuously.
Shotgun (a): great for shredding space suits, Ozone can fire birdshot from this weapon to inflict his Agility +4 in damage in a thirty degree arc, buckshot to inflict his Agility +5 in damage to adjacent opponents, or slugs to inflict his Agility +6 in damage to a single foe.
Solar Shooter Gun (i): when machine guns and side arms are simply not enough, Ozone breaks out the big gun. This curiously named device can launch a rocket-propelled projectile at a target, though it only has one round loaded at a time, which inflicts intensity 10 damage.
Space Suit (s): though this resembles his first suit in construction, this uniform lets Ozone wade into the vacuum of space, not just lakes of toxic goo. It seals him off from the outside world completely, offering him the following capabilities:
* Helmet (s): in addition to providing Ozone intensity 8, or +2, protection against head-based physical attacks, this headgear also has a holographic display inside, one that lets him read his environmental analyzer data. It also lets him control his gear by voice command!
* Resistance to Cold and Pressure Variance (s): a self-sealing, pressurized suit, Ozone's uniform offers him intensity 20, or +5, protection against these damage forms, a necessity when working in the cold, hard vacuum of space (if you want to last a while, at least).
* Environmental Independence (s): since his suit is airtight, Ozone has to have some sort of air supply. This comes in the form of an oxygen rebreather, which recycles Ozone's air for a full day at a time (24 hours of breathable air before it needs refreshed, or intensity 1).

Ozone's second GI Joe uniform is actually his first space suit! It is primarily tan in color, with blue and steel plates on the chest (where he pins his grenades) and lower legs, along with blue gloves, blue and steel boots, and a red and blue helmet.
His third uniform is a differently colored version of his second. It mostly consists of a light gray suit with blue and steel plates on the chest (where he pins his grenades) and lower legs, along with blue gloves, blue and steel boots, and a red and blue helmet.
1994 Variations

2014 Variations
Equipment:
Sidearm (a): when working on earth, Ozone's sidearm takes on a more conventional aspect. He may either discharge a single round from this weapon to inflict his Agility +4 in damage, or a three-round burst to inflict his Agility +5 in damage.
Z+ Canister (s): a prototype antigen for Cobra's insidious Compound Z, this substance acts as a cure for those infected with it by those villains. Working at intenstiy 14, the gas discharged by this canister reverts the zombified victims of Compound Z back to (relative) normal.
