General Flagg III
Like the vast majority of the GI Joe team, not to mention the General Flaggs before him, General James Longstreet Flagg the Third is but a normal human. Lacking special powers, he has only his extensive military training and government-issue hardware with which to fight evil!
Limitations / Enhancements:
Catapult: inexplicably, General Flagg carries a catapult with him into action. This small unit can be used to fling oversized shells at an opponent, shells which detonate to inflict rank value 40 Slashing (fragmentary) damage per strike... and have a three sector range!
Knife: since he's in the field as often as not, General Flagg usually carries a blade with him at work. He can either use this m.v. 13 knife to cut through items of up to like m.v., given enough time, or may instead wield it to inflict Slashing damage when necessary.
M-21 Combat Rifle: General Flagg always has this firearm with him in the field. It can discharge one round to inflict rank value 6 Piercing damage, a short burst of rounds to inflict rank value 10 Piercing damage, or be fired continuously to inflict rank value 20 Piercing damage.
Sidearm: a backup should his short-stock M-21 fail him somehow, General Flagg always has this hand cannon ready. It can either discharge one round to inflict rank value 6 Piercing damage, or a three-round burst to inflict rank value 10 Piercing damage.
Guns: General Flagg has been trained in the use of all kinds of assault rifles and pistols, whether they be automatic or not. As such, he can wield just about any gun (save for your advanced, energy-types) at a +1 RS to his standard Coordination rank value.
Leadership: while his father was more of a cloak and dagger type, General Flagg is instead the 'in your face' kind of leader. Whenever he is commanding a group, it may add 100 points to its Fortune pool if it has one, as long as it follows his lead.
Martial Arts style B: General Flagg' military training has provided him the basic tools of self-defense, which essentially come in the form of an offensive skill. If unarmed, General Flagg can nonetheless attempt attacks at a +1 RS to his standard Melee trait.
Military / United States: having made a career out of his Army life, General Flagg knows military protocols like the back of his hand. Furthermore, he gains a +1 RS in all military matters, such as commanding troops or knowing rules and regulations, and receives the military as a free Contact.
General Flagg is a member of the GI Joe team that may naturally rely upon his fellows for assistance should he but ask; the Joes respect him and his family's service to the team. Flagg also has many contacts in his own military family he may rely upon, as well.
General Flagg's field uniform is simple and effective. It consists of a brown, synthetic sheep skin jacket over a black collared shirt, olive drab trousers, black leather boots and gloves, a black leather belt (with inherited buckle), and a World War II style General's cap.
James constantly works hard because he always feels the weight of his family history on his back. The man wishes to do right by both his country and his family legacy, and as such he tries doubly hard to rein in the likes of Cobra while on the job.

Both James' father and grandfather, who bore the same name, were Generals in the United States Army. Not wanting to let the family down, James naturally enlisted as well. Doing very well for himself, James is the sixth in a long line of Flagg graduates of the Virginia Military Institute.
He has worked hard to prove his mettle, both to make his family proud and to do right by his country, ever since his graduation. Of course, the death of his father, in the line of duty as leader of the GI Joe team, naturally pushed James along more than personal validation ever could.
Having something of a bone to pick with the likes of Cobra, James has done everything he could to earn his way onto the GI Joe team, to pick up the fight where the late General Flagg left off. Sure enough, his hard work has earned him a place on the team in due time.
Though he did, of course, become a General in his own right beforehand. While he lacks the practical experience that some of their other leaders possess, James nonetheless holds a high position on the GI Joe team - not that the Joes necessarily doubt the man.
No, they're more than willing to help James get a handle on things now that he's a Joe, what with their deep respect for the previous General Flagg - and besides, not everyone has what it takes to become a General in the first place!
Though it's taken him a bit, James has truly proven himself a worth successor to his father's legacy, and works hard to continue in that regard. He has greatly aided the GI Joe team in its fight against Cobra - even if he sometimes makes it a personal fight when Major Bludd is involved.
He continued to do so until the GI Joe team was disbanded for a time a the end of 1994. After this time, James continued to acquit himself well in conventional military service, trying his darndest to get the GI Joe team reinstated - he knew Cobra wouldn't just 'go away'.
And they didn't. While the Joes were of course reactivated in due time to handle Cobra's craziness, James didn't directly join the team at first. No, he had other duties that he needed to attend to - at least, until the Joes specifically called him back into action.
They did this at first during the second Cobra Island Civil War, not to mention World War III itself, during which time James saw active duty at the Coffin, which was the GI Joe team's Arctic prison facility. What he did after the War has yet to be revealed.
However, with the GI Joe team fully reactivated anew, this time by Presidential order, it's likely that James has resumed his work with the Joes, helping to administrate the rather large roster in its fight against lingering Cobra operatives that have escaped justice thus far!
General Flagg's second uniform is similar to his first. It consists of a black, synthetic sheep skin jacket over a light blue collared shirt, olive drab trousers, black leather boots, gray leather gloves, a gray leather belt (with inherited buckle), and a World War II style General's cap.
General Flagg's third field uniform is somewhat different. It includes a black leather jacket over a collared light gray shirt, light gray leather gloves, dark gray trousers and knee pads, black leather boots, a light gray leather belt and holster, and a WW II style brown General's cap.
