Like the vast majority of his fellow Joes, Cutter is merely a normal human, lacking powers based on genetic mutations, occult learnings, or even psionic education. However, he does tend to use rather advanced vehicles and equipment in the fight against Cobra and other unsavory types, so one could easily classify him as a high tech hero if they were so inclined.

Colt M1911A1 Pistol: a trusty standby in the event that he finds himself denied the use of the Killer WHALE in the course of a mission, Cutter can use this standard military hardware to defend himself in a pinch. This gun can be fired to inflict rank value 6 Piercing damage with a single shot, or rank value 6 Piercing damage in a semi-automatic, magazine-expending burst of ammunition (8 shots per magazine).

Flashlight: essential for work at night as a Coast Guard smuggler buster, Cutter always has one of these at hand. His personal flashlight is possessed of a powerful halogen bulb, allowing it to illuminate the dark with rank value 20 power. Furthermore, its long neck design is reinforced with solid steel plating, allowing Cutter to use it as a club (for rank value 10 Bashing damage) in a pinch.

Killer WHALE: the Killer WHALE, or Warrior: Hovering Assault Launch Envoy, was the first in a proud tradition of heavy duty aquatic craft used by the Joe team in its never ending battle with Cobra. This hovercraft, armed to the teeth and amazingly durable, has been utilized in countless missions by Cutter since he (and it) were adopted by the team. Life Jacket: as a general matter of course, Cutter always wears a life jacket while he's on the job, as this usually entails his being on some sort of sea-going vehicle or another. While it originally afforded him flotation capabilities in the event that he wound up in the water, his later vests were actually bulletproof, offering rank value 10 protection against attacks striking him in the torso.

Skills:

Boating: one of the most significant things Cutter brings to the Joe team is his ability to competently pilot any sea vehicle; he's been behind the wheel of all kinds of Joe aquatic vehicles, up to and including the GI Jane, the team's (late) freighter. Cutter can operate any boat, submarine, or hovercraft as though his Coordination (or the vehicle's Handling rating) was +1 RV in value.

Guns: an essential portion of Cutter's Coast Guard training, the mastery of this skill has given him the ability to fire virtually any firearm with competence. Whether it be a standard, semi-automatic, or fully automatic rifle or pistol, Cutter can fire it as though his Coordination trait was +1 RV higher than is listed above. Of course, he can also use more eccentric weapons, like a spear pistol, with the same bonus.

Martial Arts style B: a talent given to all military recruits regardless of their branch of choice, this skill reflects Cutter's ability to defend himself should he find himself totally unarmed. In effect, he can perform any punch, kick, head butt, elbow drop, knee smash, or other unarmed maneuver at his Melee value +1 RV - and he's not at all squeamish about having to do so.

Military / United States: as a member of the United States Coast Guard, as well as being one of the elite GI Joes, Cutter has this skill as a general matter of course. With it, he gains numerous military contacts, as well as the ability to lead fighting men (and aquatic vehicles) into battle. Furthermore, he has an almost instinctual understanding of military protocols and customs.

Repair / Tinkering: another thing Cutter brings to the Joe team is his mechanical skills. He has demonstrated the ability to repair vehicles - including the WHALE - in the field, allowing them to be used again after they have been rendered inoperable during a firefight. He can perform these repairs at +1 RV to his Intellect trait, and usually in a decent amount of time, to boot.

Contacts:

As a long-standing member of the GI Joe team, Cutter can naturally rely on that group for assistance in a pinch, in that the Joes look after their own. Furthermore, being the only Coast Guard representative on the Joe team, Cutter can likely look to that branch of the armed forces for assistance if necessary. Finally, Cutter was the coach of the Annapolis women's swimming team, and likely has a few contacts there.

Costume:

Cutter's first suit as a member of the Joe team consisted of a pair of dark blue trousers, a light blue, collared, long-sleeved shirt that Cutter typically wore with the sleeves rolled up, a bright orange life jacket, a green belt, a green holster for his pistol, green pouches for various essential items, black leather boots, and of course, Cutter's trademark blue baseball cap, complete with the red 'B' on the front.

Personality:

Cutter is possessed of a singularly tenacious nature - once he sets his mind on something, it's hard for him to let go of it until he succeeds. This trait is mostly responsible for his getting on the Joe team in the first place, and helps him out greatly on missions; after all, he's simply too stubborn to admit defeat. Of course, he's also possessed of a truly bizarre sense of humor, which tends to get him in more trouble than not.

Story:

Cutter was born and raised in Kinsley, Kansas, which is exactly as far away from the sea as you can get in the United States - it's exactly 1,561 miles from both New York City and San Francisco. As you can guess, a life in the Coast Guard should've been the furthest thing from Cutter's mind, but then, with his bizarre sense of humor, one can almost see how he was destined to head that direction.

He hounded and harassed his congressman for two years to get an appointment at Annapolis, but when that didn't work, Cutter opted for the Coast Guard academy instead. Of course, Cutter wound up being good enough at what he did to get into Annapolis anyway - at least, he did so as the coach of its women's swim team. This wasn't enough for the man, however, for he decided that he wanted to be a Joe.

When he wasn't busy running various smuggler interception missions for the Coast Guard, Cutter was badgering the Guard's top brass about the fact that the Joe team didn't have a single representative from their ranks. Eventually, they pulled every possible string to rectify this situation, as this killed two birds with one stone: it got a Coast Guard representative onto the Joe team, and got Cutter out of their hair.

Of course, Cutter was pleasantly surprised to find himself on the Joe team, who quickly put him to work at the helm of both the GI Jane, the team's sea-bound frigate, and the Killer WHALE, an experimental assault hovercraft that the Joe team put to use against the forces of Cobra. He first got to use it on a mission in the Florida Everglades, proving how effective both he and the WHALE are.

Cutter went on to serve in numerous high profile missions against Cobra, including the creation of Cobra Island and the Cobra Island Civil War. He served with distinction for over eight years, whether using the WHALE or not, which got him a position on a special Joe team: the DEF, or Drug Elimination Force. This group worked with the ATF to curb the activities of various drug smugglers, including the Headman.

This dealer, who had his own private army, had set up shop in Broca Beach, a large Cobra front that couldn't depend on the feds to clean up their little drug problem. Of course Cutter, along with the DEF, managed to deal with the Headman once and for all, capturing him after Cobra Commander got fed up with his use of Broca Beach as a hideout, and zapped him with a purloined Joe satellite beam.

Eventually, the DEF was no longer needed, and Cutter, along with the rest of the Drug Elimination Force, returned to the 'regular' ranks of the Joe team. Cutter continued to serve on the Joe team with distinction until it was disbanded back in '94, though his activities after the group shut down have yet to be revealed. However, it is known that he came back when the group reunited years later.

Cutter has been with the Joes ever since, through thick and thin. Even when the team was facing its worst crisis ever, during Cobra's triggering of World War III, Cutter was there to lend his considerable skills to the GI Joe team and the ultimate fight against what Cobra represents. With those villains finally broken, Cutter remains to help clean up their mess and to catch those Cobras that got away.

1992 Variations

Equipment:

Barracuda: the Barracuda is a one man, miniature attack submarine that Cutter often pilots into battle as a member of the DEF. Armed with a highly effective torpedo launcher, this mini-sub can inflict serious casualties on the small craft typically used by smugglers and drug dealers - which is why Cutter likes it so much. The Barracuda is properly detailed in its own entry.

Grappling Hook: whether Cutter needs it to scale sheer walls or to latch on to enemy boats, he finds this item exceptionally useful. Fired at whatever he needs to grapple with a heavy duty launcher, Cutter can latch onto objects up to one sector away from his person with the grappling hook, and then use the rope attached to the hook to either reel said object in, or to board / climb up the object so grappled.

S-M 201 Rifle: when he stopped using the WHALE in combat, Cutter's missions tended to get more... personal in nature. As such, he adopted this short stock, fully automatic boarding rifle as his personal weapon of choice. It can inflict rank value 10 Piercing damage in a semi-automatic burst of lead, or rank value 20 Piercing damage in a magazine-extinguishing hail of death.

Spear Pistol: a replacement for his old Colt .45, this gun is more practical for naval operations. Though not semi-automatic, this gun fires miniature spears at an opponent, rather than standard small arms fire, projectiles that inflict rank value 10 Piercing damage, and can penetrate objects of up to material value 50. This gun can fire six miniature spears before it needs to be reloaded.

Undersea Concussion Grenades: specially designed to work underwater, these grenades are excellent for eliminating any danger caused by scuba-diving smugglers or saboteurs. When used underwater, these grenades will inflict rank value 30 Force damage to anybody within one sector of their detonation point, which is usually enough to take out ordinary divers.

Costume:

Eight years after joining the Joes, Cutter changed his uniform. He kept the dark blue trousers, blue baseball cap and black leather boots, but changed his various green items to a solid white in hue - save for his holster, which was now black in color. He adopted the use of a new orange, bullet-proof life jacket, and ditched his light blue shirt, only to replace it with a sleeveless white shirt.

1993 Variations

Equipment:

CUDA Transport: the CUDA Transport, or Coastal Unit Defense, Amphibious Transport vehicle, is a slightly modified version of the APC utilized by the Joe team for a very, very long time in its fight against Cobra. It is one of many vehicles that Cutter has found himself at the helm of in his years as a member of the GI Joe team, and it is detailed properly in its own vehicular entry.

Armed to the teeth, the Shark 9000 is equipped with various machine guns, a missile launcher, a heavy duty water cannon, and even a set of 'shark-pedoes'. Cutter's third uniform was like unto his second, save for the significant color alterations; other than the boots and baseball cap, everything else changed color. Cutter now wore bright white trousers and a bright white, sleeveless shirt, coupled with a dark green, bulletproof life jacket. He also wore a blue belt and a yellow holster for his spear pistol, and most of his accessories matched this yellow hue.

2001 Variations

Equipment:

Night Landing Craft: Cutter started driving around this high speed gunship as part of his assigned duties during sea-based missions when he rejoined the Joe team. The small hovercraft (much smaller than the WHALE) is primarily armed with two side-mounted cannons, and is more than effective against Cobra's current crop of naval vessels. After rejoining the Joe team with its reactivation, Cutter adopted a uniform that was almost identical to his first. It consists of a pair of dark blue trousers, a light blue, collared, long-sleeved shirt that Cutter typically wears with the sleeves rolled up, an orange life jacket, a brown belt, a brown holster for his pistol, brown pouches for various essential items, black leather boots, and his blue baseball cap.
